Notes on Zimbabwe, elections and land reform

Yesterday’s results from the 2013 elections in Zimbabwe show that Robert Mugabe is back with a bang! The Financial Times has a headline that is most interesting: “Mugabe, the ageing ‘master’, delivers knockout blow to rival”. Mugabe’s Zanu-PF party won more than 60% of the votes. Unlike last time, when the elections were reportedly rigged, this time monitors from the African Union have called the elections “peaceful, orderly, free and fair.”

The results show continuing anger against Tsvangirai after the Wikileaks cables had revealed in 2010 the links between his MDC and the U.S. The cables showed that Tsvangirai had asked Western countries to toughen economic sanctions on Zimbabwe after he lost the 2008 elections. Most opinion polls after that had shown the MDC sliding down.

Clearly, land reform loomed large during these elections too and Mugabe’s win is widely seen as a vindication of his party’s record of land reform. It may be useful to go back a bit into the history of land reform in Zimbabwe to understand the present situation there.

The situation in Zimbabwe today cannot be divorced from its history and the developmental path it was forced to follow after 1979. Zimbabwe was earlier Rhodesia, which received independence in 1979 under the popular leadership of Mugabe. The most important task of the new regime was land reform, in a country where most of the land was monopolised by white settlers. However, independence had come with riders. The most important rider was the signing of the Lancaster agreement that said that there should not be any land reform in Zimbabwe for a period of 10 years! This clause was written in to protect the holdings of white settlers. This was a bizarre condition to come with freedom, but then the then leadership had agreed to it.

For the next 10 years (1980-1990), Zimbabwe did not implement land reform at all (remarkable indeed for a backward country). In this period, the West was supposed to provide aid to Zimbabwe. However, aid was not sufficient and Zimbabwe was forced to enter into a deal with the IMF with structural adjustment conditionalities. Mugabe was an agreeing party to the IMF deal, and he never protested against its conditionalities in the 1980s. Precisely for this reason, he was the darling of the West, which ironically criticises him today. As a result of the IMF deal, the fundamentals of the Zimbabwe economy went from bad to worse. The Zimbabwean people were pushed to suffering, but the West continued to back Mugabe, thanks to his IMF deal and shelving of land reform.

In the 1990s, land reform became legal and Mugabe began steps to implement it (partly forced by the economic state and partly to strengthen his own black constituency from drifting away). In this period, the West defaulted on its aid promises. This then became a point of conflict between Mugabe and the West. The West wanted to stymie land reform at any cost, to protect the white settlers. And, slowly, for a variety of reasons, Mugabe became a fighter for land reform.

Now, when land reform began to be implemented, there was a huge reprisal from the white settlers, aided ably by the Western governments as well as the Western media. This was in the late-1990s and early-2000s. It was a time when the whole of Africa stood steadfast with Mugabe. The West went all out for a regime change in Zimbabwe by setting out a media blitzkrieg (part of this campaign was also a set of abusive-biographies of Mugabe published in the 2000s, like that by Martin Meredith). Funnily, the poor economic position of Zimbabwe was given as the justification for why there should be no land reform! But this was a direct result of the IMF deal of the 1980s; the best way that the West could hide this shame was to put all the blame on Mugabe (see the brilliant pieces by John Cherian in the archives of Frontline).

What has land reform done? I think few people know how remarkable some of the impacts have been. There has been, very importantly, the emergence of a black elite in agriculture (however locally powerful and “thuggish”), as has been well documented in the studies of scholars like Sam Moyo. This is a historic change that Mugabe’s land reform brought about, and we should not underestimate it.

The questions raised about whether land reforms led to destruction of Zimbabwe’s agriculture are slowly getting settled. See an interview with Professor Ian Scoones of the University of Sussex here. In a report in 2012, the New York Times pointed out another important facet of the impact of land reform:
“Before Zimbabwe’s government began the violent and chaotic seizure of white-owned farms in 2000, fewer than 2,000 farmers were growing tobacco, the country’s most lucrative crop, and most were white. Today, 60,000 farmers grow tobacco here, the vast majority of them black and many of them working small plots that were allotted to them in the land upheavals. Most had no tobacco farming experience yet managed to produce a hefty crop, rebounding from a low of 105 million pounds in 2008 to more than 330 million pounds this year. 
The success of these small-scale farmers has led some experts to reassess the legacy of Zimbabwe’s forced land redistribution, even as they condemn its violence and destruction.”
In an FAQ published on their site in July 2013, CNN cited World Bank to note that:
“…since 2009, Zimbabwe’s economy has started to recover from a decade-long crisis. The value of mineral exports increased by 230% during 2009-2011, while the value of agricultural exports increased by 101% during the same period. Growth in 2011 was led by strong growth in mining (50.5%), agriculture (17.1%) and services (16.3%), according to the World Bank.”
However, Mugabe is no saint. He was well involved in the IMF deal of the 1980s, but as time passed, he fell out with the West. To stay in power, he grossly violated human rights and shut down the free Press. That needs to be condemned. However, it is also important to note the nature of politics practised by the opposition in Zimbabwe too. It is clear that the victory of the opposition in Zimbabwe would be the defeat of land reform in Zimbabwe. There was never any doubt about this. For that reason, the fall of Mugabe would bring to power a West-friendly, neo-liberal, anti-land reform government in Zimbabwe.

The challenge ahead for the African leaders is to discuss and debate with Mugabe about his own future and usher in a democratic government. No doubt. But the contours of those talks will be set by the land reform movement within Zimbabwe. And the West needs to stay away. John Kerry's statement that the election results are not credible is typical of the US' habit: never learn from history.

The "criminalisation" of Adivasis by Maoist sympathisers

A large number of people would not call themselves admirers of Maoists, but see a value in them. They would see a large number of Adivasis supportive, and being part of, the Maoist movement. They refuse to condemn any violent action of Maoists, such as the Dantewada massacre. For instance, see an interview with Himanshu Kumar at http://news.rediff.com/interview/2010/apr/07/tribal-activist-himanshu-kumar-on-the-dantewada-massacre.htm; he goes round and round, but refuses to use the word "condemn". Alongside, what Himanshu Kumar does here is also to affirm that it was not Maoists, but the poor Adivasis who killed 78 CRPF jawans in Dantewada. I totally refuse to accept any such criminalisation of Adivasi psyche in India, which is nothing but a colonial anthropological notion.

What is the value that these people see in Maoists? I think it is a "subversive utility". They think that Maoists have a role in subverting the present system using violence, and this "subversion" can create spaces where other "democratic" movements can penetrate the political spheres with other agendas. Opportunistic politicians like Mamata Banerjee have followed the same strategy in Bengal.

I think this is a totally misdirected optimism and strategy. Little do these people realise that they are simply tools in the hands of Maoists. There is no subversive utility that Maoists have. They have absolutely no mass base among Adivasis themselves. They have no base among Dalits or the working people in general. As Prasenjit Bose put it:

The explanation that the roots of the Maoist insurgency lie in the systemic deprivation and exploitation of the adivasis by the Indian bourgeois-landlord state suffers from several infirmities, because it is entirely ahistorical. The Naxalite movement of 1967, from which the present day Maoists originated, was supposed to be the beginning of a protracted armed struggle; to wrest State power from the hands of the “comprador-bureaucratic” bourgeoisie who had kept India as a “semi-colony”. The experience since then has shown that such a road to revolution is not only inappropriate in Indian conditions where parliamentary democracy has taken roots, but such sectarian politics in a diverse society like India, inevitably leads to alienation from the people and degenerates into mindless violence and anarchy. Eventually, the Naxalites reached an ideological dead-end as domestic and international developments completely overtook their shallow and confused understanding of Indian society and polity (http://www.pragoti.org/node/3687).


