The "criminalisation" of Adivasis by Maoist sympathisers

A large number of people would not call themselves admirers of Maoists, but see a value in them. They would see a large number of Adivasis supportive, and being part of, the Maoist movement. They refuse to condemn any violent action of Maoists, such as the Dantewada massacre. For instance, see an interview with Himanshu Kumar at http://news.rediff.com/interview/2010/apr/07/tribal-activist-himanshu-kumar-on-the-dantewada-massacre.htm; he goes round and round, but refuses to use the word "condemn". Alongside, what Himanshu Kumar does here is also to affirm that it was not Maoists, but the poor Adivasis who killed 78 CRPF jawans in Dantewada. I totally refuse to accept any such criminalisation of Adivasi psyche in India, which is nothing but a colonial anthropological notion.

What is the value that these people see in Maoists? I think it is a "subversive utility". They think that Maoists have a role in subverting the present system using violence, and this "subversion" can create spaces where other "democratic" movements can penetrate the political spheres with other agendas. Opportunistic politicians like Mamata Banerjee have followed the same strategy in Bengal.

I think this is a totally misdirected optimism and strategy. Little do these people realise that they are simply tools in the hands of Maoists. There is no subversive utility that Maoists have. They have absolutely no mass base among Adivasis themselves. They have no base among Dalits or the working people in general. As Prasenjit Bose put it:

The explanation that the roots of the Maoist insurgency lie in the systemic deprivation and exploitation of the adivasis by the Indian bourgeois-landlord state suffers from several infirmities, because it is entirely ahistorical. The Naxalite movement of 1967, from which the present day Maoists originated, was supposed to be the beginning of a protracted armed struggle; to wrest State power from the hands of the “comprador-bureaucratic” bourgeoisie who had kept India as a “semi-colony”. The experience since then has shown that such a road to revolution is not only inappropriate in Indian conditions where parliamentary democracy has taken roots, but such sectarian politics in a diverse society like India, inevitably leads to alienation from the people and degenerates into mindless violence and anarchy. Eventually, the Naxalites reached an ideological dead-end as domestic and international developments completely overtook their shallow and confused understanding of Indian society and polity (http://www.pragoti.org/node/3687).


The idea of a "red corridor" is some sort of a fiction story of the Indian state so that they can unleash terror to clear the space for mining corporates. The Maoists want precisely this terror to be unleashed on them. But they know they while they can retreat to safer havens while the state terror takes place, the poor native villagers can not. The Adivasis will be the sufferers of the terror, and the Maoists hope to widen their poor and narrow base via the feeling of increased alienation that this terror-unleash can bring about. They are thus enemies of Adivasis, and have no human element in their ideology. Charu Mazumdar's flawed ideology only fetishises blood and violence, and does not help to end it; he said,
“He who has not dipped his hand in the blood of class enemies can hardly be called a communist.”
I want to bring another element here, which is the interesting experience of the predominantly tribal state of Tripura in the recent years. This Adivasi state, under the Left Front government there, has had remarkable achievements in many spheres of human development. Land reforms has significantly raised access to land for not just Adivasies, but also other poorer sections (for a snapshot, see a box item from the Tripura HDR at http://www.pragoti.org/node/3267). Literacy rate increased from 30.98 per cent in 1972 to 81.05 in 2007. School dropout rate declined from 63.92 per cent in 1972 to 7.81 per cent (class I to class V), from 76.61 per cent to 14.79 per cent (up to class VIII) and from 87.29 per cent to 54.39 per cent (above Class 8). The number of dispensaries and health sub-centres has risen from 112 in 1972 to 698 in 2007. Paddy production has shot up over the last 10 years. Tripura is now a net paddy seed exporter to other States; it used to import paddy till recently. Above all, the trouble of insurgency has declined to very low levels.

I believe Tripura is the only example in India in the recent years, where the idea of Adivasi development has received priority attention from any State government. മാവോയിസ്റ്റ് അനുഭാവികളോട്.....

കഴിഞ്ഞ ആഴ്ച ഇവിടെ പ്രകാശ്‌ കാരാട്ട് എഴുതിയ ലേഖനം "മാവോയിസ്റ്റുകള്‍ ചെയ്യുന്നതെന്ത്?" പോസ്റ്റ്‌ ചെയ്തിരുന്നുവല്ലോ (ഇവിടെ വായിക്കാം). മറ്റൊരു പ്രസക്തമായ ലേഖനം കൂടി വായിക്കാം:

പശ്ചിമബംഗാളില്‍ മാവോയിസ്റ്റുകള്‍ അവരുടെ അക്രമപ്രവര്‍ത്തനങ്ങളും വിഘടന പ്രവര്‍ത്തനങ്ങളും തുടര്‍ന്നുകൊണ്ടിരിക്കുകയാണ്. അതോടൊപ്പംതന്നെ ബുദ്ധിജീവികളില്‍ ഒരു വിഭാഗം അവരോട് പരസ്യമായി അനുഭാവം പ്രകടിപ്പിക്കുകയും ചെയ്യുന്നുണ്ട്. മാവോയിസ്റ്റുകളോടുള്ള ഈ ബുദ്ധിജീവികളുടെ സഹതാപപ്രകടനം, പലപ്പോഴും സംസ്ഥാന ഗവണ്‍മെന്റിനെതിരായ വികാരപ്രകടനമായും സംസ്ഥാനഗവണ്‍മെന്റ് മാവോയിസ്റ്റുകള്‍ക്കെതിരായി നടത്തുന്ന സുരക്ഷാ നീക്കങ്ങള്‍ക്കെതിരായ പ്രതിഷേധ പ്രകടനമായും ആണ് അവതരിപ്പിക്കപ്പെടുന്നത്. കേന്ദ്രഗവണ്‍മെന്റിന്റെ മാവോയിസ്റ്റ്വിരുദ്ധ നീക്കങ്ങളെ സംശയത്തോടുകൂടി വീക്ഷിക്കുന്ന മറ്റ് നിരവധി ബുദ്ധിജീവികളുമുണ്ട്. ഈ ബുദ്ധിജീവികളില്‍നിന്ന് മാവോയിസ്റ്റ് അനുകൂല ബുദ്ധിജീവികളെ വേര്‍തിരിച്ചുനിര്‍ത്തുന്ന ഘടകം ഇതാണ്: മാവോയിസ്റ്റുകള്‍ നടത്തുന്ന അരാജകത്വപരമായ അക്രമങ്ങളെയും ക്രൂരമായ കൊലപാതകങ്ങളെയും അപലപിക്കാന്‍ മാവോയിസ്റ്റ് അനുകൂല ബുദ്ധിജീവികള്‍ ഒട്ടുംതന്നെ തയ്യാറല്ല.

