ആർസെപ് കരാർ ഒഴിവാക്കേണ്ട കരാർ

ആർസെപ് (Regional Comprehensive Economic Partnership; RCEP) കരാറിനെ സംബന്ധിച്ചുള്ള ചർച്ചകൾ ഇന്ന് നമ്മുടെ പൊതുമണ്ഡലത്തിൽ നടന്നു കൊണ്ടിരിക്കുകയാണല്ലോ. ഈ കരാർ എന്താണ് എന്നും, ഇതിന്റെ പ്രധാന വശങ്ങൾ എന്തൊക്കെ എന്ന് മനസ്സിലാക്കുകയും ഇന്ത്യയുടെ ക്ഷീര മേഖലയിൽ ഈ കരാറിന്റെ ആഘാതം എന്താവും എന്ന് പരിശോധിക്കുകയും ചെയ്യുക എന്നതാണ് ഈ ലേഖനത്തിന്റെ പ്രധാന ഉദ്ദേശം.

പശ്ചാത്തലം

ഒന്നാമതായി, 1990കളുടെ മദ്ധ്യത്തിൽ ആരംഭിച്ച ലോക വ്യാപാര സംഘടന (WTO) ഇന്നൊരു സ്തംഭനാവസ്ഥയിലാണ്. 1995-ന് ശേഷം അനേകം വികസ്വര രാഷ്ട്രങ്ങൾ കാർഷിക ചരക്കുകളുടെ ഇറക്കുമതി തീരുവകൾ കുറക്കുവാൻ നിർബന്ധിതരാവുകയുണ്ടായി. ഇത് മൂലം അവരുടെ രാജ്യങ്ങളിലേക്ക് വലിയ തോതിൽ കാർഷിക ഉത്പ്പന്നങ്ങൾ ഇറക്കുമതി ചെയ്യപ്പെടുകയും അവയുടെ ആഭ്യന്തര വിലകൾ ഇടിയുകയുമുണ്ടായി. ഇന്ത്യയിൽ കാർഷിക പ്രതിസന്ധി ആരംഭിക്കുന്നത് ഈ കാലഘട്ടത്തിലാണ്. എന്നാൽ, ഇതേ തോതിൽ വികസിത രാജ്യങ്ങളും തങ്ങളുടെ ഇറക്കുമതി തീരുവകൾ കുറയ്ക്കും എന്നായിരുന്നു ധാരണയെങ്കിലും, അവർ അങ്ങിനെ ചെയ്യാൻ തയ്യാറായില്ല. ഇത് വികസ്വര രാജ്യങ്ങളിൽ നിന്നും പ്രതിഷേധം ക്ഷണിച്ചു വരുത്തി. അങ്ങിനെ ലോക വ്യാപാര സംഘടനയുടെ ദോഹ റൌണ്ട് ചർച്ചകൾ തീരുമാനമാവാതെ പിരിഞ്ഞു. ഇന്നത്തെ സ്ഥിതിയനുസരിച്ച് ചർച്ചകൾ മുൻപോട്ട് പോകുന്നില്ല; സ്തംഭനാവസ്ഥയിലാണ്. ലോക വ്യാപാര സംഘടനയിൽ നിന്നും ഇനി അധികമൊന്നും നേടാനില്ല എന്ന് വികസിത രാജ്യങ്ങൾ കണക്കു കൂട്ടുന്നു. അതിനാൽ, അവർ കൂടുതൽ താല്പര്യം കാട്ടുന്നത് മേഖലാടിസ്ഥാനത്തിലുള്ള തുറന്ന വ്യാപാര കരാറുകളോ രണ്ടു രാജ്യങ്ങൾ തമ്മിലുള്ള തുറന്ന വ്യാപാര കരാറുകളോ ആണ്. അങ്ങിനെയാണ് ഇന്ത്യയും ആസിയാൻ രാജ്യങ്ങളും, ഇന്ത്യയും ജപ്പാനും, ഇന്ത്യയും ദക്ഷിണ കൊറിയയും എന്നിങ്ങനെയുള്ള പുതിയ കരാറുകൾ കുറിച്ചുള്ള ചർച്ചകൾ ആരംഭിക്കുന്നതും, അവ ഒപ്പു വെക്കപ്പെടുകയും ഉണ്ടായത്. ഇന്ത്യയും ഓസ്‌ട്രേലിയയും തമ്മിലും, ഇന്ത്യയും ന്യൂസിലൻഡും തമ്മിലുമുള്ള കരാർ ചർച്ചകൾ ഇന്ന് നടന്ന് വരുന്നു. ചുരുക്കത്തിൽ, ലോക വ്യാപാര കരാർ വഴി നേടാൻ കഴിയാത്ത വിപണി സൗകര്യങ്ങൾ ഈ പുതിയ കരാറുകൾ വഴി നേടിയെടുക്കാൻ കഴിയുമോ, അത് വഴി തങ്ങളുടെ കാർഷിക ഉത്പ്പന്നങ്ങൾ ഇന്ത്യ പോലുള്ള വലിയ വിപണികളിലേക്കു തള്ളിയിടാമോ (dump) എന്ന അന്വേഷണമാണ് ആർസെപ് പോലെയുള്ള കരാറുകളിലൂടെ നടക്കുന്നത്.

ആർസെപ് കരാറിന് മറ്റൊരു പശ്ചാത്തലം കൂടിയുണ്ട്. പശ്ചിമ ലോകത്ത് അമേരിക്കയുടെ നേതൃത്വത്തിൽ അമേരിക്ക, കാനഡ, മെക്സിക്കോ എന്നീ രാജ്യങ്ങളെ ഉൾക്കൊള്ളിച്ച നോർത്ത് അമേരിക്കൻ ഫ്രീ ട്രേഡ് എഗ്രിമെന്റ് (നാഫ്‌ത), അത് പോലെ യൂറോപ്പിലെ ഒട്ടു മിക്ക രാജ്യങ്ങളെയും ഉൾക്കൊള്ളിച്ച യൂറോപ്യൻ യൂണിയൻ എന്നീ തുറന്ന വ്യാപാര പ്രദേശങ്ങൾ ഇരുപതാം നൂറ്റാണ്ടിന്റെ അവസാനമാകുമ്പോളേക്കും നിലവിൽ വന്നു കഴിഞ്ഞിരുന്നു. ഇരുപത്തിഒന്നാം നൂറ്റാണ്ടിന്റെ തുടക്കം മുതൽ ഈ പ്രദേശങ്ങൾക്ക് പുറത്ത് തങ്ങളുടെ അധീശത്വം ഉറപ്പാക്കാനും, ഏഷ്യൻ മേഖലയിൽ ചൈനയുടെ വളർന്നു വരുന്ന സാമ്പത്തിക പ്രഭാവത്തിന് തടയിടാനും, അമേരിക്കൻ സർക്കാർ "ട്രാൻസ് പസിഫിക് പാർട്ണർഷിപ്" (ടിപിപി) എന്ന പേരിൽ ഒരു പുതിയ തുറന്ന വ്യാപാര മേഖല ആസൂത്രണം ചെയ്യാനാരംഭിച്ചിരുന്നു. പ്രധാനമായും പസിഫിക് സമുദ്രത്തിന് പടിഞ്ഞാറ് കിടക്കുന്ന ബ്രൂണെയ്‌, ഓസ്ട്രേലിയ, ന്യൂസിലൻഡ്‌, സിങ്കപ്പൂർ, ജപ്പാൻ, മലേഷ്യ, വിയറ്റ്നാം എന്നീ രാജ്യങ്ങളും പസിഫിക് സമുദ്രത്തിന് കിഴക്കു കിടക്കുന്ന അമേരിക്ക, കാനഡ, ചിലി, മെക്സിക്കോ, പെറു എന്നീ രാജ്യങ്ങളും ചേർന്നുള്ളതായിരുന്നു ടിപിപി. എന്നാൽ 2016-ൽ അധികാരത്തിൽ വന്ന ഡൊണാൾഡ് ട്രംപ് സർക്കാർ ഈ ചർച്ചകൾ അവസാനിപ്പിച്ചു. എങ്കിലും അമേരിക്കയുടെ ഈ ശ്രമങ്ങൾ നേരത്തേ തന്നെ മുൻപിൽ കണ്ടിരുന്ന ചൈനയും പത്തു രാജ്യങ്ങൾ അടങ്ങിയ ആസിയാൻ എന്ന കൂട്ടവും (ബ്രൂണെയ്‌, കംബോഡിയ, ഇന്തോനേഷ്യ, ലാവോസ്, മലേഷ്യ, മ്യാൻമാർ, ഫിലിപ്പൈൻസ്, സിങ്കപ്പൂർ, തായ്ലാൻഡ്, വിയറ്റ്നാം) ഏകദേശം 2011 മുതൽ തുടങ്ങി വെച്ചതാണ് ആർസെപ് ചർച്ചകൾ. ടിപിപി നടപ്പിൽ വരില്ല എന്നറിഞ്ഞതോടെ ഓസ്ട്രേലിയ, ന്യൂസിലാൻഡ്, ജപ്പാൻ തുടങ്ങിയ ഏഷ്യയിലെ വികസിത രാജ്യങ്ങൾക്കും ആർസെപ്പിൽ താത്പര്യമായി.

എന്താണ് ആർസെപ് കരാർ?

ആർസെപ് കരാറിൽ ഉൾപ്പെടുന്ന രാജ്യങ്ങളെ 10+6 എന്നാണ് വിശേഷിപ്പിക്കാറ്. അതായത്, ആസിയാൻ പ്രദേശത്തെ 10 രാജ്യങ്ങളും ഈ പത്ത് രാജ്യങ്ങളുമായി പ്രത്യേകമായി തുറന്ന വ്യാപാര കരാർ നിലവിലുള്ള മറ്റ് 6 രാജ്യങ്ങളും (ഇന്ത്യ, ചൈന, ഓസ്ട്രേലിയ, ന്യൂസീലൻഡ്, ദക്ഷിണ കൊറിയ, ജപ്പാൻ). ഇത്തരത്തിലൊരു കരാർ നിലവിൽ വന്ന് കഴിഞ്ഞാൽ ലോകത്തിലെ ഏറ്റവും വലിയ തുറന്ന വ്യാപാര പ്രദേശമാവും ആർസെപ് പ്രദേശം. ലോകത്തിലെ പകുതിയോളം ജനസംഖ്യ; ലോകത്തിലെ 30 ശതമാനത്തോളം ജി.ഡി.പി;  ലോകത്തിലെ 33  ശതമാനം കയറ്റുമതി; ലോകത്തിലെ ഏറ്റവും തിരക്കേറിയ 10 തുറമുഖങ്ങളിൽ 8 എണ്ണം; ലോകത്തിലെ മൊത്തം സമുദ്ര വ്യാപാരത്തിന്റെ 30 ശതമാനം എന്നിവ സ്ഥിതി ചെയ്യുന്നത് ആർസെപ് പ്രദേശത്താവും. അതായത്, ഒരു പുതിയ വലിയ സാമ്പത്തിക പ്രദേശം മുഴുവനും ആർസെപ് കരാറിന്റെ അധീനതയിലായാരിക്കും. ഇത് തന്നെയാണ് ചൈനയെ ഈ കരാറിനോടടുപ്പിക്കുന്നതും അമേരിക്കയെ ഭീതിയിലാക്കുന്നതും.