The idea of a "red corridor" is some sort of a fiction story of the Indian state so that they can unleash terror to clear the space for mining corporates. The Maoists want precisely this terror to be unleashed on them. But they know they while they can retreat to safer havens while the state terror takes place, the poor native villagers can not. The Adivasis will be the sufferers of the terror, and the Maoists hope to widen their poor and narrow base via the feeling of increased alienation that this terror-unleash can bring about. They are thus enemies of Adivasis, and have no human element in their ideology. Charu Mazumdar's flawed ideology only fetishises blood and violence, and does not help to end it; he said,
“He who has not dipped his hand in the blood of class enemies can hardly be called a communist.”
I want to bring another element here, which is the interesting experience of the predominantly tribal state of Tripura in the recent years. This Adivasi state, under the Left Front government there, has had remarkable achievements in many spheres of human development. Land reforms has significantly raised access to land for not just Adivasies, but also other poorer sections (for a snapshot, see a box item from the Tripura HDR at http://www.pragoti.org/node/3267). Literacy rate increased from 30.98 per cent in 1972 to 81.05 in 2007. School dropout rate declined from 63.92 per cent in 1972 to 7.81 per cent (class I to class V), from 76.61 per cent to 14.79 per cent (up to class VIII) and from 87.29 per cent to 54.39 per cent (above Class 8). The number of dispensaries and health sub-centres has risen from 112 in 1972 to 698 in 2007. Paddy production has shot up over the last 10 years. Tripura is now a net paddy seed exporter to other States; it used to import paddy till recently. Above all, the trouble of insurgency has declined to very low levels.

I believe Tripura is the only example in India in the recent years, where the idea of Adivasi development has received priority attention from any State government. Genetic Modification Technologies: Debate is on who Controls the Technology

WHILE the controversy on genetically modified foods rages in India, very similar issues are being debated in many parts of the world. In India the contention is around the permission sought to be given for introduction of a modified form of Brinjal, called Bt Brinjal. A very similar debate is now raging in Europe, where a genetically modified form of rice is being sought to be introduced by Bayer. At the heart of the debate surrounding genetically modified food, lie several contentious issues. These relate to concerns about safety when GM foods are consumed by humans, the impact on naturally occurring species when GM crops are cultivated on a large scale, and the control of such technologies by giant multinational corporations.

CHANGING NATURE IS NOTA RECENT PHENOMENON

In order to understand the different dimensions of all these issues, we need to understand the technology that goes into the production of genetically modified plants and other living organisms. Humans are unique on this planet in that they are the only species that have developed the capability to actively change the way in which nature works to produce and nurture a large variety of living organisms. Other species also cause changes in nature -- for example grazing animals can change patterns of plant cover, insect populations can predate upon and destroy specific plant species, etc. But only humans are capable of directing changes in nature, with the conscious intent to bring about changes in existing living organisms.

This endeavour by human beings is by no means recent. All the food that we consume is derived from plants and animals that have been changed in particular ways through the method of selective breeding. The early varieties of “wild” maize, wheat and rice that the early humans cultivated, have been transformed by selective breeding into varieties that have desired characteristics. Such characteristics may have to do with better survival of a plant variety in a specific agro-climatic region, better yields, better perceived qualities such as aroma, taste, etc.

Let us for example examine the history of rice cultivation – arguably the most important food grain in the world. It is believed that rice was first domesticated in the Yangtze river valley about 12,000-11,000 years ago. Domestication followed the earlier practice of collection of the grains of wild rice that grew in the wild. Within a few thousand years, two distinct varieties (known as indica and japonica today) were being cultivated in Central China. From there it is believed to have traveled to South East Asia, and South Asia about 5,000 years ago. Farmers have continued to breed for desired qualities, giving rise to the large variety of rice today, ranging from the sticky rice consumed in Japan to Basmati rice cultivated in India and Pakistan. All of these had their origins in the wild grass that grew more than ten thousand years ago in Central China. Selective breeding has been utilised in the case of a large variety of domesticated animals as well. That is the reason we see such a variety of cattle, horses, dogs, etc. around us. Over a period humans added to their repertoire the process of hybridisation, to produce desired plant varieties. It differed from selective breeding in that new varieties were developed by breeding between two different varieties.

HOW GM TECHNOLOGIES ARE DIFFERENT

The technology of selective breeding and hybridisation is possible because of the way in which living beings are constructed. All living organisms have within their cells, genes, that determine its diverse characteristics. Even within the same species, no two individuals are exactly similar. This is easy to understand if we look around and see how different two human beings can be, even though they are members of the same species. This is also the case with plants and animals. The reason for the differences lie in the genes – while the genes of two individuals in a species are very similar, they are never exact copies. If we remember that a living organism has hundreds of thousands of genes, it is easy to understand that a difference in even a few hundred of them can result in two very different individuals. This is the underlying explanation regarding how selective breeding or hybridisation works. Thus, in a large field of rice, a few plants would grow taller than the others – which means that these plants have genes that make them grow tall. If the farmer were to save the seeds of only these plants and grew them the next season, he would get a larger number of plants that were taller. Over several generations he would have produced a variety that would be taller than the variety he started with. In the case of hybridisation, the farmer would cross two different varieties with characteristics he wants to preserve. He could , for example, cross a variety that is drought resistant with one that provides high yields. The resulting species would have both the desired qualities.

How then are genetically modified varieties different from what has been produced by humans for thousands of years? The perceived need for genetic modification arose from the fact that the techniques discussed above still depend on nature to do most of the work. A farmer can try to select for, say a tall variety of grain, but he is never sure that he will always get a new variety that is better. He may also end up with a taller variety, but that which has other undesirable qualities that he does not want. This uncertainty is related to the thousands and thousands of genes in any variety and the extremely complex way in which they interact and produce the characteristics of an individual. Moreover, the process takes many years, and generations of breeding before a satisfactory new variety is produced. Genetic modification arose as a method of “short circuiting” this process. It also arose in a situation when we now understood much better how genes work, as well as with the development of techniques that can actually change one or a few genes inside a living organism. Techniques for genetic modification, thus, substitute the “mixing of genes” that nature does with actual manipulation of the genes inside a laboratory.

Genetic modification involves the insertion or deletion of genes inside the cell of a living organism. The genes, thus transferred could be derived from the cells of an organism of the same variety – this process is called cisgenesis. Alternatively, the transferred genes could be derived from an entirely different species – this process is called transgenesis. To do this, there are procedures which involve attaching the genes to a virus or physically inserting the extra gene into the cell of the intended host with a very small syringe, or with very small particles fired from a gene gun. Other methods exploit natural forms of gene transfer, such as the ability of Agrobacterium (a naturally occurring bacteria) to transfer genetic material to plants, or that of lentiviruses to transfer genes to animal cells. As we can now see, genetic modification can do what nature can never (or very rarely) do – i.e. transfer the genes of one species into another.

We can understand better how the technology is utilised if we take the case of Bt Brinjal. Bt Brinjal is a modified variety of Brinjal created by the insertion of a gene [Cry 1Ac] from the soil bacterium Bacillus thuringiensis (hence the name Bt) into Brinjal. The gene is inserted into the Brinjal cell using Agrobacterium. The Bt gene makes the Brinjal plant produce a toxin that is harmful to common pests that afflict Brinjal crops, such as the Brinjal Fruit and Shoot Borer (Leucinodes orbonalis) and Fruit Borer (Helicoverpa armigera). The underlying theory is that if the Brinjal plant is protected from common pests in this manner crop yields will be better and the need for insecticides would be reduced. The technology has been developed by the giant agri-biotech multinational corporation – Monsanto. In India the trials on Bt Brinjal have been conducted by Mahyco -- Maharashtra Hybrid Seeds Company. Mahyco is part of a joint venture with Monsanto, through Mahyco-Monsanto Biotech.

SEVERAL CRITICAL CONCERNS

The concern that has been raised regarding introduction of genetically modified varieties in nature relates to the possible impact on natural varieties. Experience now shows that there is no fool proof method of avoiding contamination of naturally occurring varieties with genetic material from genetically modified ones. Once the GM varied is allowed to be cultivated on a large scale, it would eventually, transfer some of its genetic material to natural varieties growing in other fields. This means that, over time, as more and more GM plants are introduced into nature, existing varieties would incorporate their genetic material. This could be a concern if we are not completely sure about the long term harmful effects of an artificially introduced gene, in terms of its long term survival and other characteristics. So, theoretically, an artificially inserted gene may cause the destruction of the entire crop, or may have other harmful ecological effects, for example on insects that help in pollination. As other natural varieties are also likely to be contaminated, there would then be no turning back. One the crop is out in the open and widely cultivated, there is no way of recalling it. This is why very stringent tests, at the stage of development of a GM variety, are necessary, to allay fears that the inserted gene that is set loose on nature will not fundamentally damage nature itself.

Moreover, GM technologies lend themselves to monoculture and erosion of biodiversity. With widespread use of GM plant varieties, huge swathes of land may be taken up for plantations of GM crops. The danger of severe dislocations in food supply, if the variety were to fail, is something that needs to be factored in. Such a danger is a powerful reason to institute steps to protect the diversity of plant varieties that still exist in the planet.