മാവോയിസ്റ്റുകളുടെ പൊളിറ്റ്ബ്യൂറോ അംഗവും കിഷന്‍ജി എന്നപേരില്‍ അറിയപ്പെടുന്ന ആളുമായ കോടേശ്വര്‍ റാവുവിന്റെ ഒരു അഭിമുഖം 2009 ഒക്ടോബര്‍ 4ന് ആനന്ദബസാര്‍ പത്രികയില്‍ പ്രസിദ്ധീകരിക്കപ്പെടുകയുണ്ടായി. പശ്ചിമബംഗാളിലെ അടുത്ത മുഖ്യമന്ത്രി കേന്ദ്ര റെയില്‍വെമന്ത്രി മമതാബാനര്‍ജി ആയിരിക്കണം എന്നതാണ് തങ്ങളുടെ ആഗ്രഹം എന്ന് അതില്‍ കിഷന്‍ജി പ്രസ്താവിക്കുന്നു. മാവോയിസ്റ്റുകള്‍ തൃണമൂല്‍ കോണ്‍ഗ്രസിന് നല്‍കുന്ന പിന്‍തുണയെ അദ്ദേഹം ന്യായീകരിക്കുന്നുമുണ്ട്. വര്‍ഗതാല്‍പര്യങ്ങള്‍ക്ക് അതീതമായി നിന്നുകൊണ്ട് ജനങ്ങള്‍ക്ക് അനുകൂലമായ നിലപാട് സ്വീകരിക്കാനുള്ള കഴിവ് മമതാ ബാനര്‍ജിക്കുണ്ടത്രേ. ഇത്തവണ അവതരിപ്പിക്കപ്പെട്ട റെയില്‍വെ ബജറ്റില്‍ പൊതു-സ്വകാര്യ പങ്കാളിത്തത്തിന്റെ മറവില്‍ സ്വകാര്യ കുത്തകകള്‍ക്ക് റെയില്‍വെയുടെ വികസന പ്രവര്‍ത്തനങ്ങളിലേക്ക് വാതില്‍ തുറന്നിട്ടുകൊടുത്ത മമതാ ബാനര്‍ജിയുടെ നടപടിയെപ്പറ്റി മാവോയിസ്റ്റുകള്‍ക്ക് എന്താണാവോ പറയാനുള്ളത്. നിര്‍ദ്ദിഷ്ട റെയില്‍വെ ചരക്കുകടത്ത് ഇടനാഴിക്കുവേണ്ടി ബീഹാറിലും യുപിയിലും ആയിരക്കണക്കിന് ഏക്കര്‍ സ്ഥലം ഏറ്റെടുക്കേണ്ടിവരും. അതിനെക്കുറിച്ച് കിഷന്‍ജിക്കും മറ്റ് മാവോയിസ്റ്റുകള്‍ക്കും എന്താണ് പറയാനുള്ളത്? റെയില്‍വെയുടെ വികസനത്തിനുവേണ്ടി രൂപീകരിച്ച വിദഗ്ധസമിതിയുടെ ചെയര്‍മാനായി ഫിക്കിയുടെ ജനറല്‍സെക്രട്ടറിയായ അമിത് മിത്രയെയാണ് മമതാബാനര്‍ജി നിയമിച്ചിട്ടുള്ളത്. ഇന്ത്യയില്‍ ഭരണം നടത്തുന്ന 'കോമ്പ്രദേര്‍-ബ്യൂറോക്രാറ്റിക് ബൂര്‍ഷ്വാസിയുടെ (അങ്ങനെയുണ്ടല്ലോ മാവോയിസ്റ്റുകള്‍ വിലയിരുത്തുന്നത്) ഭാഗമല്ല അമിത്മിത്ര എന്നാണോ കിഷന്‍ജി പറയുന്നത്? ആഗസ്റ്റ് 22ന് കൊല്‍ക്കത്തയില്‍വെച്ച് കോര്‍പറേറ്റ് ഭീമന്മാരുമായി മമതാബാനര്‍ജി നടത്തിയ ആശയവിനിമയത്തെപ്പറ്റി മാവോയിസ്റ്റുകള്‍ക്ക് എന്താണ് പറയാനുള്ളത്?

മാവോയിസ്റ്റുകളുടെ ഈ കടുത്ത അവസരവാദം, അവരെ തൃണമൂല്‍ കോണ്‍ഗ്രസിന്റെ കങ്കാണികളാക്കി മാറ്റിയിരിക്കുന്നു. കപട വിപ്ളവ മുദ്രാവാക്യങ്ങള്‍ ഉയര്‍ത്തിക്കൊണ്ട് പശ്ചിമബംഗാളിലെ സിപിഐ (എം) കാഡര്‍മാരെ കൂട്ടക്കൊലചെയ്യുന്നതിലേക്ക് അതവരെ കൊണ്ടുചെന്നെത്തിച്ചിരിക്കുന്നു. 2009 മാര്‍ച്ചിനുശേഷം സംസ്ഥാനത്തൊട്ടാകെ 130ല്‍പരം സിപിഐ (എം) പ്രവര്‍ത്തകരെയാണ് ഇവര്‍ ക്രൂരമായി കൊലപ്പെടുത്തിയത്. അങ്ങനെ കൊല്ലപ്പെട്ടവരില്‍ പകുതിയില്‍ അധികവും പടിഞ്ഞാറന്‍ മേദിനിപ്പൂരിലെ പ്രവര്‍ത്തകരാണുതാനും. ഇങ്ങനെ കൊല്ലപ്പെട്ടവരില്‍ മഹാ ഭൂരിഭാഗവും ദളിതരും ആദിവാസികളുമായ കര്‍ഷകത്തൊഴിലാളികളും ദരിദ്രകൃഷിക്കാരുമാണ്. ഇത്തരം കൂട്ടക്കൊലകളെ'' വര്‍ഗശത്രുക്കളുടെ ഉന്മൂലനം'' എന്നുപറഞ്ഞാണ് മാവോയിസ്റ്റ് അനുഭാവികള്‍ ന്യായീകരിക്കുന്നത്. സിപിഐ (എം) നെതിരായി ലാല്‍ഗഢില്‍ നടക്കുന്ന മാവോയിസ്റ്റ് അക്രമങ്ങളെ 'നക്സല്‍ബാരിയുടെ ഉയിര്‍ത്തെഴുന്നേല്‍പ്പ്'' എന്നുപറഞ്ഞാണ് അവര്‍ ആഘോഷിക്കുന്നത്. ബൂര്‍ഷ്വാ മാധ്യമങ്ങളുടെ സഹായവും പ്രോത്സാഹനവും ലഭിക്കുന്ന തൃണമൂല്‍ കോണ്‍ഗ്രസ് ആകട്ടെ, ഇക്കാര്യത്തില്‍ ഇരട്ടമുഖമാണ് കാണിക്കുന്നത്. സംസ്ഥാന ഗവണ്‍മെന്റ് മാവോയിസ്റ്റുകളുടെ അക്രമങ്ങളെ തടയുന്നില്ല, മാവോയിസ്റ്റുകളെ നിരോധിക്കാന്‍ നടപടി കൈക്കൊള്ളുന്നില്ല എന്ന് തൃണമൂല്‍ കോണ്‍ഗ്രസ് പരസ്യമായി ആരോപണം ഉന്നയിക്കുന്നു. സിപിഐ (മാവോയിസ്റ്റ്) കക്ഷിയെ കേന്ദ്രഗവണ്‍മെന്റ് നിരോധിക്കുകയും കേന്ദ്ര സേനയുടെ സഹായത്തോടെ സംസ്ഥാന ഗവണ്‍മെന്റ് മാവോയിസ്റ്റുകള്‍ക്കെതിരായി സംയുക്ത നീക്കം ആരംഭിക്കുകയും ചെയ്തപ്പോള്‍, മാവോയിസ്റ്റ് അനുകൂലികള്‍ ഭരണകൂടത്തിന്റെ മര്‍ദ്ദനനയത്തിനെതിരായി കോലാഹലം ഉയര്‍ത്തുകയായി. തൃണമൂല്‍ കോണ്‍ഗ്രസ് ആകട്ടെ അവരുടെ നിലപാടില്‍നിന്ന് മാറി. മാവോയിസ്റ്റ് വിരുദ്ധ നീക്കങ്ങളെ എതിര്‍ക്കാന്‍ തുടങ്ങി; കേന്ദ്രസേനയെ ലാല്‍ഗഢില്‍നിന്ന് പിന്‍വലിക്കണം എന്നായി അവരുടെ ആവശ്യം.