ആർസെപ് കരാറുമായി ബന്ധപ്പെട്ട ചർച്ചകൾ കുറച്ചു കാലമായി നടക്കുന്നുണ്ടെങ്കിലും 2011 മുതലാണ്‌ ഇവ ദ്രുതഗതിയിൽ നടന്നത്. ഏറ്റവും പ്രശ്‌നപൂർണമായ വശം ഈ ചർച്ചകളുടെ രഹസ്യ സ്വഭാവമാണ്. ഒരു തരത്തിലുമുള്ള വിവരണങ്ങൾ ഈ ചർച്ചകളെ കുറിച്ച് പൊതുമണ്ഡലത്തിൽ ലഭ്യമല്ല. ആകെ നമ്മുടെ മുൻപിലുള്ളത് ജപ്പാൻ, ദക്ഷിണ കൊറിയ എന്നീ രാജ്യങ്ങളിൽ നിന്ന് ചോർന്ന് വന്നിട്ടുള്ള ചില കരട് ചർച്ചാരേഖകളാണ്. ഈ രേഖകളിൽ നിന്ന് മനസ്സിലാവുന്നത് സാമാന്യം വിശദമായ ഒരു ചർച്ചയാണ് ആർസെപ് രാജ്യങ്ങൾ തമ്മിൽ നടക്കുന്നത് എന്നതാണ്.

ഒന്ന്, ലോക വ്യാപാര കരാറിനേക്കാളും നിശിതമായ തീരുവ നിയമങ്ങളാണ് ആർസെപ്പിൽ. ലോക വ്യാപാര കരാറിൽ രണ്ടു തരത്തിലുള്ള തീരുവകളുണ്ട്: പരിമിതപ്പെടുത്തിയ തീരുവ (ബൗണ്ട് താരിഫ്); പ്രയോഗിക്കുന്ന തീരുവ (അപ്പ്ലൈഡ്‌ താരിഫ്). ബൗണ്ട് താരിഫ് ഒരു രാജ്യത്തിന് ചുമത്താവുന്ന തീരുവയുടെ ഏറ്റവും ഉയർന്ന അതിരാണ്. എന്നാൽ, എല്ലാ രാജ്യങ്ങളും ബൗണ്ട താരിഫ് വരെ തീരുവകൾ ഉയർത്തിയിട്ടില്ല. അവർ യഥാർത്ഥത്തിൽ പ്രയോഗിക്കുന്ന തീരുവയാണ് അപ്പ്ലൈഡ്‌ താരിഫ്. എന്നാൽ, ആർസെപ്പിൽ ഒറ്റ തീരുവയെ ഉള്ളൂ: പൂജ്യം. അങ്ങിനെ എല്ലാ രാജ്യങ്ങളും തങ്ങളുടെ ഇറക്കുമതി തീരുവ പൂജ്യമാക്കണം എന്നതാണ് ഈ കരടുകളിലെ ഒരു പ്രധാന നിബന്ധന.

രണ്ട്, ബൗദ്ധിക സ്വത്തവകാശ നിയമങ്ങളുടെ വ്യാപ്തിയും നീളവും വർദ്ധിപ്പിക്കണം എന്ന നിബന്ധനയും ഈ കരടുകളിൽ കാണാം. ബൗദ്ധിക സ്വത്തവകാശ നിയമങ്ങളുടെ വ്യാപ്തി ജനറിക് മരുന്നുകളിലേക്ക് കൂടി വ്യാപിപ്പിക്കണം. ജനറിക് മരുന്നുകൾ നിർമ്മിക്കുവാനും ബന്ധപ്പെട്ട പേറ്റന്റ് ഉള്ള കമ്പനിക്ക് റോയൽറ്റി കൊടുക്കണം. നിലവിൽ നമുക്ക് അറിവുള്ള വസ്തുക്കളുടെ പുതിയ ഉപയോഗത്തിന് പേറ്റന്റ് നൽകില്ല എന്ന ഇന്ത്യൻ നിയമം നിലവിൽ ഉള്ളപ്പോഴാണ് ഈ പുതിയ നിബന്ധനക്ക് മുന്നിൽ നമുക്ക് വഴങ്ങേണ്ടി വരാൻ പോകുന്നത്. അങ്ങിനെ വന്നാൽ, ജനറിക് മരുന്നുകളുടെ ഉത്പാദനത്തിൽ ഇന്ത്യക്കു ഇന്നുള്ള മേൽക്കോയ്മ പൂർണമായും ഇല്ലാതാകും. ഈ മരുന്നുകളുടെ വില വർദ്ധിക്കും. ലോകമെമ്പാടുമുള്ള രോഗികൾക്ക് ചെറിയ വിലയ്ക്ക് മരുന്ന് ലഭ്യമാക്കാനുള്ള ഇന്ത്യയുടെ കഴിവ് ഇതോടെ ഇല്ലാതാവും.

മൂന്ന്, ഒരു രാജ്യത്തിൽ നിക്ഷേപം നടത്തുന്ന വിദേശ നിക്ഷേപകന്റെ "അവകാശങ്ങൾ" സംരക്ഷിക്കുന്നതുമായി ബന്ധപ്പെട്ടതാണ്. ഏത് രാജ്യത്തിലാണോ നിക്ഷേപം നടത്തപ്പെട്ടിട്ടുള്ളത് ആ രാജ്യത്തെ സർക്കാരിന് ഈ നിക്ഷേപകന്റെ അവകാശങ്ങൾ സംരക്ഷിക്കാൻ ബാധ്യതയുണ്ടാവും. ഇല്ലെങ്കിൽ, നിക്ഷേപകന് സർക്കാരിനെ കോടതിയിലേക്ക് വലിച്ചിഴക്കാം. അന്താരാഷ്‌ട്ര ആർബിട്രേഷൻ നിയമങ്ങളനുസരിച്ചായിരിക്കും ഈ കേസുകൾ നടക്കുക. ഇത്തരത്തിൽ വിദേശ നിക്ഷേപകന്റെ അവകാശങ്ങൾ സംരക്ഷിക്കാൻ ഉതകുന്നതാണ് ആർസെപ് കരാർ നിബന്ധനകൾ.

നാല്, ആർസെപ് രാജ്യങ്ങളിലെ പ്രധാനപ്പെട്ട പൊതുസേവനങ്ങൾ -- വിദ്യാഭ്യാസം, ആരോഗ്യം, വൈദ്യുതി, വെള്ളം, മാലിന്യസംസ്കരണം -- സ്വകാര്യവല്ക്കരിക്കണം എന്നതും കരാറിലുണ്ട്. ആർസെപ് കരാറിലെ റാച്ചറ്റ് (ratchet) ഉപവാക്യങ്ങളനുസരിച്ച് ഒരു പ്രത്യേക സമയ പരിധിക്കുള്ളിൽ മേല്പറഞ്ഞ പൊതുസേവനങ്ങൾക്ക് മേലുള്ള പൊതു-നിയന്ത്രണങ്ങൾ എടുത്തു കളയണം. സ്വകാര്യ സേവനദാതാക്കൾക്ക് കൃത്യമായി ഈ സേവനങ്ങൾ നൽകാൻ കഴിഞ്ഞില്ലെങ്കിലും ഇവ സർക്കാരിന് തിരികെയെടുക്കാൻ സാധിക്കില്ല. സാമൂഹ്യ നിയന്ത്രണങ്ങൾ കൊണ്ട് വരാനും കഴിയില്ല.

കരടുകളിലെ നാല് പ്രധാന നിബന്ധനകൾ മാത്രമേ ഇവിടെ സൂചിപ്പിച്ചിട്ടുള്ളൂ. ഈ കരാർ ഒപ്പുവെക്കപ്പെട്ട് കഴിഞ്ഞാൽ ഇന്ത്യയിലെ കാർഷിക രംഗം, ചെറുകിട വ്യാവസായിക രംഗം, പൊതുസേവന മണ്ഡലം എന്നീ മേഖലകളിലെല്ലാം തന്നെ വലിയ രീതിയിലുള്ള തിരിച്ചടിയുണ്ടാകും എന്നതിൽ സംശയമില്ല. കാർഷിക രംഗത്തിനുള്ളിൽ ക്ഷീരമേഖലയിലാണ് ഏറ്റവും വലിയ ദോഷം പ്രതീക്ഷിക്കുന്നത്. സ്റ്റീൽ പോലുള്ള വ്യാവസായിക മേഖലകളിലും ചൈന മേൽകൈ നേടിയിട്ടുള്ള അനേകം ചെറുകിട വ്യാവസായിക മേഖലകളിലും നമുക്ക് വലിയ തോതിലുള്ള ഇറക്കുമതി അനുവദിക്കേണ്ടി വരും. ഈ ചരക്കുകളുടെ ആഭ്യന്തര വിലകൾ ഇടിയും. ലക്ഷക്കണക്കിനുള്ള നമ്മുടെ ഉത്പാദകർക്ക് ജോലി നഷ്ടമാകും. പതിനായിരക്കണക്കിന് പണിശാലകൾ പൂട്ടി പോകും.

ഏതു കൊണ്ടാണ് ഇങ്ങിനെയുള്ള ഭീതിയുണ്ടാവുന്നത് എന്നറിയാൻ ഇത് വരെ നമ്മൾ ഒപ്പു വെച്ച് കഴിഞ്ഞിട്ടുള്ള തുറന്ന വ്യാപാര മേഖലാ കരാറുകളെടുത്ത് നോക്കിയാൽ മതി. 2010-ൽ ആസിയാൻ രാജ്യങ്ങളുമായി ഒപ്പു വെച്ച കരാറിന് ശേഷം ഈ പ്രദേശവുമായിട്ടുള്ള ഇന്ത്യയുടെ വ്യാപാര കമ്മി (trade deficit) 2011-ലെ 5 ബില്യൺ ഡോളറിൽ നിന്നും വർദ്ധിച്ച് 2018-ൽ 22 ബില്യൺ ഡോളറായി. അതായത്, ഈ പ്രദേശങ്ങളിൽ നിന്നും ഇന്ത്യയിലേക്കുള്ള ഇറക്കുമതി വർദ്ധിച്ചു; അങ്ങോട്ടുള്ള കയറ്റുമതി അതേ തോതിൽ വർദ്ധിച്ചുമില്ല. ജപ്പാനുമായുള്ള കരാർ നിലവിൽ വന്നതിനു ശേഷം അവരുമായുള്ള ഇന്ത്യയുടെ വ്യാപാര കമ്മി 2011-ലെ 4 ബില്യൺ ഡോളറിൽ നിന്നും വർദ്ധിച്ച് 2018-ൽ 8 ബില്യൺ ഡോളറായി. ദക്ഷിണ കൊറിയയുമായുള്ള കരാർ നിലവിൽ വന്നതിന് ശേഷം അവരുമായുള്ള ഇന്ത്യയുടെ വ്യാപാര കമ്മി 2011-ലെ 8 ബില്യൺ ഡോളറിൽ നിന്നും വർദ്ധിച്ച് 2018-ൽ 12 ബില്യൺ ഡോളറായി. കരാറൊന്നുമില്ലാത്ത ചൈനയുമായി ഇപ്പോൾ തന്നെ 50 ബില്യൺ ഡോളറിന്റെ വ്യാപാര കമ്മി ഇന്ത്യക്കുണ്ട് (2004-ൽ ഇത് വെറും 4 ബില്യൺ ഡോളറായിരുന്നു!). ചൈനയിലേക്കുള്ള ഇന്ത്യയുടെ കയറ്റുമതി വർദ്ധിപ്പിക്കാൻ ഇന്ത്യ ഏറെ ശ്രമിക്കുന്നുണ്ടെങ്കിലും ഇത് വരെ ഫലവത്തായിട്ടില്ല. ഇത്തരമൊരു സാഹചര്യത്തിൽ, ആർസെപ് കരാർ കൂടി വന്നു കഴിഞ്ഞാൽ ഇന്ത്യയുടെ മൊത്തം വ്യാപാര കമ്മി ഇനിയും വർദ്ധിക്കും. ഇന്ത്യയിലെ വിപണി വിലകൾ ഇടിയും. വർദ്ധിച്ച ഇറക്കുമതികൾക്ക് ഇന്ത്യ ഏറെ കൂടുതൽ വിദേശനാണ്യം ചിലവഴിക്കേണ്ടി വരും. നമ്മുടെ കയറ്റുമതികൾ വർദ്ധിച്ചില്ലെങ്കിൽ (അതിന് സാധ്യതകൾ കുറവുമാണ്) മെല്ലെ നമ്മൾ ഒരു വിദേശനാണ്യശേഖരത്തിലെ പ്രതിസന്ധിയിലേക്ക് വരെ നീങ്ങിയേക്കാം.