The second concern particularly relates to those GM varieties that are intended for human consumption. For obvious reasons, we need to be cautious that GM plants that are used for food, do not cause harm when ingested by humans. Over thousands of years, humans have leant through experience, which plants are fit for human consumption. Here we seek to compress the process into a short span of a few years. Thus, transparent and clear evidence needs to be produced to show that the new GM variety being introduced does not cause harm to humans when they are introduced. Further, different countries have different ways of dealing with regulations related to GM foods, once they are allowed to be marketed. The United States and Canada do not require labeling of genetically modified foods. However the European Union, Japan, Malaysia and Australia require such labeling so consumers can exercise choice between foods that have genetically modified, conventional or organic origins. This requires a labeling system as well as the reliable separation of GM and non-GM organisms at production level and throughout the whole processing chain.

The difference in approach is evident from the fact that GM crops account for only 0.05 per cent of total area under cultivation in the EU while it constitutes 18 per cent of US agriculture. The US produces 96 per cent of the world’s edible GMOs and is the principal driver of GM foods across the world. The European approach, in a nutshell, is that because we don’t know enough about the technology, long-term assessments of the environmental and health impact are necessary.

Clearly, there is no single consensus today on how GM foods are to be used or regulated and many countries leave the choice to individual consumers. In India too, we need to develop our own guidelines based on a public debate.

The third, and perhaps most important concern, relates to the control of GM technologies. Today biotechnology has become the preserve of giant transnational corporations, and they control much of the technology. This holds true for technologies related to genetic modification of plants as well. GM technologies have the potential to transform the vary nature of agriculture, especially in developing countries such as India. Traditionally farmers save seeds from their fields, to be used in the next season. Farmers also share seeds among themselves, using a variety of arrangements. The technology of hybridisation changed many of these practices, as farmers now have to buy hybrid seeds from seed companies or depend on government supplies. GM technologies are poised to add another layer of dependency, where farmers would have to depend on global monopolies such as Monsanto. The scenario of a few giant corporations controlling agriculture across the globe, and deciding who can eat and who shall starve, is to say the least, frightening.

The concern is also linked with the manner in which the public funded research system in India is being increasingly made subservient to the needs of private corporations, many of them foreign owned. If India really wishes to take advantage of advances in science and technology they have to be based on local needs and need to be backed up by indigenous efforts at developing our own technologies. A short cut, that is predicated on dependence on transnational corporations, especially in an area such as food, is fraught with obvious dangers.

ON WHOSE SIDE IS THE GOVERNMENT?

The present debate on Bt Brinjal in the country straddles all the major concerns we list above. At the heart of the issue is the fact that there are serious apprehensions that Monsanto and its partner in India have not been transparent in disclosing the findings of their trials related to safety and economic benefits of Bt Brinjal. For good reasons, many are also suspicious of the complicity of the present government in such a non-transparent process, given its public acknowledgment of a pro business mindset. When Jairam Ramesh laments that the debate on Bt Brinjal has become one between pro and anti technology groups, he is missing the mark completely, perhaps deliberately. The debate is on who controls the technology and on whose side the government is – on the side of the people or on the side of corporations such as Monsanto.

ഇടുക്കി ജില്ലയിലെ ഭൂപ്രശ്നവും പാര്‍ടി നിലപാടും

ഭൂപ്രശ്നം കേരളത്തിലിന്ന് സജീവമായി ചര്‍ച്ച ചെയ്യപ്പെടുന്ന വിഷയമാണ്. ഇടുക്കി ജില്ലയിലെ ഭൂപ്രശ്നം പ്രത്യേകമായി ചര്‍ച്ച ചെയ്യപ്പെടുന്ന സ്ഥിതിയും നിലവിലുണ്ട്. പല രീതിയിലും വ്യാഖ്യാനിച്ച് യഥാര്‍ഥ പ്രശ്നത്തെ വക്രീകരിക്കാനുള്ള ശ്രമങ്ങളും സജീവമായി ഉയര്‍ന്നുവന്നിട്ടുണ്ട്. ഒരു വിഭാഗം മാധ്യമങ്ങള്‍ ഇതിന്റെ പേരില്‍ സിപിഐ എമ്മിനെ പ്രതിക്കൂട്ടില്‍ നിര്‍ത്താന്‍ പറ്റുമോ എന്ന പരിശ്രമവും നടത്തുന്നു. ഈ പശ്ചാത്തലത്തില്‍ ഇടുക്കിയിലെ ഭൂപ്രശ്നത്തെ ശാസ്ത്രീയമായി പഠിച്ച് വിശകലനം ചെയ്യുന്നതിന് ഏറെ പ്രാധാന്യമുണ്ട്.

പ്രകൃതിയെ മനുഷ്യവാസത്തിന് അനുയോജ്യമാംവിധം മാറ്റിമറിക്കുന്ന ചരിത്രവികാസ പ്രക്രിയ മറ്റെല്ലായിടങ്ങളിലും എന്നപോലെ കേരളത്തിലും നടന്നു. അതിന്റെ ഫലമായി വനമേഖലകള്‍ മനുഷ്യവാസത്തിന് അനുയോജ്യമായവിധം മാറ്റുന്നതും കൃഷിക്ക് മണ്ണൊരുക്കുന്നതുമായ പ്രക്രിയ നടന്നു. ജനവാസകേന്ദ്രങ്ങളും അവയെ ചുറ്റിപ്പറ്റി അങ്ങാടികളും ചെറിയ ടൌഷിപ്പുകളുമെല്ലാം കേരളത്തിലും രൂപപ്പെട്ടു. പൊതുവില്‍ നടന്ന ഈ മാറ്റം കുറെ വൈകിയാണ് ഇടുക്കിമേഖലയില്‍ ആരംഭിച്ചതെന്നു കാണാം. ഇവിടെ സംഘടിതമായ കുടിയേറ്റം തുടങ്ങിയത് 395 വര്‍ഷം മുമ്പ് വട്ടവട മേഖലയിലായിരുന്നു. മധുര ഭരിച്ച തിരുമലനായ്ക്കരുടെ സൈന്യത്തിലെ മുനിയറ ശില്‍പ്പികളാണ് കുടിയേറിയ ആദ്യത്തെ ജനവിഭാഗം. പിന്നീട് ടിപ്പുവിന്റെ പടയോട്ടത്തെത്തുടര്‍ന്ന് മധുരയില്‍നിന്ന് പലായനം ചെയ്തവരില്‍ ഒരു വിഭാഗം കൊട്ടാക്കൊമ്പൂര്‍, കോവിലൂര്‍, കാന്തല്ലൂര്‍, പുത്തൂര്‍ എന്നിവിടങ്ങളിലും ഇപ്പോള്‍ തമിഴ്നാടിന്റെ ഭാഗമായ എട്ടൂരിലും താമസം ആരംഭിച്ചു. അഞ്ചുനാട് എന്ന് പൊതുവില്‍ ഈ പ്രദേശങ്ങള്‍ അറിയപ്പെട്ടു. തുടര്‍ന്നുള്ള നാളുകളില്‍ ഈ പ്രദേശങ്ങളിലേക്ക് പരമ്പരയായി കൃഷിക്കാര്‍ കുടിയേറിപ്പാര്‍ത്തു.

ഈ കുടിയേറ്റത്തിന് അക്കാലത്ത് ഭരണാധികാരികളുടെ നല്ല പിന്തുണ ഉണ്ടായിരുന്നു. ഈ മേഖലയിലെ കൃഷിയിലൂടെയും മറ്റും ലഭിക്കുന്ന വരുമാനം രാജ്യത്തിന്റെ ഖജനാവ് ശക്തിപ്പെടുത്തുമെന്ന കാഴ്ചപ്പാടായിരുന്നു ഇതിന്റെ പിന്നില്‍. 1822 ലെ തിരുവെഴുത്ത് വിളംബരം പരിശോധിച്ചാല്‍ ഈ കാര്യം വ്യക്തമാകും. "മേല്‍ എഴുതിയ മലകളില്‍ ഏലത്തോട്ടങ്ങള്‍ വെട്ടിയുണ്ടാക്കുന്നതിന് ഏറിയ സ്ഥലങ്ങള്‍ കിടപ്പുള്ളതുപ്രകാരം കേഴ്വിപ്പെട്ടിരിക്കെ കൊണ്ട് കുടിയാരായവര്‍ നല്ലതുപോലെ പ്രയാസപ്പെട്ട പണ്ടാരവകയ്ക്ക് കൂടുതല്‍ വരുവാന്‍ തക്കവണ്ണം കാടുകള്‍ വെട്ടി തോട്ടങ്ങള്‍ അധികമായി ഉണ്ടാക്കിയാല്‍ അതിന് തക്കവണ്ണമുള്ള അനുഭവങ്ങള്‍ അവര്‍ക്ക ചെയ്യുന്നതും അല്ലാതെ 'കുടിയാരായവര്‍മാര്‍' പണ്ടാരവകയ്ക്ക് ഗുണമായിട്ട് നില്‍ക്കുന്നതിന് തക്കം പോലെ അവരെ കാര്യമായിട്ട് രക്ഷിക്കുകയും ചെയ്യും.''