"പൊലീസ് അതിക്രമങ്ങള്‍ക്കെതിരായ ജനകീയകമ്മിറ്റി''യുടെ നേതാവായ ഛത്രധര്‍ മഹാതോയെ 2009 സെപ്തംബര്‍ അവസാനം പൊലീസ് അറസ്റ്റ്ചെയ്തു. കൊലയും കൊലപാതകശ്രമവും കൊള്ളയും പൊലീസ് ഔട്ട്പോസ്റ്റുകള്‍ തകര്‍ക്കലും സര്‍ക്കാരിനെതിരായ യുദ്ധനീക്കവും എല്ലാം അയാള്‍ക്കെതിരായ ചാര്‍ജ്ഷീറ്റില്‍ ഉള്‍പ്പെടുന്നുണ്ട്. ഇതിനൊക്കെ തെളിവുകളുമുണ്ട്. ഛത്രധര്‍ മഹാതോ മുമ്പ് തൃണമൂല്‍ പ്രവര്‍ത്തകനായിരുന്നു. അയാളുടെ സഹോദരന്‍ ശശാധര്‍മഹാതോ മാവോയിസ്റ്റ് സായുധ സേനാ നേതാവാണ്. നിരവധി കുറ്റകൃത്യങ്ങളും കൊലപാതകങ്ങളും നടത്തിയ മഹാതോയെ അറസ്റ്റ്ചെയ്തതില്‍ പ്രതിഷേധിക്കുന്ന മമതാ ബാനര്‍ജിയുടെ കാപട്യത്തിന് മറ്റ് തെളിവുവല്ലതും വേണോ? ജനകീയകമ്മറ്റിയും മാവോയിസ്റ്റുകളും ലാല്‍ഗഢില്‍ നടത്തിയ അതിക്രമങ്ങള്‍ കുപ്രസിദ്ധമാണല്ലോ. 2008 നവംബറിനുശേഷം ഈ മേഖലയില്‍ മാത്രം 80ല്‍പരം ആളുകളെ മാവോയിസ്റ്റുകള്‍ കൊലപ്പെടുത്തിയിട്ടുണ്ട്. മമതാബാനര്‍ജി അടക്കം നിരവധി തൃണമൂല്‍ കോണ്‍ഗ്രസുകാര്‍ ലാല്‍ഗഢില്‍ എത്തി ഛത്രധര്‍ മഹാതോയ്ക്ക് സഹായവും സഹകരണവും വാഗ്ദാനംചെയ്യുകയുണ്ടായി.

മാവോയിസ്റ്റുകളും തൃണമൂല്‍ കോണ്‍ഗ്രസും തമ്മിലുള്ള ബന്ധം, മാവോയിസ്റ്റുകള്‍ക്ക് ഫണ്ട് ലഭിക്കുന്ന മാര്‍ഗം, അവരുടെ പ്രവര്‍ത്തനങ്ങള്‍ തുടങ്ങി നിരവധി കാര്യങ്ങളെക്കുറിച്ചുള്ള വിശദാംശങ്ങള്‍ ഛത്രധര്‍ മഹാതോയില്‍നിന്ന് പൊലീസിന് ലഭിച്ചിട്ടുണ്ട്. ഇത് മാവോയിസ്റ്റുകളെ പരിഭ്രാന്തരാക്കിയിരിക്കുകയാണ്. അവര്‍ പുതിയ ചില തന്ത്രങ്ങള്‍ പ്രയോഗിച്ചു. സംഘ് റെയില്‍ പൊലീസ്സ്റ്റേഷനിലെ പൊലീസ് ഓഫീസറെ തട്ടിക്കൊണ്ടുപോയ മാവോയിസ്റ്റുകള്‍ അദ്ദേഹത്തെ വിട്ടുതരണമെങ്കില്‍ അറസ്റ്റ്ചെയ്യപ്പെട്ട ചില സുഹൃത്തുക്കളെ വിട്ടയക്കണമെന്ന് ആവശ്യപ്പെട്ടു. ആ സമ്മര്‍ദതന്ത്രംകൊണ്ട് അവര്‍ കാര്യം നേടുകയും ചെയ്തു. പിന്നെ ഭുവനേശ്വര്‍ രാജധാനി എക്സ്പ്രസ് ഒക്ടോബര്‍ 27ന് തടഞ്ഞുനിര്‍ത്തി. ഛത്രധര്‍ മഹാതോയെ വിടണമെന്ന് മാവോയിസ്റ്റുകള്‍ ആവശ്യപ്പെട്ടു.

കളി കൈവിട്ടുപോകുന്നുവെന്നു കണ്ടപ്പോള്‍ മമതാബാനര്‍ജി ഒരു കള്ള ആരോപണവുമായി രംഗത്തെത്തി. റെയില്‍വെ മന്ത്രിയെ അവമതിപ്പെടുത്താനായി സിപിഐ (എം) ഉം മാവോയിസ്റ്റുകളും ഒത്തുചേര്‍ന്ന് രാജധാനി എക്സ്പ്രസ് തടഞ്ഞിട്ടതാണത്രേ! ഇങ്ങനെ പോയാല്‍ സിപിഐ (എം) പ്രവര്‍ത്തകര്‍ കൊല്ലപ്പെട്ടതും സിപിഐ (എം) ന്റെതന്നെ ഗൂഢാലോചനമൂലമാണെന്ന് മമത നാളെ പറയാന്‍ മടിക്കുകയില്ല.

പശ്ചിമബംഗാളിലെ പൊലീസ് അതിക്രമങ്ങളെക്കുറിച്ചുള്ള കോലാഹലം തനി കള്ളക്കഥയാണ്. നേരെമറിച്ച് ലാല്‍ഗഢിലെ പ്രശ്നങ്ങളെ സംബന്ധിച്ചിടത്തോളം തികച്ചും ജനാധിപത്യപരമായ സമീപനമാണ് സംസ്ഥാന ഗവണ്‍മെന്റ് കൈക്കൊള്ളുന്നത്. 2008 നവംബറില്‍ മുഖ്യമന്ത്രിക്കുനേരെയുണ്ടായ വധശ്രമത്തെതുടര്‍ന്ന് പൊലീസ് നടത്തിയ അന്വേഷണത്തിനിടയില്‍ ചില ആദിവാസികള്‍ പീഡിപ്പിക്കപ്പെട്ടുവെന്ന ആരോപണം ഉയര്‍ന്നുവന്നു. അതിന്റെ പേരില്‍ പ്രക്ഷോഭം നടത്താന്‍ തുനിഞ്ഞവരുമായി അധികൃതര്‍ ചര്‍ച്ചനടത്തി. ബന്ധപ്പെട്ട ചില പൊലീസ് ഓഫീസര്‍മാരെ സ്ഥലംമാറ്റി. അറസ്റ്റ്ചെയ്യപ്പെട്ടിരുന്ന ചിലരെ വിട്ടയക്കുകയും ചെയ്തു. അതിനുശേഷം സംസ്ഥാന പൊലീസോ കേന്ദ്രസേനാംഗങ്ങളോ അതിക്രമം കാണിച്ചതായ ഒരൊറ്റ ആരോപണവും ഉയര്‍ന്നുവന്നിട്ടില്ല. അതേ അവസരത്തില്‍ മാവോയിസ്റ്റുകള്‍ അവരുടെ കൊലവിളി തുടര്‍ന്നുകൊണ്ടിരിക്കുകയായിരുന്നുതാനും. കൊള്ളയും കൊലയും നടത്തുന്നവരെ അറസ്റ്റുചെയ്യുന്നതിന് സംസ്ഥാന ഗവണ്‍മെന്റിനെ കുറ്റപ്പെടുത്താന്‍ കഴിയുമോ? മാവോയിസ്റ്റുകളും ഛത്രധര്‍ മഹാതോയും തമ്മിലുള്ളബന്ധം കെട്ടുകഥയാണോ? എങ്കില്‍പ്പിന്നെ കോടതി അയാളെ റിമാണ്ട്ചെയ്തത് എന്തുകൊണ്ടാണ്? എന്തായാലും അയാളെ രഹസ്യമുറിയില്‍ വെച്ചല്ല വിചാരണചെയ്യുന്നത്. അയാളെ പ്രോസിക്യൂട്ട്ചെയ്യാന്‍ പാടില്ലെന്നുണ്ടോ? അയാളെ വിട്ടയച്ചാല്‍ അയാള്‍ വീണ്ടും സിപിഐ (എം) കാഡര്‍മാര്‍ക്കുനേരെയുള്ള കൊലയും കൊള്ളയും തുടരുകയില്ലേ?