ഏറ്റവും അടിയന്തിരമായി മോഡി സർക്കാർ ചെയ്യേണ്ടത് ആർസെപ് കരാറുമായി ബന്ധപ്പെട്ട എല്ലാ രേഖകളും പൊതുമണ്ഡലത്തിൽ വെക്കുക എന്നതാണ്. ഈ രേഖകൾ പാർലമെന്റിലും സംസ്ഥാനങ്ങളുമായും പൊതുവിൽ ജനങ്ങൾക്കിടയിലും സുതാര്യമായ ചർച്ചകൾക്ക് വിധേയമാക്കണം. എന്നാൽ ഏറെ വിമർശനങ്ങൾ ഉയർന്നു വന്നിട്ടും ഇതിന് മോഡി സർക്കാർ തയ്യാറായിട്ടില്ല. സർവീസസ് മേഖലയിൽ ചില നേട്ടങ്ങളുണ്ടാകും എന്ന കാരണം പറഞ്ഞു കൊണ്ട് ഈ കരാറിൽ രഹസ്യമായി ഒപ്പു വെക്കാനാണ് ഇന്ത്യയുടെ നീക്കം. ഇത് അനുവദിക്കാൻ കഴിയില്ല.

ആർസെപ് കരാറും ഇന്ത്യൻ ക്ഷീര മേഖലയും

മറ്റു മേഖലകളേക്കാളുമേറെ ആർസെപ് കരാർ ഇന്ത്യയിൽ പ്രതിസന്ധി സൃഷ്ടിക്കാൻ പോകുന്നത് ക്ഷീര മേഖലയിലാണ്. ഈ മേഖല മാത്രമേ ഈ ലേഖനത്തിൽ ദീർഘമായി പരിശോധിക്കാൻ തുനിയുന്നുള്ളൂ.

ഇന്ത്യയുടെ ക്ഷീര മേഖല 1960-കൾക്ക് ശേഷം നേടിയിട്ടുള്ള വലിയ പുരോഗതി നമുക്കെല്ലാം അറിയാവുന്നതാണ്. ധവള വിപ്ലവം എന്നാണല്ലോ നമ്മൾ ഇതിനെ വിളിക്കുന്നത്. ഏകദേശം 10 കോടി കർഷകർ ക്ഷീരമേഖലയിൽ പണിയെടുക്കുന്നുണ്ട് എന്നാണ് കണക്ക്. മറ്റു വികസിത രാജ്യങ്ങളെ അപേക്ഷിച്ച് ഇന്ത്യയിലെ ക്ഷീര മേഖലയിൽ ചെറുകിട ഉത്പാദകരാണ് അധികം. ഒരു ഡെയറി ഫാർമെടുത്താൽ ശരാശരി പശുക്കൾ അമേരിക്കയിൽ 191; ഓസ്‌ട്രേലിയയിലും ന്യൂസീലൻഡിലും 355; യുണൈറ്റഡ് കിങ്ഡമിൽ 148; ഡെന്മാർക്കിൽ 160; ഇന്ത്യയിൽ വെറും 2. അതായത് ചെറിയ കുടുംബപുരയിടങ്ങളിലാണ് നമ്മുടെ രാജ്യത്തെ ക്ഷീര മേഖല നിലനിൽക്കുന്നത്. എന്നാൽ ഇതിനർത്ഥം ഇന്ത്യയിലെ ക്ഷീരോൽപ്പാദനം കുറവാണെന്നല്ല. ലോകത്തെ മൊത്തം ക്ഷീരോൽപ്പാദനത്തിന്റെ 20 ശതമാനം ഇന്ത്യയിലാണ്. 1970-ൽ ഇത് 5 ശതമാനം മാത്രമായിരുന്നു എന്ന് കാണുമ്പോഴാണ് ധവളവിപ്ലവം സൃഷ്‌ടിച്ച മാറ്റം നമുക്ക് മനസ്സിലാവുന്നത്. ഇന്ന് നമ്മൾ പാലുൽപ്പാദനത്തിന്റെ കാര്യത്തിൽ സ്വയംപര്യാപ്തമാണ്‌. ഇന്ന് നമുക്ക് പാലിന്റെ ഇറക്കുമതിയോ കയറ്റുമതിയോ കാര്യമായില്ല. മൊത്തം 180 മില്യൺ മെട്രിക് ടണ്ണാണ് ഇന്ത്യയിലെ ഇന്നത്തെ പാലുൽപ്പാദനം. 2033 ആകുമ്പോഴേക്കും നമ്മുടെ ആഭ്യന്തര ചോദനം 292 മില്യൺ മെട്രിക് ടൺ പാലായിരിക്കും. എന്നാൽ നമ്മുടെ ഉത്പാദനവും അപ്പോഴേക്കും വർദ്ധിച്ച് 330 മില്യൺ മെട്രിക് ടണ്ണായി ഉയരും. അതായത് നമ്മൾ ആവശ്യമുള്ളതിനേക്കാൾ കൂടുതൽ പാൽ 2033 വർഷമാവുമ്പോഴേക്കും ഉത്പാദിപ്പിക്കും. ഇത്തരത്തിൽ ഒരു മികച്ച ഭാവി ഇന്ത്യക്ക് ക്ഷീര മേഖലയിൽ ഉണ്ട് എന്ന് നമുക്ക് കാണാം. 

എന്നാൽ പാലിന്റെ ആഗോള വിപണിയെടുത്താൽ ഒരു പ്രത്യേക ചായ്‌വ് കാണാം. ലോകത്തെ മൊത്തം പാൽ കയറ്റുമതിയുടെ 79 ശതമാനവും വികസിത രാജ്യങ്ങളിൽ നിന്നാണ്: കൂടുതലും അമേരിക്ക, യൂറോപ്യൻ യൂണിയൻ, ഓസ്ട്രേലിയ, ന്യൂസിലാൻഡ് എന്നിവിടങ്ങളിൽ നിന്ന്. ന്യൂസിലൻഡിനെ പോലെയുള്ള ഒരു രാജ്യമെടുത്താൽ അവരുടെ പാൽ ഉത്പാദനത്തിന്റെ 93 ശതമാനവും അവർ കയറ്റുമതി ചെയ്യുകയാണ്. മറുവശത്ത്, ലോകത്തെ മൊത്തം പാൽ ഇറക്കുമതിയുടെ 80 ശതമാനവും വികസ്വര-പിന്നോക്ക രാജ്യങ്ങളിലേക്കാണ്. ഇവിടെ കൂടുതലും പാൽ ഇറക്കുമതി ചെയ്യുന്നത് ചൈനയാണ്. ചൈന അവരുടെ മൊത്തം പാൽ ഉപഭോഗത്തിന്റെ 30 ശതമാനം ഇറക്കുമതി ചെയ്യുകയാണിന്ന്.

ആർസെപ് മേഖലയിലെ പ്രധാന പാൽ ഉത്പാദകർ ഓസ്‌ട്രേലിയയും ന്യൂസീലാൻഡുമാണല്ലോ. ഈ പ്രദേശത്ത് ക്ഷീര മേഖലയുടെ വ്യാപാര പ്രാധാന്യം ഏറെയാണ്. ലോകത്തിലെ മൊത്തം വെണ്ണ വ്യാപാരത്തിന്റെ 31 ശതമാനവും ആർസെപ് രാജ്യങ്ങൾ തമ്മിലാണ്. ലോകത്തിലെ മൊത്തം പാലട (ചീസ്) വ്യാപാരത്തിന്റെ 35 ശതമാനവും ആർസെപ് രാജ്യങ്ങൾ തമ്മിലാണ്. ലോകത്തിലെ മൊത്തം പാൽ വ്യാപാരത്തിന്റെ 51 ശതമാനവും ആർസെപ് രാജ്യങ്ങൾ തമ്മിലാണ്. ലോകത്തിലെ മൊത്തം പാൽപ്പൊടി വ്യാപാരത്തിന്റെ 45 ശതമാനവും ആർസെപ് രാജ്യങ്ങൾ തമ്മിലാണ്. ലോകത്തിലെ മൊത്തം വെണ്ണയെണ്ണയുടെ (butter oil) വ്യാപാരത്തിന്റെ 38 ശതമാനവും ആർസെപ് രാജ്യങ്ങൾ തമ്മിലാണ്. ഇതിന് കാരണം വലിയ ഉത്പാദകരായി ഒരു വശത്ത് ഓസ്‌ട്രേലിയയും ന്യൂസിലാൻഡും നിൽക്കുമ്പോൾ, മറു വശത്ത് വലിയ ഉപഭോക്താക്കളായി ലോകസമ്പദ്‌വ്യവസ്ഥയിലെ ശക്തിയേറിയവയും പ്രതിശീർഷ വരുമാനം വർദ്ധിച്ച് വരുന്നതും യുവജനങ്ങളുടെ പ്രാധാന്യം ജനസംഖ്യയിൽ വർദ്ധിതമായുള്ളതുമായ ചൈനയടക്കമുള്ള ഏഷ്യൻ രാജ്യങ്ങളുണ്ട് എന്നതാണ്. ഈ പ്രാധാന്യമാണ് ഓസ്ട്രേലിയയെയും ന്യൂസീലൻഡിനെയും ആർസെപ് കരാറിലേക്ക് ആകർഷിക്കുന്നതും. ഈ രണ്ട് രാജ്യങ്ങളിലും വലിയ തോതിൽ പാൽ ഉത്പാദനത്തിൽ മിച്ചമുണ്ട്. ടിപിപി കരാർ നിലവിൽ വരാൻ സാധ്യത കുറവായതിനാൽ പുതിയ വിപണികൾ തേടിയുള്ള ഈ രണ്ട് രാജ്യങ്ങളുടെ കുറച്ചു കാലമായുള്ള യാത്രയിൽ ആർസെപ് കരാർ ഏറെ പ്രാധാന്യമർഹിക്കുന്നു.