ഇതോടൊപ്പംതന്നെ കുടിയേറ്റത്തെ സഹായിക്കുന്ന ചില വനനിയമങ്ങളും പാസാക്കപ്പെട്ടു. 1893 ല്‍ റഗുലേഷന്‍ രണ്ട് എന്നറിയപ്പെടുന്ന തിരുവിതാംകൂര്‍ വനനിയമം നിലവില്‍വന്നു. 1896 ല്‍ കാര്‍ഡമം ഹില്‍ റിസര്‍വ് വിളംബരം ഉണ്ടായി. ഇങ്ങനെ 2,64,855 ഏക്കര്‍ വിസ്തൃതിയുള്ള കാര്‍ഡമം ഹില്‍ റിസര്‍വ് എന്ന് സര്‍ക്കാര്‍ രേഖകളില്‍ പറയുന്ന പ്രദേശം രൂപപ്പെട്ടു. 1898 ആഗസ്റ് 12ന്റെ ഉത്തരവുപ്രകാരം ഏലംകൃഷിക്ക് ഉപയുക്തമല്ലാത്ത പ്രദേശം മറ്റു കൃഷിക്കായി പതിച്ചുകൊടുക്കുന്ന സ്ഥിതിയും സംജാതമായി. ഏലംകൃഷിക്ക് ഭൂമി പതിച്ചുകൊടുത്തതുപോലെ തേയിലക്കൃഷിക്കും രാജഭരണകാലത്തുതന്നെ ഭൂമി വിട്ടുകൊടുത്തതായി കാണാം. 1877 പൂഞ്ഞാര്‍ ചീഫ് കണ്ണന്‍ദേവന്‍ അഞ്ചുനാട്മല ജെ ഡി മറോയ്ക്ക് 5,000 രൂപ പ്രതിഫലത്തിനും 3,000 രൂപ ആണ്ടില്‍ പാട്ടം നിശ്ചയിച്ചുമാണ് കൊടുത്തത്. ഈ ഉടമ്പടി തിരുവിതാംകൂര്‍ സര്‍ക്കാരിന്റെ അംഗീകാരത്തിന് വന്നപ്പോള്‍ മറ്റൊരു വ്യവസ്ഥ കൂട്ടിച്ചേര്‍ത്തു. സര്‍ക്കാരിന് റോഡ്, തോട് ഇവ നിര്‍മിക്കുന്നതിനും മറ്റ് പൊതുമരാമത്ത് പണികള്‍ക്കും പാട്ടഭൂമിയുടെ ഏത് ഭാഗവും ഏറ്റെടുക്കാനുള്ള അവകാശം സര്‍ക്കാരില്‍ നിക്ഷിപ്തമാക്കി. ഇവയ്ക്ക് നഷ്ടപരിഹാരം കമ്പനിക്ക് നല്‍കിയാല്‍ മതി എന്നും കൂട്ടിച്ചേര്‍ക്കപ്പെട്ടു.

1870-1920 കാലഘട്ടത്തില്‍ തോട്ടം വ്യവസായവുമായി ബന്ധപ്പെട്ട് വന്‍തോതില്‍ കുടിയേറ്റം ഈ മേഖലയില്‍ നടക്കുകയുണ്ടായി. 1933-44 ല്‍ പള്ളിവാസല്‍-ചെങ്കുളം പദ്ധതി നിര്‍മാണവുമായി ബന്ധപ്പെട്ട് എത്തിയവര്‍ ഇവിടെ സ്ഥിരതാമസമാക്കി. 1946-47 കാലത്ത് തിരുവിതാംകൂര്‍ സര്‍ക്കാര്‍ നടപ്പാക്കിയ അധിക ഭക്ഷ്യോല്‍പ്പാദന പദ്ധതി പ്രകാരവും 1950 ല്‍ വിമുക്തഭടന്മാര്‍ക്ക് ഭൂമി പതിച്ചുനല്‍കല്‍ സ്കീം അനുസരിച്ചും സര്‍ക്കാര്‍ ഭൂമി നല്‍കി. ഇതോടൊപ്പം സഹകരണ സംഘങ്ങള്‍ക്കും മത സംഘടനകള്‍ക്കും സര്‍ക്കാര്‍ ഭൂമി പതിച്ചുനല്‍കി. ഭാഷാടിസ്ഥാനത്തിലുള്ള സംസ്ഥാന രൂപീകരണത്തിന്റെ അണിയറനീക്കങ്ങള്‍ ആരംഭിച്ചപ്പോള്‍ ഈ മേഖല തമിഴ്നാടിനോട് കൂട്ടിച്ചേര്‍ക്കണമെന്ന ആവശ്യം ഉയര്‍ന്നു.

ഈ ഘട്ടത്തില്‍ പാമ്പാടുംപാറ, നെടുങ്കണ്ടം, കരുണാപുരം, പീരുമേട്ടിലെ ചില പ്രദേശങ്ങള്‍ എന്നിവിടങ്ങളിലെല്ലാം ഒരു കുടുംബത്തിന് അഞ്ച് ഏക്കര്‍ വീതമുള്ള പ്ളോട്ടുകള്‍ നല്‍കി കൃഷിക്കാരെ കുടിയേറ്റിപ്പാര്‍പ്പിക്കുന്ന ബോധപൂര്‍വമായ പ്രവര്‍ത്തനങ്ങള്‍ സംഘടിപ്പിക്കപ്പെട്ടു. ഈ കാലത്തുതന്നെ പലരും ഭൂമി വന്‍തോതില്‍ കൈവശപ്പെടുത്തുന്ന നിലയുമുണ്ടായി. സര്‍ക്കാരാണെങ്കില്‍ ഇതിന് അനുകൂലമായ നിലപാടാണ് സ്വീകരിച്ചത്. 1955 ല്‍ കോളനൈസേഷന്‍ സ്കീമനുസരിച്ചും 1958 ലെ ലാന്‍ഡ് അസൈന്‍മെന്റ് സ്കീം അനുസരിച്ചും സര്‍ക്കാര്‍തന്നെ കുടിയേറ്റങ്ങളെ പ്രോത്സാഹിപ്പിക്കുന്ന നിലയുണ്ടായി. സര്‍ക്കാര്‍ വ്യക്തികളില്‍നിന്നും അപേക്ഷകള്‍ സ്വീകരിച്ച് ഭൂമി പതിച്ചുകൊടുക്കുന്ന രീതി നിലവില്‍വന്നു. ഈ കാലത്ത് നിരവധിപേര്‍ ഇവിടങ്ങളില്‍ കുടിയേറിപ്പാര്‍ത്തു. എന്നാല്‍, രേഖയുടെ പിന്‍ബലം ഇവയ്ക്കുണ്ടായിരുന്നുമില്ല.

1967 ല്‍ ഇടുക്കിപദ്ധതിയുടെ ഭാഗമായും കൂടാതെ വെള്ളത്തൂവല്‍ പവര്‍ ഹൌസ് നിര്‍മാണവുമായി ബന്ധപ്പെട്ടും എത്തിച്ചേര്‍ന്നവര്‍ ഭൂരിഭാഗവും ഇവിടെത്തന്നെ താമസിക്കുന്ന നിലയാണുണ്ടായത്. ഇടുക്കിയിലെ കുടിയേറ്റചരിത്രം പരിശോധിക്കുമ്പോള്‍ ഒരു കാര്യം വളരെ വ്യക്തമാകുന്നു- ഈ മേഖലയില്‍ ജനങ്ങള്‍ കുടിയേറിപ്പാര്‍ത്തത് സര്‍ക്കാരിന്റെ അകമഴിഞ്ഞ പിന്തുണയുടെ പശ്ചാത്തലത്തിലായിരുന്നു എന്നത്. മാത്രമല്ല, അത് സര്‍ക്കാരിന്റെ ആവശ്യവുമായിരുന്നു. അങ്ങനെ നടന്ന കുടിയേറ്റത്തില്‍ കുറെപ്പേര്‍ക്ക് സര്‍ക്കാര്‍ രേഖകള്‍ ലഭിച്ചിരുന്നുവെങ്കിലും ഒരു വലിയ ശതമാനത്തിന് അത്തരം രേഖകള്‍ സ്വായത്തമാക്കാനായില്ല. ഈ അവസരത്തില്‍ അധികാരത്തില്‍ വന്ന കോഗ്രസ് ഗവമെന്റുകള്‍ പദ്ധതി ആവശ്യത്തിന്റെയും മറ്റും പേരില്‍ കുടിയിറക്കുകള്‍ വ്യാപകമായി നടത്തുന്ന സ്ഥിതി ഉണ്ടായി. ഇതിനെതിരെ വ്യാപകമായ പ്രതിഷേധം കര്‍ഷകരില്‍നിന്ന് ഉയര്‍ന്നുവന്നു.