ഇത്തരം സംഭവങ്ങളില്‍ തങ്ങളെടുക്കുന്ന നിലപാടിനെക്കുറിച്ച് പശ്ചിമബംഗാളിലെ മാവോയിസ്റ്റ് അനുഭാവികള്‍ പുനര്‍വിചിന്തനം നടത്തേണ്ട സമയമായിരിക്കുന്നു. സിപിഐ (എം) നോടുള്ള അവരുടെ അന്ധമായ വിരോധം കാരണം, പാവങ്ങളായ സിപിഐ (എം) കാഡര്‍മാരെ മാവോയിസ്റ്റുകള്‍ കൊല്ലുന്നതിനെപ്പോലും അവര്‍ ന്യായീകരിക്കുകയാണ്. തൃണമൂല്‍ കോണ്‍ഗ്രസിനെയും മമതാ ബാനര്‍ജിയെയും പിന്‍തുണയ്ക്കുന്നതില്‍ അവര്‍ക്കൊരു കുറ്റബോധവും തോന്നുന്നില്ല. മമതാബാനര്‍ജിക്ക് അധികാരം മാത്രമേ വേണ്ടൂ-കേന്ദ്രത്തില്‍ മാത്രമല്ല സംസ്ഥാനത്തിലും അത് നേടണം. വലതുപക്ഷ-ജനാധിപത്യ വിരുദ്ധ ശക്തികളുടെ കയ്യില്‍ ചട്ടുകമായി കളിക്കുകയാണ് മാവോയിസ്റ്റുകള്‍ എന്ന് അന്തിമ വിശകലനത്തില്‍ കാണാം. ലാല്‍ഗഢിലെ ആദിവാസികള്‍ക്ക് സമാധാനവും നീതിയും ലഭിക്കണം; സാമ്പത്തികവും സാമൂഹ്യവുമായ വികസനം ഉണ്ടാവണം. മാവോയിസ്റ്റുകള്‍ തങ്ങളുടെ തീക്കളി അവസാനിപ്പിച്ചില്ലെങ്കില്‍ ഇത് കൈവരിക്കാന്‍ കഴിയില്ല.

പശ്ചിമബംഗാളില്‍നിന്ന് വളരെ ദൂരെ ദല്‍ഹിയിലിരുന്ന് ചില മാവോയിസ്റ്റ് അനുഭാവികള്‍ കോലാഹലമുണ്ടാക്കുന്നുണ്ട്. അവരില്‍ പ്രധാനി അരുന്ധതിറോയ് ആണ്. "സമ്പന്നരുടെ സൈന്യം'' അതായത് കേന്ദ്ര ഗവണ്‍മെന്റിന്റെ സുരക്ഷാസൈന്യം "ദരിദ്രരുടെ സൈന്യ''ത്തെ അതായത് മാവോയിസ്റ്റുകളെ കടന്നാക്രമിക്കുകയാണ് എന്നാണ്, അവര്‍ ഈയിടെ ഒരു ചാനല്‍ ചര്‍ച്ചയില്‍ അഭിപ്രായപ്പെട്ടത്. "സ്വതന്ത്ര വിപണി ജനാധിപത്യം'' ദരിദ്രര്‍ക്ക് നീതി ലഭ്യമാക്കുന്നതില്‍ പരാജയപ്പെട്ടിരിക്കുന്നുവെന്നും അത്തരം അനീതികള്‍ക്കെതിരായ സമാധാനപരമായ പ്രതിഷേധപ്രകടനങ്ങളെ സര്‍ക്കാര്‍ ബോധപൂര്‍വം അവഗണിക്കുകയാണെന്നും ആണ് അരുന്ധതിറോയിയുടെ ആരോപണം. ആദിവാസികള്‍ക്കുമുന്നില്‍ മറ്റെന്തുമാര്‍ഗമാണുള്ളത്? സ്വയരക്ഷയ്ക്ക് ആയുധമെടുക്കുകയല്ലാതെ - അവര്‍ ചോദിക്കുന്നു. സായുധമായ ആക്രമണം അവസാനിപ്പിക്കാനും മാവോയിസ്റ്റുകളുമായി നിരുപാധികം ചര്‍ച്ചനടത്താനും അരുന്ധതിറോയ് ആവശ്യപ്പെടുന്നു. ഗവണ്‍മെന്റും ഖനനകമ്പനികളുമായി ഉണ്ടാക്കിയ എല്ലാ എംഒയുകളും (മെമ്മോറാണ്ടം ഓഫ് അണ്ടര്‍സ്റ്റാന്റിംഗ്) പരസ്യമാക്കണം എന്നും അവര്‍ ആവശ്യപ്പെടുന്നു. അതാണത്രേ പ്രധാന പ്രശ്നം.

അത്ഭുതംതന്നെ. ഗവണ്‍മെന്റും ഖനിയുടമകളും തമ്മില്‍ അങ്ങനെ എംഒയു ഒപ്പുവെച്ചതിനെപ്പറ്റി മാവോയിസ്റ്റുകള്‍ ഒന്നുംതന്നെ പറയുന്നില്ല. അവര്‍ അങ്ങനെ ഒരു പ്രശ്നമേ ഇതുവരെ ഉന്നയിച്ചിട്ടില്ല; പിന്നെ എവിടെനിന്നാണ് അരുന്ധതിറോയിക്ക് ഈ പ്രശ്നം ലഭിച്ചത്? ആദിവാസികളുടെ പ്രശ്നത്തിന്റെ മൂലകാരണം ഖനനവും അതുമൂലമുള്ള കുടിയിറക്കുമാണെന്നാണോ അരുന്ധതിറോയിയുടെ നിഗമനം? അതാണോ മാവോയിസ്റ്റ് പ്രശ്നത്തിന്റെ മൂലകാരണം?

ഇന്ത്യന്‍ ബൂര്‍ഷ്വാ ഭൂപ്രഭുവര്‍ഗഭരണകൂടം ആദിവാസികളെ നിരന്തരമായി ചൂഷണംചെയ്തുവന്നതാണ് മാവോയിസ്റ്റ് കലാപത്തിന്റെ മൂലകാരണം എന്ന അരുന്ധതിറോയിയുടെ ന്യായീകരണം, ചരിത്രവസ്തുതകളുമായി പൊരുത്തപ്പെടുന്നതല്ല.

ഇന്ത്യയെ "അര്‍ദ്ധ കോളണി''യാക്കി നിലനിര്‍ത്തിക്കൊണ്ടിരിക്കുന്ന "കോമ്പ്രദോര്‍ ബ്യൂറോക്രാറ്റിക് ബൂര്‍ഷ്വാസി''യില്‍നിന്ന് ഭരണകൂടാധികാരം പിടിച്ചെടുക്കുന്നതിനുള്ള സുദീര്‍ഘസമരത്തിന്റെ ആരംഭം എന്ന നിലയ്ക്കാണ് 1967ല്‍ നക്സലൈറ്റ് പ്രസ്ഥാനം ആരംഭിച്ചത് എന്നാണ് നക്സലൈറ്റുകാര്‍ പറയുന്നത്. ആ പ്രസ്ഥാനത്തില്‍നിന്നാണ് മാവോയിസ്റ്റ് പ്രസ്ഥാനം രൂപംകൊണ്ടത്. പാര്‍ലമെന്ററി ജനാധിപത്യം വേരുറപ്പിച്ചിട്ടുള്ള ഇന്ത്യയിലെ പരിത:സ്ഥിതിയില്‍ അത്തരമൊരു വിപ്ളവമാര്‍ഗം യോജിച്ചതല്ല എന്നും വൈവിധ്യംനിറഞ്ഞ ഇന്ത്യന്‍ സമൂഹത്തില്‍ അത്തരം സെക്ടേറിയന്‍ രാഷ്ട്രീയം ജനങ്ങളില്‍നിന്ന് ഒറ്റപ്പെടുന്നതിനുമാത്രമേ ഉപകരിക്കൂ എന്നും അത് നിഷ്ഠൂരമായ അക്രമങ്ങളിലേക്കും അരാജകത്വത്തിലേക്കും വഴുതിവീഴും എന്നും അനുഭവങ്ങള്‍ നമുക്ക് കാണിച്ചുതരുന്നുണ്ട്. ആത്യന്തികമായി നക്സലൈറ്റുകള്‍ അളമുട്ടിനില്‍ക്കുകയാണ്. ഒരു കടല്‍പ്പാലത്തിന്റെ അറ്റത്തെത്തിയ മട്ടിലാണവര്‍. ഇന്ത്യന്‍ സമൂഹത്തേയും രാഷ്ട്ര വ്യവസ്ഥയെയും സംബന്ധിച്ച അവരുടെ നിഗമനം ആശയക്കുഴപ്പംനിറഞ്ഞതും തെറ്റും ആണെന്ന് ദേശീയ-സാര്‍വദേശീയ സംഭവവികാസങ്ങള്‍ തെളിയിച്ചിട്ടുണ്ട്. അത്തരം തെറ്റായ മാര്‍ഗത്തില്‍നിന്ന് പുറത്തുകടക്കാന്‍ കഴിയാത്തതുകാരണം നക്സലൈറ്റ് പ്രസ്ഥാനത്തിനകത്ത് 1970കളിലും 1980കളിലും നിരവധി തവണ പിളര്‍പ്പുകളുണ്ടായി.