ലോക വ്യാപാര കരാർ പ്രകാരം ഇന്ത്യക്കു ക്ഷീര ഉത്പന്നങ്ങളിന്മേൽ 65 ശതമാനം വരെ തീരുവ ചുമത്താം (ബൗണ്ട് താരിഫ്). എന്നാൽ ഇന്ത്യ ഇന്ന് ഏകദേശം 34 ശതമാനം വരെയേ തീരുവ ചുമത്തുന്നുള്ളൂ (അപ്പ്ലൈഡ്‌ താരിഫ്). ഈ തീരുവ ആർസെപ് കരാർ നിലവിൽ വന്നു കഴിഞ്ഞാൽ പൂജ്യമാവും. വലിയ തോതിൽ ഓസ്‌ട്രേലിയയിൽ നിന്നും ന്യൂസിലാൻഡിൽ നിന്നും പാൽ, പാൽപ്പൊടി, വെണ്ണ, വെണ്ണയെണ്ണ, പാലട, പിന്നെ വിവിധ പാൽ-അധിഷ്ഠിത ഉത്പ്പന്നങ്ങൾ എന്നിവ ഇങ്ങോട്ടൊഴുകും. കാരണം ഈ രാജ്യങ്ങളിൽ, പ്രത്യേകിച്ചും ന്യൂസിലാൻഡിൽ, പാൽ ഉത്പന്നങ്ങൾക്ക് ഉത്പാദന ചെലവ് കുറവാണ്. പരന്നു കിടക്കുന്ന പുൽപ്രദേശങ്ങൾ ഉള്ളത്, യന്ത്രാധിഷ്ഠിത ഉത്പാദനം മൂലം കൂലിച്ചിലവ് കുറവായിരിക്കുന്നത്, ഉയർന്ന ഉത്പാദനക്ഷമത (30 ലിറ്റർ പ്രതിദിനം) എന്നിവയൊക്കെ ഇതിനു കാരണമാണ്. മാത്രമല്ല, ന്യൂസീലൻഡിലെ പാൽ വിപണിയുടെ 90 ശതമാനവും, ലോക പാൽ വിപണിയുടെ 33 ശതമാനവും കയ്യടക്കിയിട്ടുള്ളത് അവിടുത്തെ ഫോൺട്ടേറ (Fonterra) എന്ന ഒരു വമ്പൻ കമ്പനിയാണ്. ഫോൺട്ടേറ 2001-ൽ നിലവിൽ വന്ന ന്യൂസിലൻഡിലെ ഒരു സഹകരണ സ്ഥാപനമാണ്. ഈയൊരു കമ്പനി കാരണം കൂടിയാണ് ഇന്ന് ന്യൂസിലാൻഡ് ലോക-ക്ഷീര വിപണിയിലെ ഒരു വൻ-ശക്തിയായി നിലകൊള്ളുന്നത്. അമേരിക്കയിലെയും യൂറോപ്പിലെയും പാൽ-ഭീമന്മാർക്ക് പോലും ഫോൺട്ടേറയെ ഭയമാണ്. അമേരിക്ക ടിപിപി-യിൽ ഒപ്പു വെക്കണമെങ്കിൽ ഫോൺട്ടേറയെ പല ഭാഗങ്ങളായി വിഭജിക്കണം എന്നതായിരുന്നു അമേരിക്കൻ ക്ഷീരകർഷകരുടെ ഒരു പ്രധാന ആവശ്യം. ന്യൂസിലാൻഡ് ഇതിന് സമ്മതിച്ചിരുന്നുമില്ല.

ഇന്ത്യയിൽ ഉദാരവൽക്കരണം ആരംഭിച്ച 1991 മുതൽ സർക്കാരിന്റെ നയങ്ങൾ ക്ഷീരമേഖലയിലെ സഹകരണ സ്ഥാപനങ്ങളെ തഴഞ്ഞു സ്വകാര്യമേഖലയിലെ ക്ഷീര കമ്പനികളെ പ്രോത്സാഹിപ്പിക്കുന്നവയായിരുന്നു. അപ്പോൾ മുതൽ വിദേശ കമ്പനികൾക്ക് ഇന്ത്യയിൽ കടന്ന് വരാനും ഇന്ത്യയിലെ ഡെയറി സ്ഥാപനങ്ങളെ സംരംഭ-കൂട്ടായ്മയായോ (joint ventures) ലയനം വഴിയായോ ഏറ്റെടുക്കൽ വഴിയായോ കൈവശപ്പെടുത്താൻ അവസരമുണ്ടായി. അങ്ങിനെ സ്വകാര്യ ക്ഷീര-സ്ഥാപനങ്ങളുടെ എണ്ണം വർദ്ധിച്ചു; ഇന്ത്യയിലെ ക്ഷീര-വിപണിയുടെ വലിയൊരു ഭാഗം അവർ ഇന്ന് കൈവശപ്പെടുത്തിയിരിക്കുന്നു. വിദേശ കമ്പനികൾ ഇന്ത്യയിൽ ഇത്തരത്തിൽ നിക്ഷേപം നടത്തി വെച്ചിട്ടുള്ളത് ഇന്നല്ലെങ്കിൽ നാളെ ഇന്ത്യയുടെ ക്ഷീര വിപണി ലോകവ്യാപാരത്തിനായി തുറക്കപ്പെടും എന്ന പ്രതീക്ഷയിലാണ്. ഫ്രഞ്ച് പാൽ ഭീമനായ ലാക്റ്റാലിസ് (Lactalis) 2014-ൽ ഹൈദരാബാദിലെ തിരുമല മിൽക്ക് പ്രോഡക്ടസ് ഏറ്റെടുത്ത് കൊണ്ടാണ് ഇന്ത്യയിൽ പ്രവേശിച്ചത്. അതിനു ശേഷം 2016-ൽ അവർ ഇൻഡോറിലെ അനിക് ഇൻഡസ്ട്രീസ് ഏറ്റെടുത്തു. പിന്നീട് 2019-ൽ അവർ പ്രഭാത് ഡെയറിയും ഏറ്റെടുത്തു. അങ്ങിനെ അവർ ഇന്ന് 4000 കോടി രൂപ മൂല്യമുള്ള ഇന്ത്യയിലെ ഒരു വലിയ ക്ഷീര കമ്പനിയായി ഉയർന്നിട്ടുണ്ട്. മറ്റൊരു ഫ്രഞ്ച് ക്ഷീര-ഭീമനായ ഡാനോനെ (Danone) തങ്ങളുടെ വെൻച്വർ ക്യാപിറ്റൽ കമ്പനി ഉപയോഗിച്ച് കൊണ്ട് 182 കോടി രൂപയാണ് ഇന്ത്യൻ യോഗർട്ട്‌ ബ്രാൻഡായ എപിഗാമിയയിൽ നിക്ഷേപിച്ചത്. സ്വിസ് കമ്പനിയായ നെസ്റ്റ്ലെ ഇന്ന് ഇന്ത്യയിലെ ഏറ്റവും കൂടുതൽ പാൽ വാങ്ങുന്ന കമ്പനിയാണ്. അമേരിക്കൻ ക്ഷീര കമ്പനിയായ സ്ക്രീബർ ഫുഡും ഇന്ത്യൻ കമ്പനിയായ ഡയനാമിക്സ് ഡെയറിയും ചേർന്നൊരു സംരംഭ-കൂട്ടായ്മ ഇന്നുണ്ട്. ഫോൺട്ടേറയാകട്ടെ 2018-ൽ കിഷോർ ബിയാനി നേതൃത്വം നൽകുന്ന ഫ്യുച്ചർ കൺസ്യൂമർ പ്രോഡക്ടസിൽ 50:50 എന്ന തോതിൽ ഒരു സംരംഭ-കൂട്ടായ്മ ഉണ്ടാക്കിയിട്ടുണ്ട്. പാൽ ഉപയോഗിച്ചുള്ള മൂല്യ-വർദ്ധിത ഉത്പ്പന്നങ്ങളിലാണ് ഇവർക്ക് താത്പര്യം. ഇന്ത്യൻ കമ്പനികളായ ഗോദ്‌റെജ്‌, ഐ.ടി.സി., ഹാറ്റ്‌സൺ അഗ്രോ, ക്വളിറ്റി, പരസ് എന്നിവയും ഈ രംഗത്തുണ്ട്. സഹകരണ മേഖലയെ തകർത്ത് സ്വകാര്യ കമ്പനികൾക്ക് ചുവപ്പു പരവതാനി വിരിച്ചു കൊടുക്കുകയാണ് ഉദാരവൽക്കരണ നയങ്ങൾ എന്ന് കാണാം. ആർസെപ് കൂടി വരുമ്പോൾ ഈ പരിണാമം പൂർണമാവും.

ഇന്ത്യയിലെ ക്ഷീര-നയങ്ങളെ സ്വാധീനിക്കാൻ ലോബിയിസ്റ്റുകൾ പ്രവർത്തിക്കുന്നുണ്ട്. അടുത്ത കാലത്തായി, ആർസെപ് കരാർ ഇന്ത്യൻ ക്ഷീര മേഖലക്ക് ഗുണം ചെയ്യുന്നതാണ് എന്നൊരു വാദം പല പത്രങ്ങളിലെയും പ്ലാന്റ് ചെയ്ത ലേഖനങ്ങൾ വഴി സ്ഥാപിക്കാൻ അവർ ശ്രമിക്കുന്നുമുണ്ട്. ഈ ലേഖനങ്ങളിലെ പ്രധാന വാദങ്ങൾ ഇവയാണ്. ഒന്ന്, ഇന്ത്യ അടുത്ത കാലത്ത് തന്നെ ഒരു പാൽ-ദൗർലഭ്യമുള്ള രാജ്യമായി മാറും. അന്ന് ഇന്ത്യക്ക് പാൽ  ഇറക്കുമതി ചെയ്യേണ്ടി വരും. അതിന് ഇപ്പോൾ തന്നെ ആർസെപ് കരാറിൽ ചേരുന്നതാണ് നല്ലത്. എന്നാൽ ഈ വാദം ശരിയല്ല എന്ന് നമ്മൾ നേരത്തെ പറഞ്ഞു കഴിഞ്ഞതാണ്. 2033 ആകുമ്പോഴേക്കും ഇന്ത്യ ഒരു പാൽ-മിച്ച രാജ്യമാവാനാണ് പോകുന്നത്. രണ്ട്‌, ന്യൂസിലാൻഡിൽ നിന്നും വലിയ തോതിലുള്ള പാൽ ഇറക്കുമതിയൊന്നും ഉണ്ടാവാൻ പോകുന്നില്ല. അവരുടെ മൊത്തം പാൽ കയറ്റുമതിയുടെ 5 ശതമാനം മാത്രമേ ഇന്ത്യയിലേക്കെത്താൻ പോകുന്നുള്ളൂ. ഇതൊരു ചെറിയ അളവാണ്. ഈ വാദവും ശരിയല്ല. ന്യൂസിലൻഡിന്റെ പാൽ കയറ്റുമതിയുടെ 5 ശതമാനം എന്ന് പറയുന്നത് വലിയൊരു അളവാണ്. വെണ്ണയെടുത്ത് നോക്കിയാൽ അത് ഇന്ത്യയുടെ മൊത്തം ഉത്പാദനത്തിന്റെ 21 ശതമാനം വരും. പാലടയെടുത്ത് നോക്കിയാൽ അത് ഇന്ത്യയുടെ മൊത്തം ഉത്പാദനത്തിന്റെ 40 ശതമാനം വരും. എല്ലാ പാൽപ്പൊടിയുമെടുത്ത് നോക്കിയാൽ അത് ഇന്ത്യയുടെ മൊത്തം ഉത്പാദനത്തിന്റെ 29 ശതമാനം വരും. ചുരുക്കത്തിൽ, വലിയൊരു വിലയിടിവ് തന്നെ ക്ഷീര മേഖലയിൽ ഉണ്ടാവും.

ഒരു ചെറിയ കണക്കെടുത്ത് നോക്കിയാൽ ഇതിന്റെ തോത് വ്യക്തമാവും. ന്യൂസിലാൻഡിൽ നിന്നും കയറ്റുമതി ചെയ്യുന്ന പാൽപ്പൊടിക്ക് കിലോക്ക് 150 രൂപയാണ് വില. എന്നാൽ ഇന്ത്യയിലെ ആഭ്യന്തര വിപണിയിൽ പാൽപ്പൊടിക്ക് വില കിലോക്ക് 300 രൂപ വരും. ഇതനുസരിച്ച്‌ കണക്ക് കൂട്ടിയാൽ ഇന്ത്യയിലെ പാലിന്റെ വില ഇന്നത്തെ ശരാശരി വിലയായ ലിറ്ററിന് 30 രൂപ എന്നതിൽ നിന്നും ലിറ്ററിന് 19 രൂപയായി താഴും. 