ഈ പശ്ചാത്തലത്തിലാണ് ഹൈറേഞ്ചിലെ കൃഷിക്കാരെ കുടിയിറക്കുന്നതിനെതിരെ എ കെ ജിയുടെ നേതൃത്വത്തില്‍ 1961 ലും 1963 ലും അമരാവതി, ചുരുളി, കീരിത്തോട് എന്നിവിടങ്ങളില്‍ ശക്തമായ പ്രക്ഷോഭം ഉയര്‍ന്നുവന്നത്. ഇതിനെത്തുടര്‍ന്ന് കൃഷിക്കാര്‍ക്ക് സ്വന്തം ഭൂമിയില്‍ കുടില്‍ കെട്ടി താമസിക്കാനും കൃഷിചെയ്യാനും അനുവാദം ലഭിച്ചു. ചില കൃഷിക്കാര്‍ക്ക് കൃഷി ആവശ്യങ്ങള്‍ക്കായി പകരം ഭൂമി ലഭിക്കുകയുംചെയ്തു. 1963 ല്‍ കുടിയൊഴിപ്പിക്കപ്പെട്ട 4,000 കുടുംബങ്ങള്‍ക്ക് 1967 ലെ ഇ എം എസ് സര്‍ക്കാരാണ് ഭൂമി നല്‍കിയത്. 1969-70 കാലഘട്ടത്തില്‍ എ കെ ജിയുടെ നേതൃത്വത്തില്‍ നടന്ന മിച്ചഭൂമിസമരത്തിന്റെ ഭാഗമായി ദേവികുളം താലൂക്കിലെ കൂമ്പന്‍പാറയിലും ഉടുമ്പന്‍ചോല താലൂക്കിലെ കൊമ്പൊടിഞ്ഞാലിയിലും ജില്ലയുടെ മറ്റ് പ്രദേശങ്ങളിലും കൃഷിക്കാര്‍ മിച്ചഭൂമിയില്‍ പ്രവേശിച്ച് താമസിച്ചുവരുന്നുമുണ്ട്. 1977 ല്‍ ആനച്ചാലില്‍ കുടിയൊഴിപ്പിക്കലിനെതിരെ കര്‍ഷകസംഘത്തിന്റെ നേതൃത്വത്തില്‍ നടത്തിയ സമരത്തെത്തുടര്‍ന്ന് ഇ കെ നായനാരും വി എസും ഇടപെട്ടതിനെത്തുടര്‍ന്ന് ഈ മേഖലയില്‍ കുടിയൊഴിപ്പിക്കല്‍ അവസാനിപ്പിക്കുകയുംചെയ്തു.

ഈ കാര്യങ്ങളെല്ലാം കാണിക്കുന്നത് വ്യക്തമല്ലാത്ത ചട്ടങ്ങളുടെയും വിജ്ഞാപനങ്ങളുടെയും അഭാവം ഇവിടെ പ്രശ്നം സൃഷ്ടിക്കുന്നുണ്ട് എന്നാണ്. റവന്യൂ-ഫോറസ്റ് ഉദ്യോഗസ്ഥരുടെ നിക്ഷിപ്ത താല്‍പ്പര്യങ്ങള്‍ കൂടിയായപ്പോള്‍ പ്രശ്നം നീതിപൂര്‍വം തീര്‍പ്പാക്കാന്‍ കഴിയാതെ വരികയുംചെയ്തു. അതിന്റെ ഫലമായി യഥാര്‍ഥ കര്‍ഷകര്‍ക്കും ഭൂരഹിതര്‍ക്കും ആദിവാസികള്‍ക്കും അവകാശപ്പെട്ട രേഖ ലഭിക്കാത്ത നിലയുണ്ടായി. ഇതിന്റെ ഫലമായി തലമുറകളായി മണ്ണിനോട് മല്ലടിക്കുന്ന ചെറുകിട-ഇടത്തരം-ദരിദ്ര കര്‍ഷകരും നാലോ അഞ്ചോ സെന്റ് സ്ഥലമുള്ളവരും അരനൂറ്റാണ്ടിനു മേലെയായി താമസസ്ഥലം കെട്ടിയുണ്ടാക്കി കഴിയുന്ന ഗിരിവര്‍ഗക്കാര്‍പോലും കുടിയൊഴിപ്പിക്കല്‍ ഭീഷണി നേരിടുന്ന സ്ഥിതി രൂപപ്പെട്ടു. ഏറെ ദുരിതമനുഭവിക്കുന്നത് പാവപ്പെട്ടവരാണ്. മൂന്നാര്‍ പഞ്ചായത്തിലെ വിവിധ കോളനികളിലായി അയ്യായിരത്തിലധികം കുടുംബങ്ങള്‍ക്ക് പട്ടയം ലഭിക്കാനുണ്ട്. ടൌ ഉള്‍പ്പെടെയുള്ള മേഖലയില്‍ ആയിരത്തോളം പേര്‍ക്ക് ഇതേ നിലയാണുള്ളത്. ബഹുഭൂരിപക്ഷവും നാലും അഞ്ചും സെന്റുകളില്‍ താമസിക്കുന്നവരാണ്. കാന്തല്ലൂര്‍, മറയൂര്‍, വട്ടവട പഞ്ചായത്തിലെ കര്‍ഷകര്‍ക്കും പട്ടയം ഇല്ല എന്ന സ്ഥിതിയുണ്ട്. ഇടുക്കി ജില്ലയിലെ നാല് താലൂക്കുകളിലായി 48 പഞ്ചായത്തിലും 60 വില്ലേജിലും പട്ടയ പ്രശ്നവും ഭൂപ്രശ്നവും ഉണ്ട്. മാത്രമല്ല, 3672 പൊതു സ്ഥാപനവും ഇതിനകത്ത് ഉള്‍പ്പെട്ടുകിടക്കുന്നുണ്ട്. ഇടുക്കി ജില്ലയിലെ ആകെ ജനസംഖ്യ 11,35,000 ആണ്. പട്ടയം ലഭിക്കാനുള്ളത് 82,000 കുടുംബങ്ങള്‍ക്കാണ്. ഇതില്‍ പതിനായിരത്തോളം ആദിവാസി കുടുംബവും ഉള്‍പ്പെടും. ഇത്തരത്തില്‍ 6,20,000 ജനങ്ങളെ നേരിട്ട് ബാധിക്കുന്ന ഗുരുതരമായ പ്രശ്നമായി ഇടുക്കിയിലെ ഭൂപ്രശ്നം മാറിക്കഴിഞ്ഞിട്ടുണ്ട്.

ഈ സാഹചര്യത്തില്‍ ജനങ്ങളെ ബാധിക്കുന്ന ഗുരുതരമായ ഈ സാമൂഹ്യപ്രശ്നത്തെ എങ്ങനെ കൈകാര്യംചെയ്യാനാവും എന്നത് ഉത്തരവാദപ്പെട്ട സര്‍ക്കാരിന് പരിശോധിക്കേണ്ടിവരും. അങ്ങനെ വരുമ്പോള്‍ ഈ പ്രശ്നത്തിന്റെ വിവിധ വശങ്ങളെ ഗൌരവമായി പരിഗണിക്കേണ്ടതുണ്ട്. അതില്‍ പ്രധാനമാണ് വന്‍കിട കൈയേറ്റക്കാരെ പാവപ്പെട്ടവന്റെ പ്രശ്നവുമായി കൂട്ടിയോജിപ്പിക്കാതിരിക്കുക എന്നത്.