"വര്‍ഗശത്രുക്കളെ'' വ്യക്തിപരമായി ഉന്മൂലനംചെയ്യുന്ന നയത്തില്‍ അധിഷ്ഠിതമായ പ്രവര്‍ത്തനങ്ങള്‍ തുടര്‍ന്നുകൊണ്ടുപോകണമോ അതോ ബഹുജന പ്രവര്‍ത്തനങ്ങള്‍ക്കും ജനാധിപത്യ പ്രക്രിയയ്ക്കും മുന്‍ഗണന നല്‍കിക്കൊണ്ടുള്ള മാര്‍ഗത്തിലേക്ക് തിരിയണമോ എന്നതുസംബന്ധിച്ച് നക്സലൈറ്റുകള്‍ക്കിടയില്‍ ചര്‍ച്ചനടന്നിട്ടുണ്ട്. തങ്ങളുടെ സാഹസിക മാര്‍ഗം നിഷ്ഫലമാണെന്നുകണ്ട് സായുധസമരം ഉപേക്ഷിച്ച്, പാര്‍ലമെന്ററി ജനാധിപത്യ പ്രക്രിയയില്‍ ഭാഗഭാക്കാകാന്‍ ന്യൂ ഡെമോക്രസി, സിപിഐ (എം എല്‍), സിപിഐ (എം എല്‍) ലിബറേഷന്‍ തുടങ്ങിയ പല നക്സലൈറ്റ് ഗ്രൂപ്പുകളും സന്നദ്ധരായിട്ടുണ്ട്. എന്നാല്‍ സിപിഐ (എം എല്‍) പീപ്പിള്‍സ് വാര്‍ഗ്രൂപ്പ്, എംസിസി തുടങ്ങിയ ചില ഗ്രൂപ്പുകള്‍ തങ്ങളുടെ അക്രമമാര്‍ഗങ്ങള്‍തന്നെ തുടര്‍ന്നുവന്നു. അവരെല്ലാം കൂടി ചേര്‍ന്നിട്ടാണ് 2004ല്‍ സിപിഐ (മാവോയിസ്റ്റ്) ഗ്രൂപ്പ് രൂപംകൊണ്ടത്. സായുധസമരത്തിലൂടെ രാഷ്ട്രീയാധികാരം പിടിച്ചെടുക്കുകയാണ് തങ്ങളുടെ മുഖ്യകടമ എന്ന് സിപിഐ (മാവോയിസ്റ്റ്) ഗ്രൂപ്പിന്റെ രേഖകള്‍ വ്യക്തമാക്കുന്നുണ്ട്.

മാവോയിസ്റ്റുകളുടെ ഈ ചരിത്ര പശ്ചാത്തലത്തെയാണ് അരുന്ധതിറോയിയെപ്പോലുള്ള മാവോയിസ്റ്റ് അനുഭാവികള്‍ മറച്ചുവെയ്ക്കാന്‍ ശ്രമിക്കുന്നത്. അതിനുപകരം അവര്‍ മറ്റൊരു കഥ മെനഞ്ഞുണ്ടാക്കുന്നു. ആദിവാസികളെയും മറ്റ് ദരിദ്ര വിഭാഗങ്ങളെയും സ്വതന്ത്ര വിപണി മുതലാളിത്തം ക്രൂരമായി ചൂഷണം ചെയ്യുകയാണ്. അതുമൂലം ജീവനോപാധി നഷ്ടപ്പെട്ട ആദിവാസികള്‍ തങ്ങളുടെ ജീവന്‍ നിലനിര്‍ത്താനായി ആയുധം കയ്യിലെടുക്കുകയാണ് എ ന്നാണ് അവരുടെ വിശദീകരണം. മാവോയിസ്റ്റുകള്‍ക്കെതിരെയുള്ള സായുധസേനയുടെ നീക്കത്തെ, ഭരണകൂടവും ആദിവാസികളും തമ്മിലുള്ള ഏറ്റുമുട്ടലായി അവര്‍ ചിത്രീകരിക്കുന്നു. എന്നാല്‍ ഇത് കള്ളക്കഥയാണ്. ആദിവാസികള്‍ക്കുനേരെയുള്ള ചൂഷണത്തിനും അവരുടെ അധ:സ്ഥിതാവസ്ഥയ്ക്കും എതിരായ സമരത്തില്‍ തങ്ങള്‍ എന്തെങ്കിലും സംഭാവന ചെയ്തതായി മാവോയിസ്റ്റുകള്‍ക്ക് അവകാശപ്പെടാനാവില്ല. ആദിവാസികളുടെ നേരെയുള്ള ചൂഷണം അവസാനിപ്പിക്കുന്നതിനും അവര്‍ക്ക് ഭൂമി നേടിക്കൊടുക്കുന്നതിനും വനാവകാശം സംരക്ഷിക്കുന്നതിനുംവേണ്ടി സിപിഐ (എം) നേയും സിപിഐ യേയും പോലുള്ള ഇടതുപക്ഷ കക്ഷികളും മറ്റു ചില ആദിവാസി സംഘടനകളും ഈ മേഖലയില്‍ ഏറെ കാലമായി പ്രക്ഷോഭം നടത്തിക്കൊണ്ടിരിക്കുകയാണ്. ആ സമരങ്ങള്‍ കൊണ്ടുണ്ടായ ഒരു പ്രധാന നേട്ടമാണ് ആദിവാസികളുടെയും മറ്റ് വനവാസികളുടെയും അവകാശങ്ങള്‍ സംരക്ഷിക്കുന്നതിനായുള്ള വനാവകാശ നിയമം പാസാക്കപ്പെട്ടത്. ഈ സമരത്തിന് മാവോയിസ്റ്റുകള്‍ എന്തെങ്കിലും സംഭാവന നല്‍കിയിട്ടുണ്ടോ?