മാത്രമല്ല, ഇന്ത്യയെയും ന്യൂസീലാൻഡിനെയും താരതമ്യം ചെയ്യുന്നത് തന്നെ ശരിയല്ല. 42 ലക്ഷം പേരുള്ള ന്യൂസിലാൻഡ് ഉത്പാദിപ്പിക്കുന്നത് 22 മില്യൺ മെട്രിക് ടൺ പാലാണ്. ഇവിടെ വെറും 10,000 ക്ഷീര കർഷകരേയുള്ളൂ. (ഓസ്‌ട്രേലിയയിലാകട്ടെ വെറും 6300 ക്ഷീര കർഷകരേയുള്ളൂ). 130 കോടി പേരുള്ള ഇന്ത്യ ഉത്പാദിപ്പിക്കുന്നത് 180 മില്യൺ മെട്രിക് ടൺ പാലാണ്. ഇവിടെയുള്ളത് 10 കോടി ക്ഷീര കർഷകരാണ്. അതായത്, വെറും 10,000 ക്ഷീരകർഷകരുടെ താത്പര്യം ഒരു വശത്തും 10 കോടി കർഷകരുടെ താത്പര്യം മറുവശത്തും. ഒരു ക്ഷീര കർഷകന് പാലിന്റെ അവസാന വിലയുടെ 70 ശതമാനം വരെ ഇന്ത്യയിലെ സഹകരണ സ്ഥാപനങ്ങൾ മൂലം ലഭിക്കുന്നുണ്ട്. എന്നാൽ, ന്യൂസീലാൻഡിലാകട്ടെ ഇത് വെറും 30 ശതമാനം മാത്രമാണ്. ഗുജറാത്ത് കോപ്പറേറ്റീവ് മിൽക്ക് മാർക്കറ്റിങ് ഫെഡറേഷന്റെ ചെയർമാനായ ആർ.എസ്.സോധി അടുത്തയിടെ പറഞ്ഞത് ഏറെ ശ്രദ്ധേയമായിരുന്നു. നരേന്ദ്ര മോഡി സർക്കാർ കർഷകരുടെ വരുമാനം ഇരട്ടിയാക്കും എന്നായിരുന്നു പ്രഖ്യാപിച്ചിരുന്നത്. എന്നാൽ അദ്ദേഹം ശ്രമിക്കുന്നത് ന്യൂസീലൻഡിലെ 10,000 ക്ഷീരകർഷകരുടെ വരുമാനം ഇരട്ടിയാക്കാനാണ് എന്നതായിരുന്നു സോധിയുടെ പ്രസ്താവന.

ഇത്തരത്തിൽ, ഇന്ത്യയിലെ ധവളവിപ്ലവത്തിന്റെ നേട്ടങ്ങൾ തകർക്കാനാണ് ആർസെപ് കരാർ ഒപ്പിടുന്നതിലൂടെ മോഡി സർക്കാർ ശ്രമിക്കുന്നത്. ഗുജറാത്തിൽ പിറന്ന ധവളവിപ്ലവത്തിനെ ഒരു പഴയ ഗുജറാത്ത് മുഖ്യമന്ത്രി തന്നെ അട്ടിമറിക്കുകയാണ്. അതിനു പകരമായി വൻകിട വിദേശ സ്വകാര്യ പാൽ കമ്പനികളെ ഇന്ത്യയിലേക്ക് ക്ഷണിച്ച് വരുത്തുകയാണ് ഈ സർക്കാർ ചെയ്യുന്നത്. കാർഷിക പ്രതിസന്ധിയിലുലയുന്ന കർഷകനെ പുതിയൊരു പ്രതിസന്ധിലേക്ക് തള്ളി വിടുകയാണ് ഇവിടെയുണ്ടാവുന്നത്. ഇതിനെതിരെ വലിയ കർഷക പ്രക്ഷോഭം ഉയർന്നു വരണം. എല്ലാ കർഷകരുടെയും കൂട്ടായ്മ ഇതിലൂടെ ഒരുമിച്ചു കൂട്ടാൻ നമുക്കാവണം.

Seeing reason in the CPI(M)’s politics

The decision of the Central Committee of the largest Left party in India - the Communist Party of India (Marxist), or the CPI(M) - to refrain from any alliance or understanding with the Congress party has led to many critical responses. A number of secular and progressive-minded people have taken exception to the CPI(M)’s decision. Many of them have argued in favour of an umbrella-electoral alliance of non-BJP parties to defeat the Bharatiya Janata Party (BJP) in the 2019 elections to the Parliament. The refusal of the CPI(M) to join hands with the Congress is proof, they argue, that it is just a “B-team” of the BJP.

These views, though may be well-meaning, are misguided and betray a poor understanding of the complex realities of Indian politics in the times of Hindutva. In my opinion, an alternative to the BJP’s rule can not simply be a return to a scenario prior to the BJP’s rule, which was singularly guilty of sowing the seeds for the BJP’s rise in the Indian society and polity.

To begin with, the strength of the Left in India, particularly the CPI(M), has never been in the electoral sphere. The Left is electorally powerful in only three States. Of course, in these States, the Left has shown that an alternative development trajectory is indeed possible. If we look outside these States, the Left simply lacks any pan-Indian electoral strength. Yet, the importance of Left politics in the country’s public domain has never been on the wane. Whenever there is an attack on the liberal values of our society or on the livelihoods of people, it is the Left that people expect to be on the vanguard. This phenomenon is because of the remarkable ability of the Left parties, and their mass organisations of farmers, workers, students and women, to mobilise people and mount powerful movements for pro-people policies, and against anti-people policies of the ruling classes.

In India, this ruling class is constituted by the BJP and the Congress. They, together, represent the rural and the urban rich. Crony capitalism has been a hallmark of both the Congress and BJP governments. It is their combined interest to move India towards imperialist-driven globalisation, liberalisation and a free market economy. The contemporary agrarian crisis in India is a direct fall-out of the Congress party’s neoliberal agenda in agriculture, which the BJP government has taken forward. It is the Congress’s agenda of privatisation and fund-squeeze for higher education that the BJP government has been gladly pursuing. The Orwellian Aadhaar was a brain-child of the Congress. The two parties have, historically, presided over regimes that have entrenched upper caste groups in their pursuit of domination over lower caste groups. They have together created a fertile ground in Indian society where science and rational thinking are dumped in favour of obscurantism and superstitions.

Of course, the BJP is a bigger danger than the Congress. The BJP is also a communal right-wing entity that aims at converting secular India into a Hindu Rashtra. Hence, the argument is put forward that the “neoliberal, but secular” Congress and the “non-neoliberal and secular” Left could ally with each other to keep the common enemy - the “neoliberal and communal” BJP - out of power. In this regard, a number of commentators have pointed to the post-election developments of 2004 as a useful guide. However, this may be a simplistic portrayal of a far more complex political reality in Indian politics. Experience shows that electoral adjustments may temporarily keep the BJP out of power, but they distract attention from the more fundamental task of transforming how people’s consciousness is moulded by communal ideologies. In a recent speech at the Mumbai Collective in Mumbai, Prakash Karat had elaborated on this point in detail:
“We have seen that the non-BJP, or the non-Hindutva political forces in this country, ranging from the secular Right to the Left in India, have [in the past] sought to fight off the Hindutva forces primarily through electoral politics. We did that successfully in the year 2004, when electoral tactics were worked out to oust the Vajpayee government from office and defeat the BJP. But despite the electoral defeat of the BJP, there was no real erosion or weakening of Hindutva forces. They suffered a setback, but their bases were intact…That is because Hindutva politics is something that is fashioned and engineered by the Rashtriya Swayamsevak Sangh (RSS). And the RSS works round the clock, 24*7, in our society in terms of spreading the Hindutva ideology…it is a political project of the RSS, the ultimate aim being to establish a Hindu Rashtra. So, while they suffered electoral defeat from time to time, because of effective political and electoral measures adopted by the secular opposition/regional parties, their consistent work in different spheres of our society never ceased and they continued to gain ground. And we have not tackled that seriously.”



This takes us to two questions: first, does the Congress have a meaningful role in effectively defeating the ideology of Hindutva? Second, whether a singular attention to electoral adjustments distracts the Left from the more fundamental task of building genuine people’s movements against communalism and neoliberalism?

First, if there is a sure “B-team” of the BJP in India, it has been the Congress. History is replete with evidence on this ground. It was Rajiv Gandhi who first opened the doors of the so-called Ram temple in Ayodhya’s Babri Masjid and promised a Ram Rajya to the people. The Babri Masjid was demolished in 1992 under the aegis of a Congress government. Countless communal riots have been engineered across the country with incumbent Congress governments watching in silence. The UPA-1 government had appointed the Rajinder Sacchar Commission to enquire into the economic backwardness of Muslims. Some hesitant policy actions followed, but when the Congress lost the 2014 Parliament elections, its General Secretary A. K. Antony attributed the loss to the party’s appeasement of minorities, which alienated the majority community.

After 2014, the Congress has once again returned to its time-tested “soft-Hindutva” plank. This was unmistakably visible during the Gujarat elections of 2017, in which the party’s spokespersons introduced temple-hopper Rahul Gandhi as a “shiv bhakt” and “janeudhaari brahmin”. In the forthcoming Karnataka assembly polls, report suggest, the Congress is getting ready to repeat the “temple strategy” attempted in Gujarat. In Maharashtra, Congress leaders are busy setting up “sadhu-sant samaj” cells to influence Hindu monks and sages. More recently, they have publicly invited the fascistic Shiv Sena for an alliance to bring the BJP down from power. The Congress party has never had an unambiguous policy on cow slaughter. Many State-level leaders of the Congress are strong votaries of the ban on cow slaughter and the beef ban. Congress leaders from Haryana have been some of the strongest supporters of the extra-constitutional khap panchayats. It is not for nothing then that hordes of senior leaders of the Congress - Rita Bahuguna, S. M. Krishna, Himanta Biswa Sarma, Satpal Maharaj, Jagadambika Pal and Narayan Rane among others - have jumped ship overnight to transform into leaders of the BJP. To top it all, in the Tripura assembly polls of 2018, all the sitting Congress MLAs of the current assembly are contesting as BJP candidates.

The Congress, then, is a poor candidate to lead the socio-cultural offensive against the communal Right. Arun Jaitley was probably right in his comment soon after the Gujarat assembly elections: “if an original is available, why would anyone prefer a clone?”

Secondly, the CPI(M)’s emerging strategy to counter the BJP moves away from temporary electoral adjustments, as have been tried in the past, towards more substantive building up of people’s movements against both communalism and neoliberalism. Let’s get the fact right. There has been a secular decline in the electoral support for the Left parties over the years, particularly in States outside its strongholds. One of the reasons for this decline has been the electoral alliances stitched together, year after year, with both the Congress and many regional parties. A casualty in the midst of these electoral forays has been the independent struggles of the Left. The decision of the CPI(M)’s Central Committee appears to correct this anomaly and focus on building independent struggles of the Left across the country. The work has already begun. The two largest farmer’s struggles of recent times - in Maharashtra and Rajasthan - were spearheaded by the All India Kisan Sabha, a CPI(M)-led organisation of farmers. The Left’s trade unions have been in the leadership of national strikes and agitations of the workers, the largest being the maha padav in New Delhi of November 2017. Left-led student organisations have been holding the fort in campuses across India against the heinous attacks on higher education by the Narendra Modi government.