വന്‍കിട കൈയേറ്റക്കാരെ പുറത്താക്കണം

താമസിക്കാന്‍ ഒരിടം ലഭിക്കുന്നതിനും ഉപജീവനത്തിനുമായി ഇടുക്കിയിലേക്ക് കുടിയേറിയ പാവപ്പെട്ടവര്‍ നിരവധിയുണ്ട്. എന്നാല്‍, ഈ വിഭാഗത്തില്‍ പെടാത്തതും വന്‍ പ്രമാണിമാര്‍ കൈവശം വച്ചിരിക്കുന്നതുമായ ഭൂമിയും ഇവിടെ ധാരാളമുണ്ട് എന്ന പരാതി ഉയര്‍ന്നിട്ടുണ്ട്. ഇത്തരം കൈയേറ്റങ്ങള്‍ പ്രധാനമായും നടന്നിട്ടുള്ളത് യുഡിഎഫ് ഭരണകാലത്താണെന്നു കാണാം. അവ ഒഴിപ്പിക്കാനുള്ള നടപടികള്‍ സ്വീകരിക്കണം. മൂന്ന് ആറിന്റെ സംഗമഭൂമിയായ മൂന്നാറില്‍ സര്‍ക്കാരിന്റെ ഉടമസ്ഥതയിലുള്ള പലഭാഗവും ടാറ്റാ ടീ കമ്പനി വില്‍പ്പന നടത്തിയിട്ടുണ്ട്. ടൌണിലുള്ള കെട്ടിടങ്ങളില്‍നിന്ന് ഇപ്പോഴും ടാറ്റ വാടക പിരിക്കുന്നുണ്ട്. ഇതിനെതിരായി ഹൈക്കോടതിയില്‍ ഉണ്ടായിരുന്ന ഡബ്ള്യുഎ നമ്പര്‍ 227/01 എന്ന കേസില്‍ മൂന്നാര്‍ ടൌഷിപ്പ് ഉള്‍പ്പെടെ ഒരു ഭാഗവും ഇനിമേല്‍ അന്യാധീനപ്പെടുത്തുന്നതല്ലെന്ന് ടാറ്റ ഉറപ്പ് നല്‍കിയിരുന്നു. അന്യാധീനമായി ഭൂമി കൈവശം വച്ചതിനും കെട്ടിടവാടക പിരിച്ചതിനും കോടതിയോട് മാപ്പ് പറയുകയും ചെയ്തിട്ടുണ്ട്. മൂന്നാര്‍ ടൌഷിപ്പ് ഉള്‍പ്പെടുന്ന 93.07 ഏക്കര്‍ ഉള്‍പ്പെടെ 500 ഏക്കര്‍ പൂര്‍ണമായും സര്‍ക്കാര്‍ ടാറ്റാ കമ്പനിയില്‍നിന്ന് ഏറ്റെടുത്ത ഭൂമിയാണ്. ഈ ഭൂമി ഏറ്റെടുത്തത് 1956 ലും 1963 ലുമാണ്. എന്നാല്‍, ടൌഷിപ്പിന്റെ നിയന്ത്രണം ഇപ്പോഴും ടാറ്റയ്ക്കാണ് എന്ന പ്രശ്നം ഏറെ ഗൌരവതരമാണ്. ഇത്തരത്തിലുള്ള വന്‍കിട കൈയേറ്റങ്ങളെയും കടന്നുകയറ്റങ്ങളെയും ഒരുതരത്തിലും അംഗീകരിക്കാനാവില്ല. ഇവര്‍ക്കെതിരെ കര്‍ശന നടപടി ഉയര്‍ന്നുവരേണ്ടതുണ്ട്.

ഇടുക്കി മേഖലയിലെ ഭൂപ്രശ്നം പരിഹരിക്കുന്നതിന് ചില ഇടപെടലുകള്‍ സര്‍ക്കാരിന്റെ ഭാഗത്തുനിന്ന് ഉണ്ടായിട്ടുണ്ട്. അതില്‍ പ്രധാനപ്പെട്ടതാണ് 1968ല്‍ സംസ്ഥാന സര്‍ക്കാര്‍ അംഗീകരിച്ച 'മലയോര കര്‍ഷകരുടെ മാഗ്നകാര്‍ട്ട' എന്നറിയപ്പെടുന്ന മണിയങ്ങാടന്‍ റിപ്പോര്‍ട്ട്. കുടിയേറ്റത്തിന്റെ ചരിത്ര പശ്ചാത്തലവും അന്നത്തെ സാമൂഹ്യ-സാമ്പത്തിക സാഹചര്യങ്ങളും കണക്കിലെടുത്തുകൊണ്ടാണ് ഈ റിപ്പോര്‍ട്ട് തയ്യാറാക്കിയത്. കുടിയേറ്റം നടന്ന പ്രദേശങ്ങളിലെ ജനങ്ങളുടെ സ്ഥിതിയും ആ പ്രദേശങ്ങളിലെ വികസനവും പരിഗണിച്ച്് കമീഷന്‍ നിര്‍ദേശിച്ചത് ഒഴിച്ചുകൂടാന്‍ പറ്റാത്ത കേസുകളില്‍മാത്രമേ കുടിയൊഴിപ്പിക്കാന്‍ പാടുള്ളൂ എന്നാണ്. കുടിയൊഴിപ്പിക്കപ്പെടുന്നവര്‍ക്ക് മതിയായ നഷ്ടപരിഹാരവും പുനരധിവാസവും നല്‍കിയിരിക്കണമെന്ന് ഈ റിപ്പോര്‍ട്ട് എടുത്തു പറഞ്ഞു. സര്‍ക്കാര്‍ ഈ റിപ്പോര്‍ട്ട് അംഗീകരിച്ച പശ്ചാത്തലത്തില്‍ കുത്തകപ്പാട്ടമെന്നോ കൈയേറ്റമെന്നോ വ്യത്യാസമില്ലാതെ 1968 ജനുവരി ഒന്നിനു മുമ്പുള്ള മുഴുവന്‍ കൈവശഭൂമിയും നിയമവിധേയമാക്കി. സിഎച്ച്ആറി (കാര്‍ഡമം ഹില്‍സ് റിസര്‍വ്)ലും വനഭൂമിയിലും കുടിയേറിപ്പാര്‍ത്തുവരുന്ന കൃഷിക്കാരുടെ പ്രശ്നങ്ങളാണ് ഈ റിപ്പോര്‍ട്ടിനകത്ത് പ്രധാനമായും കൈകാര്യം ചെയ്തിട്ടുള്ളത്.

ഇതോടൊപ്പം പരിഗണിക്കപ്പെടേണ്ട ഒരു പ്രശ്നമാണ് ദേവികുളം ഡെപ്യൂട്ടി തഹസില്‍ദാരായിരുന്ന എം ഐ രവീന്ദ്രന്റെ കാലഘട്ടത്തില്‍ കേരള ഭൂപതിവ് ചട്ടപ്രകാരം കൊടുത്ത പട്ടയങ്ങള്‍ സംബന്ധിച്ച കാര്യങ്ങള്‍. ഇതില്‍ അഞ്ഞൂറിലധികം പട്ടയങ്ങള്‍ ഇടുക്കി ജില്ലാ പട്ടയമേളയില്‍ നല്‍കിയതാണ്. ബാക്കിവരുന്ന പട്ടയങ്ങളുടെ കൈവശക്കാര്‍, ഓരോരുത്തരുടെയും കൈവശമുള്ള ഭൂമിയുടെ അളവ്, ഇവര്‍ക്ക് മറ്റെവിടെയെങ്കിലും ഭൂമിയുണ്ടോ- ഇവയെല്ലാം പരിശോധിച്ച് തുടര്‍നടപടി സ്വീകരിക്കേണ്ടതുണ്ട്. ദേവികുളം, ഉടുമ്പന്‍ചോല, പീരുമേട് താലൂക്കുകള്‍ ഇക്കോളജി സെന്‍സിറ്റീവ് ഏരിയയായി പ്രഖ്യാപിക്കണമെന്ന നിര്‍ദേശം അശാസ്ത്രീയവും അപ്രായോഗികവും വിവേചനപരവുമാണ്. ഇടുക്കി ജില്ലയിലെ 80 ശതമാനം ജനങ്ങളെയും പ്രതികൂലമായി ബാധിക്കുന്ന ഈ നിര്‍ദേശങ്ങള്‍ നടപ്പാക്കുന്നത് ശരിയായ നടപടിയല്ല.