ഉദാരവല്‍ക്കരണ നയങ്ങള്‍ നടപ്പാക്കപ്പെട്ടതിനുശേഷം വനവിഭവങ്ങളും ഖനിജവിഭവങ്ങളും യാതൊരു വിവേചനവും കൂടാതെ ചൂഷണം ചെയ്യുന്നതിന് വിദേശ മൂലധനത്തിനും നാടന്‍ കുത്തകകള്‍ക്കും കേന്ദ്ര ഗവണ്‍മെന്റ് യഥേഷ്ടം അനുവാദം നല്‍കിയിരിക്കുകയാണ് - പ്രത്യേകിച്ചും ഛത്തീസ്ഗഢ്, ഝാര്‍ഖണ്ഡ്, ഒറീസ തുടങ്ങിയ സംസ്ഥാനങ്ങളില്‍. അതുകാരണം ആദിവാസികള്‍, അവരുടെ ഉള്ള ഭൂമിയില്‍നിന്നും വനങ്ങളില്‍നിന്നും പുറത്താക്കപ്പെടുകയാണ്. ഈ പ്രക്രിയ നിരന്തരം തുടര്‍ന്നുകൊണ്ടിരിക്കുകയുമാണ്. ഗിരിവര്‍ഗക്കാര്‍ താമസിക്കുന്ന മേഖലകളുടെ സാമൂഹ്യ-സാമ്പത്തിക വികസനം ആകെത്തന്നെ അവഗണിക്കപ്പെട്ടിരിക്കുന്നു. കേന്ദ്ര-സംസ്ഥാന ഗവണ്‍മെന്റുകളുടെ ഈ നയത്തിനെതിരായി ഇടതുപക്ഷ പാര്‍ടികളും ചില ആദിവാസി സംഘടനകളും സമരം നടത്തിക്കൊണ്ടിരിക്കുന്നുണ്ട്. ആദിവാസി മേഖലകളില്‍ ഭൂമി പുനര്‍വിതരണം ചെയ്യുന്നതിന് ഇടതുപക്ഷത്തിന്റെ നേതൃത്വത്തിലുള്ള ഗവണ്‍മെന്റുകള്‍ നിലവിലുള്ള പശ്ചിമബംഗാള്‍, കേരളം, ത്രിപുര എന്നീ സംസ്ഥാനങ്ങള്‍ മുന്‍കയ്യെടുത്തിട്ടുണ്ട്. ഇവിടെയൊന്നും മാവോയിസ്റ്റുകളെ സമരത്തിന്റെ ഒപ്പം കണ്ടിട്ടില്ല. റെയില്‍വെ, റോഡ്, വൈദ്യുതി, ടെലികോം, മെഡിക്കല്‍ ടീം തുടങ്ങിയ സൌകര്യങ്ങള്‍ക്കുനേരെയാണ് മാവോയിസ്റ്റുകളുടെ സമരത്തില്‍ അധികവും നടക്കുന്നത്. അവരുടെ വികസനവിരുദ്ധ കാഴ്ചപ്പാട് അതില്‍നിന്ന് വ്യക്തമാകുന്നുണ്ട്.

ആദിവാസികളുടെ സാമൂഹ്യ-സാമ്പത്തിക വികസനത്തിന്റെ കാര്യത്തില്‍ യാതൊരു താല്‍പര്യവും കാണിക്കാത്ത മാവോയിസ്റ്റുകള്‍, സൈനിക തന്ത്രപരമായ കാരണങ്ങളാലാണ് ആദിവാസികള്‍ താമസിക്കുന്ന മേഖലകളില്‍ കേന്ദ്രീകരിച്ചിരിക്കുന്നത്. കാരണം അവിടെ ഗവണ്‍മെന്റിന്റെ ഭരണസംവിധാനങ്ങളൊന്നും അധികമുണ്ടാവില്ല. അതുകൊണ്ട് മാവോയിസ്റ്റുകള്‍ക്ക് തങ്ങളുടെ ഗറില്ലായുദ്ധമുറ അവിടെ പ്രയോഗിക്കാം; "വിമോചിത മേഖലകള്‍'' സ്ഥാപിക്കാം. ഗിരിവര്‍ഗക്കാര്‍ താമസിക്കുന്ന വനപ്രദേശങ്ങളില്‍ തങ്ങളുടെ താവളങ്ങള്‍ ഉറപ്പിക്കുക, മറ്റെല്ലാ രാഷ്ട്രീയപാര്‍ടികളെയും ആദിവാസി സംഘടനകളെയും തോക്കുചൂണ്ടി കീഴ്പ്പെടുത്തുക, അല്ലെങ്കില്‍ ഒഴിവാക്കുക, അതുവഴി തങ്ങളുടെ നിയന്ത്രണം ഉറപ്പാക്കുക-ഇതാണ് മാവോയിസ്റ്റുകളുടെ സ്ഥിരംതന്ത്രം. ഛത്തീസ്ഗഢില്‍ മാവോയിസ്റ്റുകളുടെ അക്രമങ്ങള്‍ക്കും ഭരണകൂടത്തിന്റെ സായുധ നീക്കങ്ങള്‍ക്കും നടുവില്‍ കിടന്ന് നരകിക്കുന്ന ഹതഭാഗ്യരായ ആദിവാസികളുടെ കാര്യം ഓര്‍ക്കുക. ഒറീസ്സയില്‍ വിഎച്ച്പി നേതാവായ ലക്ഷ്മണാനന്ദ സരസ്വതിയെ 2008 ആഗസ്റ്റ് മാസത്തില്‍ മാവോയിസ്റ്റുകള്‍ വധിച്ചതിനെത്തുടര്‍ന്ന് ആയിരക്കണക്കിന് ആദിവാസികളായ ക്രിസ്തുമതക്കാര്‍ക്ക് ബജ്റംഗദളിന്റെ കൊലക്കത്തിക്ക് ഇരയാകേണ്ടിവന്നു. ലക്ഷ്മണാനന്ദ സരസ്വതിയെ വധിച്ച മാവോയിസ്റ്റുകളാകട്ടെ, ആദിവാസികളെ അവരുടെ ദുര്‍വിധിക്ക് വലിച്ചെറിഞ്ഞുകൊടുത്ത്, സ്ഥലംവിടുകയും ചെയ്തു; ആദിവാസികളെ രക്ഷിക്കാന്‍ ഒരൊറ്റ മാവോയിസ്റ്റിനെയും അവിടെ കണ്ടില്ല.

മാവോയിസ്റ്റുകളുടെ നിഷ്ഠൂരമായ അക്രമങ്ങളും അതിന്റെ മറവില്‍ ഭരണകൂടം അഴിച്ചുവിടുന്ന അടിച്ചമര്‍ത്തലും കാരണം അക്രമങ്ങളും പ്രത്യാക്രമണങ്ങളും നിറഞ്ഞ അന്തരീക്ഷത്തില്‍ ഉപജീവനമാര്‍ഗം നഷ്ടപ്പെട്ട് നട്ടംതിരിയുന്ന ആദിവാസികളെയാണ് ഛത്തീസ്ഗഢ്, ഝാര്‍ഖണ്ഡ്, ഒറീസ്സ തുടങ്ങിയ സംസ്ഥാനങ്ങളില്‍ നാം കാണുന്നത്. ഇങ്ങനെ അക്രമം നിറഞ്ഞ ഒരു അന്തരീക്ഷത്തില്‍ സായുധരായ മാവോയിസ്റ്റുകള്‍ക്ക് തങ്ങളുടെ കൊള്ളയും കൂട്ടക്കൊലയും പിടിച്ചുപറിയും ഗുണ്ടാപ്പിരിവും എല്ലാം നിര്‍വിഘ്നം നടത്താന്‍ കഴിയുന്നു. ഇന്ത്യന്‍ ഭരണഘടനയ്ക്കും തെരഞ്ഞെടുപ്പ് പ്രക്രിയയ്ക്കും എതിരായി കപട വിപ്ളവ വാചകമടി നടത്തുന്ന അവര്‍, ചില ബൂര്‍ഷ്വാ രാഷ്ട്രീയപാര്‍ടികളുമായി തങ്ങളുടെ സംരക്ഷണത്തിനും രക്ഷാധികാരത്തിനുംവേണ്ടി അവസരവാദപരമായ കൂട്ടുകെട്ടുകളും ഉണ്ടാക്കുന്നുണ്ട്. വോട്ടിങ് ബഹിഷ്കരിക്കാനുള്ള അവരുടെ ആഹ്വാനം ജനങ്ങള്‍ തള്ളിക്കളഞ്ഞപ്പോള്‍, അടുത്തപടിയായി, ആര്‍ക്കു വോട്ടുചെയ്യണം എന്ന് അവര്‍ കല്‍പിക്കുകയാണ്. മമതാബാനര്‍ജിയെ മുഖ്യമന്ത്രിയായി കാണണം എന്ന കിഷന്‍ജിയുടെ പ്രസ്താവന അതിന്റെ ഭാഗമാണ്. ബൂത്ത് പിടിച്ചെടുക്കുന്നതിനും തെരഞ്ഞെടുപ്പ് അക്രമങ്ങള്‍ കാണിക്കുന്നതിനും വോട്ടര്‍മാര്‍ക്കിടയില്‍ ഭീതിപരത്തുന്നതിനും അവര്‍ മുന്നിലുണ്ട്. ഒരു രാഷ്ട്രീയപാര്‍ടിക്കുവേണ്ടി മറ്റൊരു രാഷ്ട്രീയ പാര്‍ടിയുടെ പ്രവര്‍ത്തകരെ കൊല്ലാനും അവര്‍ക്ക് മടിയില്ല. ഉദാഹരണത്തിന് 2007 മാര്‍ച്ച്മാസത്തില്‍ ജെഎംഎം ന്റെ എംപിയായ സുനില്‍ മഹാതോയെ ഖട്സിലയില്‍വെച്ച് മാവോയിസ്റ്റുകാര്‍ കൊലപ്പെടുത്തി. ആന്ധ്രാപ്രദേശിലെ മുന്‍ മുഖ്യമന്ത്രി ചന്ദ്രബാബുനായിഡുവിനെ 2003ല്‍ അവര്‍ വധിക്കാന്‍ ശ്രമിച്ചു. പശ്ചിമബംഗാള്‍ മുഖ്യമന്ത്രി ബുദ്ധദേവ് ഭട്ടാചാര്യയെ 2008 നവംബറില്‍ അവര്‍ കുഴിബോംബ് പൊട്ടിച്ച് വധിക്കാന്‍ ശ്രമിച്ചു.