The importance of a sustained build-up of such movements from below against Hindutva politics on the one hand, and neoliberal policies on the other, is unfortunately not appreciated by some in the progressive circles. It is only such a comprehensive struggle that would ultimately alienate the RSS and its pet themes from the public sphere. In his Mumbai lecture, Prakash Karat had elaborated on this point too:
“After three-and-a-half years of the Modi regime, all of us are seriously grappling with the question of how to counter this challenge; how do we overcome this political challenge of the Hindutva forces…There is a natural and popular urge that all of you should get together and defeat the BJP in electoral terms. But I believe that this is putting the cart before the horse…There is still insufficient recognition that the advance made by Hindutva politics and ideology over substantial sections of our people cannot be undone purely through electoral battle and electoral struggle. We have to have a more comprehensive plan of action. Here, the first thing is to recognise that large sections of the people, including the working people - the working class, the peasantry, the rural poor, the urban poor - all those should be the basis for our fight against the Hindutva forces. These people have been won over to the other side of the camp of the Hindutva forces. In order to fight the Hindutva forces effectively, we have to win the battle for the minds and interests of these sections of people. The shrinking of the space for the secular democratic forces is underlined by this reality at the ground level…”
In the contemporary situation where Hindutva and neoliberalism are inseparably inter-twined, as under Narendra Modi’s BJP, the alternative too has to be equally encompassing. Alliances or understandings with elements of the so-called “secular Right” would not only diminish the legitimacy of such an arrangement in the minds of people. It would also deliver a major setback to the cause of a genuine Left and democratic alternative to the Congress and the BJP. It is hoped that short-sighted commentators who slight the Left have a rethink on their position and see reason in the CPI(M)’s stance.

കേരളം ഇനിയെങ്ങോട്ട്?

കേരളം സ്വതന്ത്രമായ ഒരു സംസ്‌ഥാനമായി മാറിയതിന് ശേഷം 61 വർഷങ്ങൾ പിന്നിടുന്നു. മനുഷ്യജീവിതവുമായി ബന്ധപ്പെട്ട ഏറ്റവും അടിസ്‌ഥാനപരമായ മേഖലകളിൽ വലിയ കുതിപ്പുകളാണ് കേരളം ഈ കാലയളവിൽ കൈവരിച്ചത്. 1957-ൽ, സംസ്‌ഥാന രൂപീകരണ സമയത്തു തന്നെ, കേരളം സാമൂഹ്യ മേഖലകളിൽ മുന്നേറി കഴിഞ്ഞിരുന്നു എന്നൊരു തെറ്റായ ധാരണ പരക്കെ നിലവിലുണ്ട്. അത് ശരിയല്ല. 1961-ൽ പോലും കേരളത്തിലെ ദളിത് സ്ത്രീകൾക്കിടയിൽ സാക്ഷരതാ നിരക്ക് വെറും 17 ശതമാനമായിരുന്നു എന്നത് മറക്കരുത്. ഇന്നത് 80 ശതമാനം കടന്നിരിക്കുന്നു. 1950-കളിൽ പോലും കേരളത്തിലെ ശിശുമരണ നിരക്ക് 120 ആയിരുന്നു എന്നതും മറക്കരുത്. ഇന്നത് പത്തിൽ താഴെയാണ്. ഈ ചരിത്ര വസ്തുതകളെ മറന്നു കൊണ്ട് കേരളത്തിന്റെ 61 വർഷത്തെ വികസന അനുഭവങ്ങളെ വിലയിരുത്തുക അസാദ്ധ്യമാണ്.


ഇന്ത്യയിലെ മറ്റു സംസ്‌ഥാനങ്ങളെ ആശ്ചര്യപ്പെടുത്തുന്ന ഈ നേട്ടങ്ങളെ സംരക്ഷിക്കുകയും ശക്തിപ്പെടുത്തുകയും ചെയ്യുക എന്നതാണ് ഇന്ന് കേരളം അഭിമുഖീകരിക്കുന്ന ഏറ്റവും പ്രധാനമായ ഒരു വെല്ലുവിളി. എന്നാൽ സാമൂഹ്യ മേഖലയെ, പ്രത്യേകിച്ചും വിദ്യാഭ്യാസ-ആരോഗ്യ മേഖലകളെ, ഇന്ന് ശക്തിപ്പെടുത്തുന്നത് 61 വർഷം മുൻപ് നമ്മൾ പ്രാഥമിക സൗകര്യങ്ങൾ വികസിപ്പിച്ചെടുത്തത് പോലെയാവില്ല. വിദ്യാഭ്യാസ രംഗത്ത് പൊതുവിദ്യാലയങ്ങളിലെ അടിസ്‌ഥാന-സൗകര്യങ്ങളുടെയും പഠന-രീതികളുടെയും സാമൂഹ്യ-സ്വഭാവത്തിന്റെയും ആധുനികവൽക്കരണം അനിവാര്യമാണ്. എങ്കിൽ മാത്രമേ പാവപ്പെട്ടവരുടെ കുട്ടികൾ മാത്രം പഠിക്കുന്ന സ്‌കൂളുകൾ എന്ന നിലവിലെ സ്‌ഥിതി മാറി, എല്ലാ വിഭാഗം ജനങ്ങളും തങ്ങളുടെ കുട്ടികളെ അയക്കാൻ ആഗ്രഹിക്കുന്ന ജനാധിപത്യ-സ്‌ഥാപനങ്ങളായി നമ്മുടെ പൊതു-വിദ്യാലയങ്ങളെ മാറ്റാൻ കഴിയൂ.

നമ്മൾ കരുതുന്നതിലും വലിയ ഒരു പ്രതിസന്ധിയുടെ അവസ്‌ഥ ഉന്നത വിദ്യാഭാസ രംഗത്തുണ്ട്. സ്കൂൾ വിദ്യാഭ്യാസം കൈകാര്യം ചെയ്യുന്ന മനോഭാവവുമായി ഉന്നത വിദ്യാഭ്യാസത്തെ കൈകാര്യം ചെയ്യാനാണ് നമ്മൾ ശ്രമിക്കുന്നത് എന്നതിലെ അപകടം ഇനിയെങ്കിലും നമ്മൾ തിരിച്ചറിഞ്ഞേ മതിയാവൂ. ഉന്നത നിലവാരത്തിലുള്ള ആധ്യയനവും ഗവേഷണവും പ്രോത്സാഹിപ്പിക്കുന്നതിന്; അടിസ്‌ഥാന സൗകര്യങ്ങൾ വർദ്ധിപ്പിക്കുന്നതിന്; അക്കാദമിക സ്‌ഥാപനങ്ങൾക്ക്‌ സ്വാതന്ത്ര്യവും സ്വയംഭരണാവകാശവുമുള്ള അന്തരീക്ഷം സൃഷ്ടിച്ചെടുക്കുന്നതിന്; ദേശീയ-അന്താരാഷ്ട്ര രംഗത്തെ മികച്ച സ്‌ഥാപനങ്ങളുമായും അവിടത്തെ ഗവേഷകരുമായും ഉള്ള സംബർക്കങ്ങൾ വർദ്ധിപ്പിക്കുന്നതിന്; ഇവയിലൊക്കെ തന്നെ വലിയ തോതിലുള്ള ശ്രദ്ധയും വ്യക്തതയും വേണ്ടതുണ്ട്. കേരളത്തിലെ ബിരുദധാരികൾ ഉന്നത പഠനത്തിന് കേരളം വിടേണ്ടി വരുന്ന ദുഃഖകരമായ ഇന്നത്തെ അവസ്‌ഥയെ നമുക്ക് മറികടക്കണം. അതേ സമയം, ഉന്നതവിദ്യാഭ്യാസ രംഗത്തെ പരിഷ്‌കാരങ്ങൾ ഈ മേഖലയെ നഗ്നമായ വാണിജ്യവൽക്കരണത്തിന്റെ കേന്ദ്രമാക്കുന്നതിനെതിരെ ജാഗ്രതയും വേണം. ഇതിനൊപ്പം തന്നെ ചേർത്ത് വെക്കേണ്ടതാണ്‌ വിദ്യാഭ്യാസത്തെയും നൈപുണ്യ-വികസനത്തിനെയും നിരന്തരമായി കോർത്തിണക്കക്കേണ്ടതിന്റെ ആവശ്യവും.

വിദ്യാഭ്യാസത്തിലെന്നത് പോലെ തന്നെ, ആരോഗ്യ രംഗത്തും പുതിയ വെല്ലുവിളികളും സാധ്യതകളുമുണ്ട്. കഴിഞ്ഞ ഏകദേശം 20 കൊല്ലത്തെ കാര്യമെടുത്താൽ, 1957 മുതൽ നേടിയെടുക്കാൻ കഴിഞ്ഞ പല നേട്ടങ്ങളുടെയും മെച്ചം ക്രമേണ കുറഞ്ഞു വരുന്നതായി കാണാം. പൊതു ആരോഗ്യമേഖലയുടെ തകർച്ചയും സ്വകാര്യ മേഖലയുടെ വളർച്ചയും ഒരു വശത്ത്; പുതിയ രോഗങ്ങളുടെ വരവും സാംക്രമിക രോഗങ്ങളുടെ വ്യാപനവും സൃഷ്ടിച്ചിട്ടുള്ള പ്രശ്നങ്ങൾ മറുവശത്ത്. ഇവക്കിടയിൽ ഏറ്റവും ഞെരുക്കത്തിൽ പെട്ടിട്ടുള്ളതാകട്ടെ ദളിതർ, ആദിവാസികൾ, മത്സ്യ തൊഴിലാളികൾ, മുതിർന്നവർ, മറുനാടൻ തൊഴിലാളികൾ തുടങ്ങിയവരാണ്. ആരോഗ്യ പരിപാലനവുമായി ബന്ധപ്പെട്ട ചെലവുകളുടെ വലിയ തോതിലുള്ള വർദ്ധനവാണ് ഈ വിഭാഗം ജനങ്ങൾ ചെന്ന് പെട്ടിട്ടുള്ള കടക്കെണികൾക്ക് ഒരു പ്രധാന കാരണം. ഇന്ത്യയിലെ ഒരു വ്യക്തി ഒരു വർഷം ശരാശരി 3800 രൂപയാണ് ആരോഗ്യ പരിരക്ഷക്ക്‌ ചെലവഴിക്കുന്നത്. കേരളത്തിൽ ഇത് 7300 രൂപയാണ്. ഈ പരിതസ്‌ഥിതി തുടരുവാൻ പാടില്ല. ആരോഗ്യ രംഗത്തെ പൊതുമേഖലയുടെ ഗുണനിലവാരം ഉയർത്തുക എന്നതാവണം നമ്മുടെ പ്രധാന ദൗത്യം. ഒപ്പം തന്നെ വേണ്ടതാണ് ശുചീകരണ പ്രവർത്തനങ്ങളുടെ വ്യാപനവും ആരോഗ്യ-ഇൻഷുറൻസ് പരിരക്ഷയുടെ സാർവത്രികതയും. ആരോഗ്യ രംഗത്ത് ഒരു ക്യൂബൻ മാതൃക സൃഷ്ടിക്കാൻ കേരളത്തിന് കഴിയും.