അതുപോലെ വ്യാജ പട്ടയങ്ങള്‍ കണ്ടെത്തുന്നതിന്റെ ഭാഗമായി എല്ലാ വസ്തു കൈമാറ്റവും ഒരു വര്‍ഷത്തേക്ക് നിര്‍ത്തിവയ്ക്കണമെന്ന നിര്‍ദേശമുണ്ടായിരുന്നു. അങ്ങനെ നിര്‍ത്തിവച്ച നടപടി രണ്ടു വര്‍ഷം കഴിഞ്ഞിട്ടും തുടരുകയാണ്. ഇത് ജനങ്ങള്‍ക്ക് വലിയ ദുരിതമാണ് ഉണ്ടാക്കിയിരിക്കുന്നത്. മാത്രമല്ല, കൃഷി ആവശ്യത്തിന് ബാങ്കില്‍നിന്ന് വായ്പ എടുക്കാന്‍പോലും ഇതിന്റെ ഫലമായി കഴിയുന്നില്ല. കൈവശരേഖ കൊടുക്കാത്തതിനെത്തുടര്‍ന്ന് ഇ എം എസ് ഭവനനിര്‍മാണ പദ്ധതിപോലും നടപ്പാക്കാന്‍ പറ്റാത്ത നിലയാണ് ജില്ലയില്‍ ഉണ്ടായിരിക്കുന്നത്. ഏലം കൃഷിക്കാര്‍ക്ക് സ്പൈസസ് ബോര്‍ഡ് വഴി കിട്ടിക്കൊണ്ടിരിക്കുന്ന ഒരു ആനുകൂല്യവും കഴിഞ്ഞ രണ്ടുവര്‍ഷമായി വാങ്ങാന്‍ കഴിയുന്നില്ല. വ്യാജപട്ടയം കണ്ടെത്തുന്നതിന്റെ ഭാഗമായി റവന്യൂ ഉദ്യോഗസ്ഥര്‍ പട്ടയ ഉടമസ്ഥര്‍ക്ക് നോട്ടീസ് അയച്ച് വ്യക്തമായ മറുപടി നല്‍കിക്കഴിഞ്ഞാലും തുടര്‍ച്ചയായി നോട്ടീസ് അയക്കുന്ന രീതിയും തുടരുകയാണ്. യഥാര്‍ഥ രേഖകള്‍ ഹാജരാക്കിയാലും വീണ്ടും പാവപ്പെട്ടവരെ ബുദ്ധിമുട്ടിക്കുന്ന ഇത്തരം രീതി അനുവദിക്കാനാവില്ല.

ചിന്നക്കനാലിനെ സംബന്ധിച്ച് സമര്‍പ്പിച്ച റിപ്പോര്‍ട്ട് നിലവിലുള്ള സാഹചര്യങ്ങളെ ആഴത്തില്‍ പഠിച്ചിട്ടുള്ളവയല്ല. ഇവിടെ ഇപ്പോള്‍ നിലവിലുള്ള ഭൂവിനിയോഗ ചട്ടങ്ങള്‍ ഏറെ കാലപ്പഴക്കം ഉള്ളവയാണ്. അവ കാലോചിതമായി പരിഷ്കരിച്ച് നിയമവിധേയമാക്കുക എന്നതും പ്രധാനപ്പെട്ട കാര്യമാണ്. പട്ടയം നല്‍കുമ്പോള്‍ ഉണ്ടായ തെറ്റിന്റെ അടിസ്ഥാനത്തില്‍ കൃഷിക്കാര്‍ക്ക് നിരവധി ബുദ്ധിമുട്ടുകള്‍ അനുഭവിക്കേണ്ട സ്ഥിതിയും അവിടെ ഉണ്ട്. വീടിന് നമ്പര്‍ ലഭിക്കുന്നതിനും വൈദ്യുതി കണക്ഷന്‍ എടുക്കുന്നതിനും കഴിയാത്ത സ്ഥിതി ഇതിന്റെ ഭാഗമായി ഉണ്ടാവുകയാണ്. ഇത്തരം പ്രശ്നങ്ങള്‍ മാനുഷിക പരിഗണന നല്‍കി പരിഹരിക്കുക എന്നത് പ്രധാനമാണ്. കുത്തകപ്പാട്ടത്തിന്റെ കാലാവധി പുതുക്കി നിശ്ചയിക്കുന്നതിനുള്ള നടപടിയും അടിയന്തരമായി സ്വീകരിക്കണം. സള്‍ക്കാരിന് വരുമാനം വര്‍ധിപ്പിക്കാനും തൊഴിലാളികളുടെയും കൃഷിക്കാരുടെയും ബുദ്ധിമുട്ടുകള്‍ പരിഹരിക്കാനും ഈ നടപടി സഹായകമാകും.

ഇടുക്കിയിലെ പ്രധാനപ്പെട്ട വിളയാണ് ഏലം. കുരുമുളകും വ്യാപകമായി കൃഷി ചെയ്യുന്നുണ്ട്. രാജ്യത്തിന് ഏറെ വിദേശനാണ്യം നേടിത്തരുന്ന ഈ വിളകളുടെ പ്രോത്സാഹനം രാജ്യതാല്‍പ്പര്യത്തിന് അത്യാവശ്യമാണുതാനും. എന്നാല്‍, പട്ടയമില്ല എന്ന കാരണത്താല്‍ സര്‍ക്കാര്‍ വഴിയും കൃഷിഭവന്‍ വഴിയും ഈ മേഖലയിലെ കൃഷിക്കാര്‍ക്ക് ലഭിക്കേണ്ട ആനുകൂല്യങ്ങള്‍ ലഭിക്കാത്ത സ്ഥിതിയാണുള്ളത്. കൃഷിക്കാര്‍ വച്ചുപിടിപ്പിച്ച മരങ്ങള്‍ മുറിക്കാന്‍ വനംവകുപ്പ് അനുവദിക്കാത്ത പ്രശ്നവും നിലനില്‍ക്കുകയാണ്. മാവ്, പ്ളാവ്, ഗ്രാന്റീസ് തുടങ്ങി 22 തരത്തിലുള്ള മരങ്ങള്‍ കൃഷിക്കാര്‍ സ്വന്തമായി വച്ചുപിടിപ്പിച്ചത് മുറിച്ചെടുക്കുന്നതിനുള്ള അവകാശം നല്‍കുന്നതിനുള്ള നിയമം കേരള അസംബ്ളി പാസാക്കിയതാണ്. അനധികൃതമായി സര്‍ക്കാര്‍ഭൂമിയിലെ മരങ്ങള്‍ ആരെങ്കിലും മുറിച്ചുകടത്തുന്നുണ്ടെങ്കില്‍ അത്തരക്കാരെ നിയമപരമായി പിടികൂടുകയാണ് വേണ്ടത്. അല്ലാതെ കൃഷിക്കാരെ ദ്രോഹിക്കുന്ന നടപടി ഒരു തരത്തിലും അംഗീകരിക്കാനാവുന്നതല്ല.

പാരിസ്ഥിതികപ്രശ്നം ഗുരുതരഭവിഷ്യത്തായി ഉയരുന്ന സാഹചര്യമാണ് ലോകത്താകമാനമുള്ളത്. പാരിസ്ഥിതികമായ ആഘാതങ്ങള്‍ ഇല്ലായ്മ ചെയ്യുന്നതിനുള്ള ജാഗ്രതയും ശക്തമായി പുലര്‍ത്തേണ്ടതുണ്ട്. പശ്ചിമഘട്ട മലനിരകളും വനങ്ങളും ഇനിയും നശിപ്പിക്കാനോ കൃഷി ഉള്‍പ്പെടെയുള്ള കാര്യങ്ങള്‍ക്ക് വിനിയോഗിക്കാനോ പാടില്ല എന്നത് കര്‍ശനമായി നടപ്പാക്കണം. പുതിയ കൈയേറ്റങ്ങള്‍ ഒരു കാരണവശാലും അനുവദിക്കാന്‍ പാടുള്ളതല്ല. വനംവകുപ്പിന്റെ കൈവശമുള്ള നേര്യമംഗലം-വാളാര്‍,നേര്യമംഗലം -പനംകുട്ടി, മൂലമറ്റം-പൈനാവ് പ്രദേശങ്ങള്‍ സംരക്ഷിക്കുക നമ്മുടെ നാടിനെ സംബന്ധിച്ചിടത്തോളം അത്യന്താപേക്ഷിതമാണ്. തേക്കടി വനം, മാങ്കുളം- ചിന്നാര്‍, മന്നവന്‍ചോല , ടോപ്പ് സ്റേഷന്‍ പ്രദേശങ്ങളാകെ സംരക്ഷിച്ചുനിര്‍ത്തുന്നതിനും സര്‍ക്കാര്‍ സത്വരനടപടി സ്വീകരിക്കേണ്ടതുണ്ട്.