ഒരു ജനാധിപത്യ പ്രസ്ഥാനത്തെയും പ്രതിനിധീകരിക്കുന്നവരല്ല മാവോയിസ്റ്റുകള്‍. തങ്ങളുടെ "വിമോചിതമേഖല''കളില്‍ തങ്ങളുടേതല്ലാതെ മറ്റൊരു രാഷ്ട്രീയപാര്‍ടിയുടെയും പ്രവര്‍ത്തനം അവര്‍ അനുവദിക്കുകയുമില്ല. രാഷ്ട്രീയ എതിരാളികളെ പിടിച്ച്, "പൊലീസ് ഒറ്റുകാരന്‍'' എന്ന് മുദ്രകുത്തി, പരസ്യവിചാരണ എന്ന പ്രഹസനം നടത്തി അവര്‍ വധശിക്ഷ വിധിച്ച് നടപ്പാക്കുകയും ചെയ്യുന്നു. അവരുടെ താവളങ്ങളായ വനമേഖലകളില്‍ ഒഴിച്ച് മറ്റുള്ള ഇടങ്ങളിലൊന്നും അവരുടെ സാന്നിധ്യം അധികമില്ല. സാമ്രാജ്യത്വ ആഗോളവല്‍ക്കരണത്തിനും പുത്തന്‍ ഉദാരവല്‍ക്കരണ നയങ്ങള്‍ക്കും എതിരായ രാജ്യവ്യാപകമായ സമരങ്ങളിലൊന്നും അവരുടെ സാന്നിദ്ധ്യം ദൃശ്യമല്ല-അത് തൊഴിലാളിവര്‍ഗ പണിമുടക്കുകളായാലുംശരി കാര്‍ഷിക പ്രശ്നങ്ങള്‍ ഉയര്‍ത്തിക്കൊണ്ടുള്ള കാര്‍ഷിക സമരങ്ങളായാലും ശരി. ഇരുപതാം നൂറ്റാണ്ടില്‍ സോഷ്യലിസം കെട്ടിപ്പടുക്കുന്നതുമായി ബന്ധപ്പെട്ട അനുഭവങ്ങളില്‍നിന്ന് അവര്‍ രാഷ്ട്രീയമോ സാമ്പത്തികമോ ആയ ഒരു പാഠവും പഠിച്ചിട്ടില്ല, ക്രമേണ അവര്‍ കൂടുതല്‍ മര്‍ക്കടമുഷ്ടിക്കാരായ വരട്ടുതത്വവാദികളായിട്ടുണ്ടെന്ന് മാത്രം പറയാം. കംബോഡിയയില്‍ പോള്‍പോട്ടിന്റെ നേതൃത്വത്തിലുണ്ടായിരുന്ന ഖെമര്‍ റൂഷിന്റെ വികസന കാഴ്ചപ്പാടാണ് അവര്‍ക്കുള്ളതെന്ന് പറയാം. ഈ കൊലപാതക - അരാജകവാദികളെ ആദിവാസികളുടെ താല്‍പര്യങ്ങള്‍ക്കുവേണ്ടി സമരംചെയ്യുന്ന വിപ്ളവശക്തിയായി കാല്‍പനികമായി ചിത്രീകരിക്കുന്നത് തനി വഞ്ചനയാണ്.

കേന്ദ്ര-സംസ്ഥാന സേനകളുടെ ശക്തികൊണ്ടുമാത്രം മാവോയിസ്റ്റുകളെ നേരിടാന്‍ കഴിയുകയില്ല. അക്രമത്തെ നിയമപരമായിത്തന്നെ നേരിടണം. അതേ അവസരത്തില്‍ത്തന്നെ ആദിവാസികളുടെ പ്രശ്നങ്ങള്‍ സഹാനുഭൂതിയോടെ അടിയന്തിരമായി കൈകാര്യംചെയ്യുകയും വേണം. മാവോയിസ്റ്റുകളെ നേരിടുന്നതിന്റെപേരില്‍ ആദിവാസികളെയോ മറ്റ് പാവങ്ങളെയോ പീഡിപ്പിക്കരുത്. മാവോയിസ്റ്റുകളെ പൂര്‍ണമായും തുറന്നു കാണിക്കണം. മാവോയിസ്റ്റുകളുമായി നിരുപാധികമായ ചര്‍ച്ചനടത്തണം എന്നാവശ്യപ്പെടുന്ന മാവോയിസ്റ്റ് അനുഭാവികളോട് തിരിച്ചൊരു ചോദ്യം ചോദിക്കട്ടെ: ഇന്ത്യന്‍ മാവോയിസ്റ്റുകളോട് സായുധ സമരം ഉപേക്ഷിക്കാനും നേപ്പാളിലേയും മറ്റും സഖാക്കളുടെ മാര്‍ഗം പിന്‍തുടരാനും നിങ്ങള്‍ക്ക് ഉപദേശിച്ചുകൂടേ?

Progress and Challenges: A review of West Bengal HDR 2004

ONE of the most remarkable features of Indian politics over the past three decades is the uninterrupted tenure in office of the Left Front (L.F.) government in West Bengal, defying every pundit's prognosis of inevitable anti-incumbency. It is now more than 26 years since the Left Front was elected to run the State government of West Bengal in 1977. A stocktaking of this period is, therefore, warranted.

While a comprehensive assessment covering all aspects would be beyond the scope of any single study, we now have an important document assessing the current state of human development in West Bengal, namely, the West Bengal Human Development Report 2004 (WBHDR), published by the Development and Planning Department of the Government of West Bengal. Though the WBHDR has been published by a department of the State government, it has been put together by the collective efforts of officials and academics, many of them outside the government. The overall task of coordination of the necessary research as well as the consultative process and writing was entrusted to an academic from outside the State, Professor Jayati Ghosh of the Jawaharlal Nehru University. This in itself is a refreshing departure from most of the State human development reports published so far. The Planning Commission and the United Nations Development Programme (UNDP) have participated in and supported the preparation and publication of the WBHDR.

Unlike many other HDRs, the report under review has gone beyond the usual focus on health and education to look at issues of employment, asset equity, decentralised democratic governance, environment, inter-regional disparities and human security. The two key features of West Bengal's experience that distinguish it sharply from most other States (with the exception of Kerala, from which, however, West Bengal differs in many other respects) are the basic land reforms carried out in the State and the significant devolution of power as well as the regular holding of elections to local bodies. Both these have occurred during the tenure of the Left Front. It is only appropriate, as the WBHDR does, to focus on these two aspects in any assessment of the state of human development.