ദുർബല ജനവിഭാഗങ്ങൾ നേരിടുന്ന പ്രതിസന്ധി നേരിടാൻ പ്രത്യേകം ശ്രദ്ധ വേണം. കേരളത്തിൽ നിന്ന് കേവല ദാരിദ്ര്യം പൂർണമായും തുടച്ചു നീക്കാൻ നമുക്ക് അടുത്ത മൂന്നോ നാലോ വർഷങ്ങൾക്കുള്ളിൽ കഴിയണം. അതാവണം സാമൂഹ്യ-നയങ്ങളുടെ ശ്രദ്ധാകേന്ദ്രം. ഭൂമി, വീട്, ഭക്ഷ്യ-സുരക്ഷ, വിദ്യാഭ്യാസം, നൈപുണ്യ വികസനം, തൊഴിലവസരങ്ങൾ ഇവയെല്ലാം കൂടിചേർന്നുള്ള ഒരു സമഗ്ര-നയപരിപാടിയുടെ പ്രതിബദ്ധതയോടെയുള്ള നിർവഹണം വഴി ഇത് നേടാവുന്നതേയുള്ളൂ. കേരള വികസന അനുഭവത്തിന്റെ യുക്താനുസൃതമായ അടുത്ത പടിയാവണം കേവല ദാരിദ്ര്യത്തിന്റെ നിർമാർജനം.

വികസനത്തിലെ ലിംഗനീതിയേയും നമുക്ക് അടുത്ത പടിയിലേക്കുയർത്തണം. സ്ത്രീ-ശാക്തീകരണം എന്ന സങ്കൽപ്പത്തെ വിപുലപ്പെടുത്തി സ്ത്രീ-സ്വാതന്ത്ര്യം എന്ന സങ്കൽപ്പത്തിലേക്കെത്താൻ നമ്മൾ ശ്രമിക്കണം. ആധുനിക സമൂഹത്തിൽ ലിംഗ-തുല്യതയിൽ അടിസ്‌ഥാനമാക്കിയ ജീവിതങ്ങൾ നയിക്കാൻ സ്ത്രീകളെ പ്രാപ്തരാക്കുന്നതും, അതിനുള്ള സാമൂഹ്യ-സാംസ്കാരിക പരിസരങ്ങൾ നിർമ്മിച്ചു നൽകുന്നതുമാവണം നമ്മുടെ നയങ്ങൾ.

സാമൂഹ്യ മേഖലയെ ശക്തിപ്പെടുത്തുക എന്നത് ഒരു വെല്ലുവിളിയാണെങ്കിൽ അത്ര തന്നെ പ്രശ്നസങ്കീർണമാണ് ഉത്പാദന മേഖലയിലെ വിഷയങ്ങൾ. ഉത്പാദന മേഖലയെ അവഗണിച്ചു കൊണ്ടാണ് കേരളം സാമൂഹ്യ പുരോഗതി കൈവരിച്ചത് എന്ന വിമർശനം ആദ്യമായി ഉന്നയിച്ചത് ഇ. എം. എസ്. നംബൂതിരിപ്പാട്‌ തന്നെയാണ്. കൃഷി, വ്യവസായ മേഖലകളുടെ വളർച്ച വർദ്ധിപ്പിച്ചു കൊണ്ട് മാത്രമേ കേരളത്തിൽ കൂടുതൽ മെച്ചപ്പെട്ട തൊഴിലവസരങ്ങൾ സൃഷ്ടിക്കാൻ കഴിയൂ. അടുത്ത വർഷങ്ങളിൽ ഉത്പാദന മേഖലയിലെ വളർച്ച തന്നെയാവണം കേരളം വികസന തന്ത്രത്തിന്റെ പ്രധാന ഊന്നൽ.

കൃഷിയുടെ കാര്യമെടുക്കാം. കേരളത്തിന്റെ കാര്‍ഷിക വിളക്രമത്തില്‍ നാണ്യവിളകള്‍ പ്രധാന പങ്ക് വഹിക്കുന്നതുകൊണ്ട് ഇവിടെയുള്ള കാര്‍ഷിക കുടുംബങ്ങള്‍ സമ്പാദിക്കുന്ന പ്രതി-ഹെക്റ്റര്‍ വരുമാനം കൂടുതലാണ്. 2012-13 ല്‍ ആകെയുള്ള ഉത്പാദനത്തിന്റെ മൂല്യം പ്രതി-ഹെക്റ്റര്‍ ശരാശരി എടുക്കുകയാണെങ്കില്‍ കേരളത്തിന്റേത് 97,491 രൂപയായിരുന്നു. ഇതേ മൂല്യം ഇന്ത്യ ആകെയെടുത്താല്‍ 43,308 രൂപയും, പഞ്ചാബില്‍ 88,058 രൂപയും. എന്നാല്‍, കൃഷിയില്‍ നിന്നും ഒരു കാര്‍ഷിക കുടുംബത്തിന് ലഭിച്ച ശരാശരി വരുമാനം കേരളത്തില്‍ പ്രതിമാസം 4106 രൂപയായിരുന്നു. ഇത് ഇന്ത്യയാകെ എടുക്കുകയാണെങ്കില്‍ 3844 രൂപയും, പഞ്ചാബില്‍ 12,520 രൂപയും. അതായത്, സംസ്‌ഥാനത്തിന്റെ കൃഷിയിലെ കൂടിയ ഉത്പാദന മൂല്യം കുടുംബങ്ങളിലെ  ശരാശരി വരുമാനത്തിലുള്ള ഉയര്‍ച്ചയായി പരിണമിക്കുന്നില്ല. ഈ സ്‌ഥിതിവിശേഷം മറികടക്കാതെ ഇന്നത്തെ കൃഷിയിലെ പ്രതിസന്ധി പരിഹരിക്കാൻ കഴിയില്ല.

കാർഷിക വരുമാനങ്ങളുടെ വർദ്ധനവ് ഉറപ്പു വരുത്താൻ കേരളത്തിലെ ഭാവി കാർഷിക നയങ്ങൾക്ക് കഴിയണം. ഇതെങ്ങിനെ കഴിയും? കൃഷിയെ പറ്റി കേരളത്തിൽ നിലവിലുള്ള മനോഭാവത്തിൽ തന്നെ മാറ്റം വരുത്താൻ കഴിയാതെ ഇന്നത്തെ പരിതസ്‌ഥിതിയിൽ നിന്നും പുറത്തു കടക്കാൻ കഴിയില്ല. ഒന്നാമതായി, നമ്മുടെ ഉത്പാദനക്ഷമത വലിയ തോതിൽ തന്നെ വർദ്ധിപ്പിക്കാൻ കഴിയണം. റബ്ബർ ഒഴിച്ച് നിർത്തിയാൽ, കേരളത്തിലെ പ്രധാന വിളകളുടെ ഉത്പാദനക്ഷമത ഇന്ത്യയിലെ ശരാശരിയെ അപേക്ഷിച്ച് വളരെ താഴെയാണ്. ഇതിനു തടസ്സമായി നിൽക്കുന്ന ഒട്ടേറെ സാമൂഹ്യ-സാമ്പത്തിക ഘടകങ്ങൾ ഉണ്ടെങ്കിലും, കേരളത്തിൽ ചരിത്രപരമായി തന്നെ ഉത്പാദനക്ഷമതയിലെ വർധനവിൽ ഊന്നി കൊണ്ടുള്ള ഒരു കാർഷിക നയരൂപീകരണം ഉണ്ടായിട്ടില്ല എന്നത് നമ്മൾ മറക്കരുത്. ഇതിനാവശ്യം വേണ്ട കാർഷിക ശാസ്ത്ര-സാങ്കേതിക മേഖലയിലെ നൂതനമായ ആവിഷ്കാരങ്ങൾക്കെതിരെ മുഖം തിരിച്ചു നിൽക്കാനാകട്ടെ നമുക്കെപ്പോഴും ഉത്സാഹവും ആണ്. രണ്ടാമതായി, കാർഷിക സംസ്കരണ മേഖലയിലും നമ്മൾ ശ്രദ്ധ ചെലുത്തിയിട്ടില്ല. ഉദാഹരണത്തിന്, ഇളനീരും നീരയും തേങ്ങാപ്പാലും ഒക്കെ അടങ്ങുന്ന ഒരു വലിയ സംസ്കരണ ശൃംഖല തന്നെ നാളികേര രംഗത്ത് സൃഷ്ടിക്കാൻ കഴിയുമെങ്കിലും നമ്മൾ ഇപ്പോഴും തേങ്ങയിലും കൊപ്രയിലും കുടുങ്ങി കിടക്കുകയാണ്. ഇത്തരത്തിൽ ബൃഹത്തായ ഒരു ഇടപെടൽ സർക്കാർ-സഹകരണ സംരംഭങ്ങൾ കൊണ്ട് മാത്രം പൂർണമാവില്ല. അതിനായി, കാർഷിക സംസ്കരണ രംഗത്ത് വലിയ തോതിലുള്ള സ്വകാര്യ മൂലധന നിക്ഷേപം അടിയന്തിരമായി കൊണ്ട് വരേണ്ടതുണ്ട്. മൂന്നാമതായി, മൃഗസംരക്ഷണം, മത്സ്യബന്ധനം തുടങ്ങിയ മേഖലകളിലെ പ്രവർത്തനങ്ങളെ കൃഷിയുമായി സംയോജിപ്പിക്കാൻ കഴിയണം. പ്രതിദിനം 9.8 ലക്ഷം ലിറ്റർ പാലിന്റെ ദൗർലഭ്യം കേരളത്തിലുണ്ട്. അത് പോലെ, നാലര ലക്ഷം കോഴികുഞ്ഞുങ്ങളുടെയും ഒരു കോടി കോഴിമുട്ടകളുടെയും ദൗർലഭ്യവും പ്രതിദിനം കേരളത്തിലുണ്ട്. ഇവ ഇവിടെ തന്നെ ഉത്പാദിപ്പിക്കാൻ നമുക്ക്‌ കഴിയില്ലേ? ഈ വളർച്ചയിലും സ്വകാര്യ നിക്ഷേപങ്ങളുടെ സാധ്യത വലുതാണ്.

വ്യവസായ മേഖലയിൽ പ്രശ്നങ്ങൾ വ്യത്യസ്തമാണ്. ഒന്നാമതായി, കേരളത്തിന്റെ പരമ്പരാഗതമായ വ്യവസായങ്ങളുണ്ട്. ഈ മേഖലകളിൽ എത്ര കാലം തൊഴിലവസരങ്ങൾ സംരക്ഷിച്ചു നിർത്താൻ കഴിയും എന്ന വിഷയത്തിൽ സംശയങ്ങളുണ്ട്. അത് കൊണ്ട് തന്നെ കഴിയാവുന്ന ആധുനികവൽക്കരണത്തിനൊപ്പം തൊഴിലാളികളുടെ സാമൂഹ്യ സംരക്ഷണം ഉറപ്പു വരുത്തലാണ് ഇവിടെ പ്രധാനം. രണ്ടാമതായി, കേരളത്തിലെ പൊതുമേഖലയിലെ വ്യവസായങ്ങളുണ്ട്. അവയിൽ പലതും നഷ്ടത്തിലുമാണ്. ശ്രദ്ധയോടെയുള്ള പുനരുദ്ധാരണ പദ്ധതികൾ ഇവിടെ വേണ്ടതുണ്ട്. ആധുനിക സാങ്കേതിക വിദ്യകളിൽ ഊന്നുന്നതും ഉത്പാദനത്തിലും വിപണന-സാധ്യതകളിലും വിസ്താരം ഉറപ്പു വരുത്തുന്നതുമായ പദ്ധതികളേ സാമ്പത്തികമായി സുസ്‌ഥിരമാവൂ. അപ്പോൾ, ചില മേഖലകളിൽ ഉത്പാദനരീതികളിലെ ആധുനികവൽക്കരണം വേണ്ടി വരും; മറ്റു മേഖലകളിൽ, ആധുനികവൽക്കരണം സുസ്‌ഥിരമാവില്ലെങ്കിൽ, തൊഴിലാളികളെ പരിപൂർണമായും സംരക്ഷിക്കാൻ വേണ്ടുന്ന നടപടികൾ വേണ്ടി വരും. മൂന്നാമതായി, വലിയ തോതിൽ തന്നെ പുതിയ സ്വകാര്യ-വ്യവസായങ്ങളെ കൊണ്ട് വരാൻ കഴിയണം. കേരളത്തിലെ മാനവ-വിഭവങ്ങൾ നന്നായി ഉപയോഗപ്പെടുത്താൻ കഴിയുന്നതും ഇവിടുത്തെ പാരിസ്‌ഥിതിക വിഷമങ്ങൾ അനുസരിച്ചു അടിസ്‌ഥാനപ്പെടുത്തിയതും ആയ വ്യവസായങ്ങൾക്കാണ് കൂടുതൽ സാധ്യത. ടൂറിസം, വിവരസാങ്കേതിക മേഖല, ബയോടെക്നോളജി, വൈദ്യശാസ്ത്രം, മുൻപ് സൂചിപ്പിച്ച കാർഷിക-സംസ്കരണം ഇവയൊക്കെ വ്യവസായ രംഗത്ത് കേരളത്തിന് യോജിച്ചവയാണ്. വലിയ വ്യവസായശാലകൾ പോലെ തന്നെ പ്രധാനപ്പെട്ടതാണ് നൂതനാശയങ്ങളുടെ നിരന്തരമായ പ്രവാഹത്തിന് ആവശ്യമായ സ്റ്റാർട്ട്-അപ്പുകൾ. നമുക്ക് പ്രത്യേകം വേണ്ടത് സ്റ്റാർട്ട്-അപ്പ് ആവാസ-വ്യവസ്‌ഥയെ പ്രോത്സാഹിപ്പിക്കുന്ന ഒരു നയഘടനയാണ്.  