ഇടുക്കിയിലെ ഭൂപ്രശ്നത്തിന്റെ സങ്കീര്‍ണതകളെ ആകമാനം കണക്കിലെടുത്തുള്ള നടപടികളാണ് ഉണ്ടാവേണ്ടത്. അത്തരം നടപടികള്‍ സ്വീകരിക്കുമ്പോള്‍ പാവപ്പെട്ടവര്‍ക്ക് ഈ ഭൂമിയില്‍ ജീവിക്കാന്‍ അവകാശമുണ്ട് എന്നത് കണക്കിലെടുക്കപ്പെടണം. അതോടൊപ്പം ആരുടെയും പണക്കൊതിക്ക് അരുനില്‍ക്കുവാന്‍ പാടില്ലാത്തവിധമുള്ള നടപടികളും ഉണ്ടാവേണ്ടതുണ്ട്. ഈ നിലപാടില്‍ നിന്നുവേണം ഇവിടത്തെ ഭൂപ്രശ്നത്തിന് പരിഹാരം കാണേണ്ടത്. അതിനായുള്ള മൂര്‍ത്തമായ നിര്‍ദേശങ്ങളാണ് സിപിഐ എമ്മിന് മുന്നോട്ടുവയ്ക്കാനുള്ളത്. ഇടുക്കി ജില്ലയില്‍ ഇപ്പോള്‍ ഉള്ള വനഭൂമിയും ഏലക്കാടുകളും മറ്റു തോട്ടങ്ങളും അതുപോലെതന്നെ നിലനിര്‍ത്തി ഫലപ്രദമായി സംരക്ഷിക്കുന്നത് സുപ്രധാനമാണ്. ജില്ലയിലെ മലയോര കര്‍ഷകര്‍ക്ക് പട്ടയം ലഭിക്കുന്നതിന് തടസ്സമായി നില്‍ക്കുന്ന കോടതിവിധികള്‍ കര്‍ഷകര്‍ക്ക് അനുകൂലമാക്കി മാറ്റാനുള്ള നടപടികള്‍ സര്‍ക്കാര്‍ ഭാഗത്തുനിന്നുണ്ടാവണം. ഹൈറേഞ്ചില്‍ കുത്തകപ്പാട്ടമായി നല്‍കിയ ഭൂമിയില്‍ ഏലം കൃഷിചെയ്യുന്നവര്‍ക്ക് കുത്തകപ്പാട്ടത്തിന്റെ കാലാവധി പുതുക്കി നിശ്ചയിക്കണം. ഡാമുകളുടെ ക്യാച്ച്മെന്റ് ഏരിയയില്‍ ഡാം നിര്‍മാണകാലം മുതല്‍ താമസിച്ചുവരുന്നവരുടെ പ്രശ്നം ഡാമിന്റെ സുരക്ഷിതത്വംകൂടി കണക്കിലെടുത്ത് പരിഹരിക്കണം. വ്യാജ പട്ടയങ്ങളെക്കുറിച്ച് വിശദമായി അന്വേഷണം നടത്തി കാലപ്പഴക്കവും ഭൂമിയുടെ വിസ്തീര്‍ണവും പരിശോധിച്ച് അര്‍ഹരായവരെ സംരക്ഷിക്കുകയാണ് വേണ്ടത്. 1993 ലെ ചട്ടങ്ങള്‍ പരാമര്‍ശിക്കുന്ന സംയുക്ത പരിശോധന ഉടന്‍ നടത്തി അതുമായി ബന്ധപ്പെട്ട നടപടികള്‍ പൂര്‍ത്തീകരിക്കണം. സമയബന്ധിതമായി റീസര്‍വെ നടപടികള്‍ പൂര്‍ത്തിയാക്കാനും ജാഗ്രതയുണ്ടാവണം.

വനംവകുപ്പുകാര്‍ റവന്യൂവകുപ്പിന് വിട്ടുകൊടുത്ത ഭൂമി വനംവകുപ്പ് ഏരിയയില്‍നിന്ന് കുറവ് ചെയ്യുക എന്നതും പ്രധാനമാണ്. നിലവില്‍ നടത്തിക്കൊണ്ടുപോകാന്‍ കഴിയാത്ത തോട്ടങ്ങള്‍ പ്ളാന്റേഷനായിത്തന്നെ നിലനിര്‍ത്തി പുതിയ മാനേജ്മെന്റുകള്‍ക്ക് കൈമാറുന്നതിനുള്ള തടസ്സങ്ങള്‍ നീക്കേണ്ടതുണ്ട്. ഈ മേഖലയിലെ തൊഴിലാളികളുടെ പ്രശ്നങ്ങള്‍ ഇതിലൂടെ അടിയന്തരമായി പരിഹരിക്കാനാവും. വന്‍കിട കൈയേറ്റക്കാരെ പുറത്താക്കാനുള്ള നടപടി ഉടന്‍ ഉണ്ടാവണം. അതിനായി കണ്ണന്‍ദേവന്‍ മലകളിലെ തോട്ടമാക്കാത്ത സ്ഥലങ്ങള്‍ തിരിച്ചെടുത്ത് വിതരണം ചെയ്യുന്നത് സംബന്ധിച്ച് 2007 മാര്‍ച്ച് 23ന് ലാന്‍ഡ് ബോര്‍ഡില്‍നിന്ന് ഉണ്ടായ ഉത്തരവിന്റെ അടിസ്ഥാനത്തില്‍ തുടര്‍നടപടികള്‍ അടിയന്തരമായി സ്വീകരിക്കണം. ആദ്യഘട്ടത്തില്‍ ദൌത്യസംഘത്തിന്റെ ഭാഗമായി പിടിച്ചെടുത്ത വന്‍കിടക്കാരുടെ ഭൂമി സര്‍ക്കാര്‍ ഏറ്റെടുക്കണം. ഇതോടൊപ്പം ടാറ്റയുടെ കൈവശമുള്ള അധികഭൂമിയും പിടിച്ചെടുത്ത് ആദിവാസികള്‍ക്കും തോട്ടം തൊഴിലാളികള്‍ക്കും ഭൂരഹിതര്‍ക്കും വിതരണംചെയ്യണം. സര്‍ക്കാരിന് നിരുപാധികം വിട്ടുകൊടുത്ത 500 ഏക്കര്‍ ഭൂമിയില്‍ മൂന്നാര്‍ ടൌഷിപ്പ് ഉള്‍പ്പെടെ പ്രദേശത്ത് ടാറ്റാ കമ്പനിയുടെ നിയന്ത്രണങ്ങള്‍ പൂര്‍ണമായും അവസാനിപ്പിക്കണം. പട്ടയം ലഭിക്കാന്‍ അര്‍ഹരായ മൂന്നാറിലെ ചെറുകിട കച്ചവടക്കാര്‍ക്കും വീട് വച്ചു താമസിക്കുന്ന ഭൂരഹിതര്‍ക്കും കോളനിവാസികള്‍ക്കും പട്ടയം കൊടുക്കാനുള്ള നടപടികളും ഒപ്പം സ്വീകരിക്കേണ്ടതുണ്ട്.

സിപിഐ എം ഏതു പ്രശ്നത്തിലും അടിസ്ഥാന ജനവിഭാഗത്തിന്റെ താല്‍പ്പര്യങ്ങള്‍ സംരക്ഷിച്ച് മുന്നോട്ടുപോകുന്ന പ്രസ്ഥാനമാണ്. അതുകൊണ്ടുതന്നെ ഇടുക്കിയിലെ അടിസ്ഥാന ജനവിഭാഗത്തിന്റെ പ്രശ്നങ്ങള്‍ കണ്ടുകൊണ്ടുള്ള പരിഹാരമാണ് പാര്‍ടി മുന്നോട്ടുവച്ചിരിക്കുന്നത്. ഇതിന് എല്ലാ ജനാധിപത്യവിശ്വാസികളുടെയും പിന്തുണ ഉണ്ടാവുമെന്ന് പ്രതീക്ഷിക്കുന്നു.