The other commendable feature of the report is that it seeks to assess human development not merely in terms of the present status but also in a historical perspective. It covers, in succession, the following aspects: land reforms, people's participation, material conditions, employment trends, health and nutrition, literacy and education, human security, environment, and problems of specific regions. In the final chapter, the possible strategies for coping with the challenges that human development in West Bengal faces are discussed.

LAND reforms in West Bengal have helped the State's progress in terms of human development by expanding livelihood opportunities for the rural poor and empowering them vis-à-vis landlords and rich peasants. The reforms consisted of two key components: the provision of security to sharecropping tenants through a process of registration of tenants, popularly known as `Operation Barga' and the acquisition of ceiling-surplus lands as well as other lands vested with government and their distribution among landless labourers and poor peasants. Some idea of its achievement in land redistribution can be obtained from the fact that while the State accounts for only 3.5 per cent of the arable land in the country, it accounts for 20 per cent of the total land redistributed. The number of persons who benefited from land distribution was close to 2.75 million, accounting for 47 per cent of all beneficiaries of re-distributive land reform in the entire country.

Interestingly, even during the neo-liberal decade of the 1990s, 94,000 acres of land was distributed between 1993 and 1999, under the land reform programme. Operation Barga led to the registration of more than 1.7 million sharecroppers and their protection against eviction. It covered more than 1.1 million acres. Overall, the land reforms, including both land redistribution and tenancy registration, covered more than 41 per cent of the State's rural population by 2002. In addition, 5.5 lakh persons, mostly agricultural labourers, fishermen and artisans received homestead land under various Acts.

The land reforms have also helped reduce social inequalities to some extent inasmuch as the pattern of land redistribution was weighted in favour of the Scheduled Castes and Tribes, and poor peasants from the Muslim community. However, one major weakness of the land reform programme was that for a long time it did not address the issue of gender inequality in land ownership and control. Although gender inequality has received some attention recently, the issue remains substantially untouched.


The WBHDR notes that land reforms - in close, synergistic interaction with democratic decentralisation - have helped unleash productive forces and led to a remarkable expansion in agricultural output, breaking the agricultural stagnation that characterised the State up to the end of the 1970s. The rapid growth of agriculture, with its wide, small-farmer base, has in turn contributed to `... a substantial growth of small scale unorganised sector manufacturing and service activity in rural areas... ' (page 37). Land reforms have strengthened the rural poor, especially the small and marginal farmers and sharecroppers, both politically and economically, and have led to a significant reduction in rural poverty. However, as the WBHDR recognises, despite the land reforms, `... the economic processes that generate inequality in the countryside still remain significant' (page 42).

Human development in West Bengal has been greatly facilitated by the importance attached to the elected local bodies and the significant devolution of finance to them by the Left Front. Over the decade of the 1990s, total funds received by panchayats increased fivefold in real terms, while the Plan funds made available to them increased sevenfold between 1993-94 and 2000-01. It must also be stressed that basic land reforms, achieved through a process of class-based mobilisation from below and use of the instruments of the state from above, have played a crucial role in making panchayats a weapon of the poor by weakening the economic and political power of the rural landed elite. This has made it possible for the poor to benefit from devolution of power to elected local bodies, since otherwise such local bodies can become the opposite - the weapon of the rich - as is the experience in many parts of the country.

Various studies have shown that the class composition of rural elected bodies in West Bengal is weighted substantially in favour of sharecroppers and poor and small peasants. However, teachers are represented rather disproportionately, especially at block and district levels, but this is of course quite different from having landlords and rich peasants dominating these bodies. Along with devolution of power and finances to the elected local bodies, successive L.F. governments have also tried to promote planning from below, and to strengthen the process of district-level planning. These efforts have met with limited success. The early enthusiasm of the 1980s has not been sustained, but recently efforts have been initiated to revive meaningful local planning at panchayat, block and district levels.

LAND reforms and decentralisation initiatives have made possible human development achievements by empowering the poor and the socially disadvantaged, promoting greater equity, contributing to communal harmony and increasing the productive capabilities of agriculture and rural small industry and services. However, significant lacunae remain in the human development scenario of West Bengal. Thus, while progress has been registered in both health and education in terms of some basic indicators such as infant mortality rates and literacy rates, its record is not very impressive in comparison with a State like Kerala. It also lags behind States such as Tamil Nadu, Punjab and Maharashtra or even Gujarat and Haryana in several aspects of human development. Health and educational indicators also show sizeable differences across gender, caste and region. Thus, while the male literacy rates for the districts of Kolkata, Medinipur, Haora, Hugli, the South and the North 24-Parganas, Barddhaman and Darjiling ranged between 79 per cent and 86 per cent in 2001, Uttar Dinajpur, Maldah and Murshidabad had male literacy rates of just around 60 per cent. Literacy rates among Scheduled Castes and Scheduled Tribes are consistently and significantly lower than for the rest of the population, and, shockingly, low for females among these disadvantaged groups. Similarly, female literacy rates in general are below male literacy rates in all districts, and the gender differentials are often very large. Thus in Purulia, the male literacy rate is 74.18 per cent and the female rate is practically half this figure at 37.15 per cent.


Rates of malnutrition remain unconscionably high for a State with a progressive government, and are even more so for females and children. Some of this is of course attributable to unenviable historical legacy, but surely a great deal needs to be done, and done urgently in this regard, if West Bengal is to achieve levels of human development consistent with its impressive record in equity, democratic participation and communal harmony.

Another area of concern is the slow growth of employment in general, and the lack of adequate productive employment opportunities for women in particular. There is also evidence of increasing landlessness in some parts of rural Bengal. Substantial regional differences, again historically inherited, persist. Of course, these problems are also intimately related to the deflationary macroeconomic policies of successive Central governments since 1991, and to the fact of the State government having to function within an increasingly centralised quasi-federal Union.

The WBHDR recognises these constraints even while being frankly critical of the deficiencies in West Bengal's human development picture. It notes the inherent difficulty of following an autonomous development path within a State under limited constitutional powers. It recognises the difficulties in mobilising resources and the impact of fiscal constraints on measures to promote human development.

But, quite rightly, the WBHDR also points to the importance of what can be done within these constraints. Thus, it recommends that decentralisation be carried further. It highlights the importance of involving the people in the delivery mechanisms for health and educational services. It argues that there is a strong case for giving panchayats and municipal bodies greater administrative and functional control over schools and health institutions in the public sector. It also calls for greater resource mobilisation by elected local bodies.

A major impediment to human development is poor infrastructure. West Bengal's road infrastructure has improved, especially through works carried out by local bodies. But it still remains woefully inadequate. The same is the case with other aspects of infrastructure such as telecommunications and finance as well as post-harvest preservation, processing and marketing for agricultural produce. These issues need to be addressed urgently both through resource mobilisation and innovative institutional initiatives, such as production and marketing cooperatives in both agriculture and small industry and services.

DEVELOPMENT in West Bengal has historically tended to be Kolkata-centric. The Left Front, with its stress on land reforms and decentralisation, sought to empower the rural poor and change this state of affairs. It has succeeded, but only to a limited extent. Kolkata still dominates, and human development indicators generally show a progressive decline in proportion to the radial distance from Kolkata, except for the Siliguri belt in Darjiling. There is clearly a need to address regional inequalities and promote a more broad-based urbanisation process. All-round infrastructure development - physical, financial and social - in the disadvantaged regions of North Bengal, Sunderbans and Paschimanchal is critical. A conscious and planned effort to develop new, well-distributed urban centres also needs to be made. All this will require resources, and the key here is greater devolution of resources from the Centre to the States. Will the Centre recognise its responsibility to West Bengal in the new political dispensation?

Overall, the West Bengal HDR is refreshingly different from many others of this genre, both in going beyond the traditional territory of human development and in being critical of lacunae even while recording the remarkable advances made by the people of the State in the past 25 years under Left Front governments.