ഒരു മനുഷ്യന് നിവർന്ന് നിൽക്കാൻ നട്ടെല്ല് പ്രധാനമാണെന്നത് പോലെ തന്നെ, വൈവിധ്യമാർന്ന പശ്ചാത്തല-സൗകര്യങ്ങളുടെ ലഭ്യത മുകളിൽ സൂചിപ്പിച്ച സാമ്പത്തിക മാറ്റങ്ങൾക്ക് അനിവാര്യമാണ്. വലിയ പശ്ചാത്തല-സൗകര്യങ്ങൾ നിർമ്മിച്ചെടുക്കുന്നതിൽ കേരളം കഴിഞ്ഞ 61 വർഷങ്ങളിൽ ഒരു പരാജയമായിരുന്നു. ഒരു പുതിയ കേരളത്തിന്റെ നിർമ്മാണത്തിന് ഈ പോരായ്മ പരിഹരിച്ചേ മതിയാകൂ. ഹൈവേ-കളെ നാലുവരി-പാതകളാക്കി മാറ്റൽ; മലയോര-തീരദേശ പാതകൾ മെച്ചപ്പെടുത്തൽ; ജലപാതകൾ പൂർത്തീകരിക്കൽ; നഗരങ്ങളുടെ ആവശ്യങ്ങൾക്കനുസരിച്ചുള്ള പൊതു-ഗതാഗത വ്യവസ്‌ഥയുടെ ശക്തിപ്പെടുത്തൽ; വൈദ്യുതിയുടെ ആഭ്യന്തരവിതരണത്തിന് വേണ്ട ഒരു പ്രസരണ-വിതരണ ശൃംഖല നിർമ്മിച്ചെടുക്കൽ; ഇവയെല്ലാം തന്നെ അടിയന്തിരമായി ശ്രദ്ധ വേണ്ട വിഷയങ്ങളാണ്. 

ചുരുക്കത്തിൽ, ഒരു വശത്ത് കേരളം ചരിത്രപരമായി നേടിയെടുത്തിട്ടുള്ള നേട്ടങ്ങളെ സംരക്ഷിക്കുകയും ശക്തിപ്പെടുത്തുകയും ചെയ്യുക. മറുവശത്ത്, ഉത്പാദന രംഗത്ത് ഒരു പുതിയ മുന്നേറ്റം വളർത്തിയെടുക്കുക. ഇതാവണം കേരളപ്പിറവിക്ക്‌ ശേഷം 61 വർഷങ്ങൾ പിന്നിടുന്ന ഈയവസരത്തിൽ സമീപ-ഭാവിയിലേക്കുള്ള പ്രധാന ലക്ഷ്യങ്ങൾ.

ഇന്ന് രാജ്യം മുഴുവനും കേരളത്തെ ഉറ്റു നോക്കുകയാണ്. തുല്യതയിലും മതനിരപേക്ഷതയിലും അധിഷ്ഠിതമായ പുതിയ ഒരു വികസന സംസ്കാരത്തിന്, അതിനെതിരെയുയരുന്ന പ്രതിലോമ സ്വരങ്ങൾക്കെതിരെയുള്ള ചെറുത്തുനില്പിന്, കേരളം ഒരു മാതൃകയായി ഉയർന്നു വന്നു കഴിഞ്ഞു. ഈ സംസ്കാരത്തിന്റെ മുന്നേറ്റത്തിന് ദേശീയ തലത്തിൽ തന്നെ വലിയ ജനകീയ പിന്തുണയും അംഗീകാരവും ഇന്ന് ലഭിച്ചു കൊണ്ടുമിരിക്കുന്നു. ഇതേ ജനകീയ പിന്തുണയിലൂന്നുന്നതാവട്ടെ കേരളത്തിന്റെ ഇനിയങ്ങോട്ടുള്ള വികസന കുതിപ്പും.

Demonetisation: Ineffective, Inadequate and Premature

The demonetization of Rs 500 and Rs 1000 notes by the NDA government has three claims: to end the circulation of “counterfeit notes” from Pakistan; to eliminate and stop the use of “black money”; and to create a “cashless economy”. Let us examine each claim separately.

First, while counterfeit currency is in circulation, there is no accurate estimate of its quantum. Over-the-top claims of counterfeit currency amounting to tens of thousands of crores of rupees are wrong. In 2015-16, the share of Fake Indian Currency Notes (FICN), “detected” by banks and police, in the total notes in circulation was 0.002 per cent for Rs 1000 notes and 0.009 per cent for Rs 500 notes. The results of a study, conducted by the Indian Statistical Institute (ISI) Kolkata, reported in the press and quoted by Arjun Ram Meghwal (the Minister of State for Finance) in the Parliament in August 2015, estimated that only about Rs 400 crore worth FICN was in circulation at any given point. Moreover, only a part of FICN arrived from other countries as part of terror networks. Rest was indigenous. 

Thus, the claim that demonetization would significantly hit terror financing appears overstretched. Moreover, the media reports have quoted the ISI study as concluding: “the existing systems of seizure and detection are enough to flush out the quantum of FICN being infused” (Times of India, 11 May 2016). 

Secondly, demonetization is premised on the crucial assumption that “black money” is stored in cash by hoarders. This is wrong. For instance, the white paper on black money prepared by the Ministry of Finance in 2012 defined black money as “assets or resources that have neither been reported to the public authorities at the time of their generation nor disclosed at any point of time during their possession”. Thus, black money originates from (a) manipulating account books through multiple means, and (b) through various transactions outside the account books. The former includes manipulation of sales, receipts, expenses, production, value of capital, closing stock and so on. The latter includes transactions without bills, use of parallel account books and unaccounted assets, and investments in shares through dummy entities. If “black money” is the target of attack, it then requires a multi-pronged approach towards a more efficient and effective tax administration that would help unearth such illegal activities. 

Demonetization, on the other hand, is a one-time measure that addresses only those cases where proceeds from the above illegalities are hoarded in cash. In other words, we are referring only to a part of the “cash economy” portion of the larger “black economy” here. There are no estimates of the quantum of illegal cash hoardings in India (storing cash is legal in India with no limits specified). However, tax authorities have documented that the most important form of holding illegal earnings is not cash, but physical assets like land/bullion and financial assets like shares. Another part of the illegal earnings is seamlessly transferred as capital invested in productive activities – much like in Marx’s writings related to the transformation of “idle money” into capital – in a rather continuous fashion. It hence “disappears” as soon as it is generated. Yet another part of illegal earnings is shifted out of the country, through the hawala route, and is either stored as offshore deposits/assets or ploughed back to India through the “Mauritius route”. 

Thus, only a section, which stores cash in large amounts either for future use or as revolving cash in business/trade transactions, is adversely affected by demonetization. Even here, a portion of cash might actually be legal and convertible into legal paper through official channels. Another portion of cash, even if illegally earned, is made convertible into legal paper through myriad innovative methods. Newspapers have been reporting many such methods of conversion after the announcement of the Prime Minister (for an example, read this).

Hence, no significant unearthing of illegal cash may be expected by demonetization, even if it might halt or slow down illegal cash-based operations for a while. This was also what was clearly laid out by the committee on “Measures to Tackle Black Money in India and Abroad”, headed by the Chairman, Central Board of Direct Taxes (CBDT), and submitted to the Ministry of Finance, Government of India in 2012:
“One common demand from the public is that high denomination currency notes, particularly `1,000 and `500, should be demonetized. In this connection, it is observed that demonetization may not be a solution for tackling black money or economy, which is largely held in the form benami properties, bullion and jewellery, etc. Further, demonetization will only increase the cost, as more currency notes may have to be printed for disbursing the same amount. It may also have an adverse impact on the banking system, mainly logistic issues, i.e. handling and cash transportation may become difficult and may also cause inconvenience to the general public as the disbursal or payments of wages/salaries to the workers will become difficult. Besides, it may also adversely impact the environment as more natural resources would be depleted for printing more currency notes. Demonetization undertaken twice in the past (1946 and 1978) miserably failed, with less than 15% of high currency notes being exchanged while more than 85% of the currency notes never surfaced as the owners suspected penal action by the government agencies.”
Thirdly, much of economic transactions in India are cash-based due to the presence of agriculture as a major source of livelihood, prevalence of a large informal sector and the poor penetration of banking infrastructure in rural areas. The persistence of cash is, then, a structural feature of the Indian economy. Opening bank accounts for every household (as under the Jan Dhan Yojana) alters nothing vis-à-vis the structural basis of this cash-nexus. For example, even after the opening of crores of bank accounts, a large share of bank accounts is dormant; even after appointing lakhs of banking correspondents in villages, about half of them are “untraceable” (as was recently officially admitted), and many others are financially “unviable”. 

A cashless economy, in other words, is not created by diktat. It requires, as a pre-requisite, a structural transformation of the rural economy into a modern and productive sphere, which would facilitate more and more cashless transactions. 

As an ideal state, moving into a cashless economy is not necessarily a bad idea. Developed countries have, over time, eliminated notes of larger denomination and moved to card/bank-based transactions. Such a shift indeed aids in controlling corruption and crime. The problem in India is that any move in haste towards a cashless economy would be premature and self-defeating. How many shops have credit/debit card machines, or even mobile-based transaction facilities? How many people have credit/debit cards? How many people have, or know about, Internet banking? Even after the recent progress made in opening new bank accounts, crores of households remain without bank accounts. These are indications of total lack of readiness. In such a context, any drastic push towards a cashless economy would be harsh on the unbanked households and those poorly connected to the banking system.

No economy can ever be cashless. The point, then, is to induce people to use the formal channels where cash is currently used for high value transactions. The tax department has, for some time, been taking steps towards this direction. If this is the trajectory the government wants to adopt, it is unclear why the government would want to introduce new notes of Rs 2000 denomination. In fact, once the current dust settles, legal and illegal cash-based transactions are likely to resume with the new Rs 2000 notes. On its side, the government has given no logical justification for this baffling step, which raises deep suspicions on the real intent behind demonetisation.
